Abstract

This research aims to identify tensions in infrastructure development using public-private partnership (PPP) mechanism. The tensions in infrastructure development are identified using a qualitative research methodology, in particular a questionnaire survey to fathom the perceived risks by associated actors and institutions, economic and financial condition, procurement processes, and the relationship between the public and private sectors. This study highlights the role of intermediate agency connecting the role of the government and the private sector. By identifying the potential and the capacity of intermediate agency to connect infrastructure development across different development agenda, the local government should be able to improve the mechanism for PPP infrastructure development scheme.

Abstract

This study examines the potential for cash waqf as a source of social financing for infrastructure development. This research then builds the best model to optimize cash waqf using Sharia financial technology. This research will discuss some of the problems that hamper the development of cash waqf in Indonesia as well as providing some solutions to further enhance its development.

Abstract

Knowledge Management uses the Nonaka’s SECI model in the creation of knowledge that can provide guidance for learning situations and activities. However, an understanding of the process of socialization, externalization, combination and internalization needs to be strengthened with extensive direct practices. Knowledge Management (KM) can accelerate joint learning to develop human capital that can enhance competitiveness and proactively respond to market changes. An understanding of knowledge management is needed to determine its influence on organizations. A systemic approach through dynamic systems can be used to determine the effect of knowledge management well and the applications of the SECI model. This study explains the use of the SECI model and dynamic system to determine the effect of knowledge management on human capital development through public private partnership. The source of knowledge provides ease to every human capital to utilize it. Thus, the process of utilizing knowledge in his environment increases, which thenpushes the process of creativity and innovation in a more broadly manner, and thus increasing competence. Identifying source and network of expertise and making expertise more visible and easily accessible ,in this case,facilitate a connection between those who possess the knowledge and those who need the knowledge.

Abstract

To support Indonesia’s program as the world’s maritime axis, it is necessary to increase maritime investment. Given the limited financial resources of the State Budget (APBN) in financing maritime infrastructure projects, it is essential to look for alternative financing and investment by involving the private sector through a publicprivate partnership scheme. This paper aims to examine studies on public-private partnership principles for development, improvement and modernization of maritime infrastructure. In addition, this paper analyzes an effective and efficient public-private partnership investment model in the context of the development, improvement and modernization of maritime infrastructure.

Abstract

The increasing need for infrastructure development in order to encourage economic growth and improve people’s lives requires proper planning so that the expected benefits can be achieved. PT PII is expected to play an important role in improving the quality of infrastructure projects, not only in the form of providing guarantees but also through improving the quality of project preparation, transactions and implementation, in accordance with best practices that benefit all stakeholders. This paper aims to present the results of research into the development of an economic and social impact analysis model of PPP and Non-PPP infrastructure projects using quantitative and qualitative approach. The study examines 3 PPP projects that have specific service characteristics, namely: air transportation, public street lighting, and special economic zones. The economic impact analysis model used in the analysis uses the impact measurement attributes according to the characteristics of the infrastructure services. Social impact measurement uses an index developed to determine the response of the community to PPP infrastructure project plans. The results of the study indicate that the development of the Komodo Airport and the Mandalika Special Economic Zone are expected to have a positive impact on regional development, especially in tourism activities, while the public street lighting projects have an impact on improving traffic safety and environmental comfort in the city.

Abstract

According to the Ministry of Social Affairs No. 178/HUK/2016, there are 245,716 persons with care home-based social welfare problems spread across Indonesia and 5,824 care homes throughout the country. The regional governments, assisted by the central government, build public facilities that can accommodate the needs of citizens with disabilities who are often neglected. One of concrete results of development is when there is equitable development where all elements of the population can feel the impact of the development, including the disability community. Palembang as an organizer of international events still has problems with transportation and facilities for road users. The purpose of this study is to analyze the effect of safety of facilities and infrastructure on public transportation users in Palembang (a case study of persons with disabilities in Palembang). The methods used are quantitative and qualitative and the sampling method used is purposive sampling and 148 saturated samples. Based on the results of the study, it can be concluded that all variables of facilities and infrastructure are proven to be significant, but several variables such as road facilities, pedestrian bridges (JPO) have weak relationships, and persons with disabilities are considerably helped by Trans Musi conductors. Transmission conductors are considered very attentive to the needs of passengers from waiting for arrival to stop. The results of this study are expected to contribute to improving facilities and infrastructure, especially for persons with disabilities.

Abstract

In Public-Private Partnership (PPP) projects, guarantees can be regarded as a government fiscal support. Due to its uncertainty, one of the key challenges in guarantee valuation is to define appropriate assumptions for underlying risk factors since infrastructure projects are not assets that can be explicitly linked to an observable market price. While very few governments formally measure them, it is also found that sometimes the assessment on political risk covered by the guarantees is highly subjective and ambiguous. This paper proposes a methodology that combined quantitative and qualitative approach for contingent liabilities assessment for PPP infrastructure projects with focus on political risk. It uses fuzzy sets based risk assessment that quantifies expert opinion on likelihood and impact of risk factors into an input to quantitative risk analysis. A particular developing country is chosen so that the proposed methodology can be applied according to the country and infrastructure sectors specific context.

Abstract

In RPJMN 2015-2019, the government has aimed to reach a 100% drinking water services coverage throughout Indonesia in 2019. The actual proper drinking water coverage until 2015 was still at 67.7%. This research seeks to formulate a policy model for sustainable drinking water management system. The method of analysis used in this research is the process model method. The results obtained in this study are policy models for sustainable SPAM development that will include the main variables of this system: raw water source, water treatment processes and water distribution.

Abstract

The relatively high economic growth leads to an increase in infrastructure needs in Indonesia. Providing these needs for infrastructure has an irreplaceable role in improving the overall quality of life of the population, therefore its success requires support and commitment from various stakeholder groups. In the context of the support, a concept to approach the stakeholders is known as stakeholder engagement. The objective of this research is to measure the effectiveness of a program in affecting the condition of stakeholders, and in developing the stakeholder engagement which will directly determine the success of infrastructure development. This study was conducted using a qualitative descriptive method through case study approach to observe the relationship between the use of stakeholder-involvement program and the level of stakeholder engagement. The results show that the quality of activities (procedural quality, responsiveness quality, quality of outcomes) shows relatively good results with a middle-level involvement. It will require more activities to trigger a more intense relationships and to increase the level of stakeholder engagement in providing their support for infrastructure development.

Abstract

Prior to the decision of the Government to opt for PPP (Public Private Partnership) for the procurement scheme of a public infrastructure project, it is necessary to conduct the Value for Money (VfM) analysis. VfM is defined by Moralos and Amekudzi (2008) as the optimum combination of all costs during the life cycle and the quality with the objective to meet the demand of users. According to Pangeran (2010), VfM has only been used in a few cases where the conventional methods, which does not taken into account the risks of the project and only focus on the financial side, is more prevalent. Such test using conventional methods may risk on the non-optimal impact on the benefits from a public procurement projects. In the context of procurement schemes for infrastructure projects in Indonesia, the Government has decided use the BUMN (State-Owned Enterprise) assignment scheme to undertake the Trans Sumatera toll road project as mandated in the Perpres (Presidential Decree) no.100/2014. This paper will review the VfM test for Palembang Indralaya Toll Road (which is a section of the grand Trans Sumatra toll road) where the optimal VfM at 46% is generated at the BUMN assignment scheme higher than the PPP or APBN (State Budget) option.
