Abstract

The global landscape is undergoing a profound transformation driven by artificial intelligence (AI), a technology that has the potential to reshape global power dynamics, economies, and societies. The United States (U.S.) has historically played a central role in guiding technological advancements, offering leadership that has prioritized ethical governance and global stability. Drawing a parallel to the U.S. leadership during the development of atomic weapons, this study emphasizes the necessity for the U.S. to take a proactive and responsible role in the governance of AI. Without U.S. leadership, the proliferation of AI risks falling into the hands of authoritarian regimes, such as China and Russia, whose use of AI for surveillance, censorship, disinformation, and military purposes could destabilize international norms and threaten democratic values. The study uses agency theory to argue that the global community must rely on the U.S. as a responsible agent to ensure AI technologies are used ethically and for the collective benefit of humanity. The paper also incorporates social comparison theory, technological determinism, and international relations realism to further illustrate the strategic and moral imperative of U.S. leadership in AI governance. By examining the historical context of U.S. leadership in managing disruptive technologies, this study highlights the urgent need for the U.S. to establish global AI governance frameworks that prioritize human rights, equity, and democratic values, countering the risks posed by authoritarian misuse of AI. Overall, the study employs a systematic meta-analysis, utilizing agency theory and complementary frameworks such as social comparison theory, technological determinism, and realism to analyze the U.S.'s role in global AI governance, drawing from peer-reviewed literature sourced from databases like Google Scholar, PubMed, and Web of Science, published between 2010 and 2025. The analysis reveals that U.S. leadership in AI prioritizes ethical development, transparency, and international collaboration, contrasting sharply with China and Russia’s authoritarian strategies focused on surveillance, militarization, and disinformation, underscoring the urgent need for U.S.-led global norms to ensure AI aligns with democratic values and fosters global stability.

Abstract

In northern India, the tension between the Kuki and Meitei/Meetei ethnic groups is referred to as the Manipur problem. The Meiteis, who are already included under the General, OBC (Other Backward Classes), and SC (Scheduled Castes) categories, are clamoring to be granted ST (Scheduled Tribes) status. The tension brewed in May 2023 when the Manipur High Court recommended giving ST status to Meiteis. Opposing this, the Kuki and Naga population, which already enjoy ST status, held major peaceful protests against this proposal. But violence erupted on May 3, 2023, when the Meiteis torched the Anglo-Kuki Centenary gate in Churachandpur District, which resulted in increased strife in the area. The study seeks to investigate the primary elements and incidents of the Kuki people during the Manipur conflict. The scope of the study is to present an exposé on the most tragic incident that befell the Kukis and the weapons pillaged by the Meiteis during the conflict. This study performs an exhaustive review of secondary sources between 2023 and 2024, including websites, news outlets, YouTube channels, and particular sources like The Hill Journal, the Kuki Students Organization (KSO) Media and Documentation Cell, and so on. Both qualitative and quantitative content analysis techniques were used, including topic identification and coding to organize the findings.  As a consequence of the conflict, weapons are plundered; Kuki men and women are set on fire, exhibited nude, raped, harassed, tortured, shot, and murdered. In addition, there are killings, injuries, IDPs (Internal Displaced Persons), and villages, homes, churches, and offices of NGOs (Non-Governmental Organizations) burned. To end the trauma and agony inflicted on this community, the research concludes that responsibility, justice, and healing are imperatively and urgently required.

Abstract

Climate change is a condition of changing temperatures and weather patterns over a long time that negatively impacts society for a long time. Journalists play a role in overcoming climate change from the news side. On the other hand, journalists have several limitations regarding knowledge, media policies, and scientific climate change issues. This study aims to describe how the Alliance of Independent Journalists of Indonesia (AJII) constructs the issue among journalists in achieving sustainable development. The research used a qualitative method by conducting in-depth interviews with the management, Secretariat, and members of the AJII organization. The results of this study show how AJII agreed upon the construction of green journalism among journalists to achieve sustainable development. The construction was built based on social practices within the organization and between AJII internally with Civil Society Organizations (CSOs) and donors. AJII cooperates with CSOs and donors to establish a form of green journalism. Empowering journalists related to climate change issues indirectly contributes to more quality knowledge to the community.

Abstract

This study examines the impact of technology on public administration, emphasising both its transformative opportunities and the challenges it presents. In the context of increasing digitisation, the research explores how innovations such as e-governance, automation, and data-driven decision-making influence efficiency, transparency, and service delivery within government institutions. The purpose of the study is to assess how technological tools contribute to administrative effectiveness and citizen engagement while identifying barriers that hinder their full implementation. A quantitative research design was employed, using an online questionnaire completed by 70 government employees from different departments, supplemented by secondary data from local and international reports, scholarly articles, and official websites on technology and governance. The findings reveal that technology significantly improves service delivery, operational efficiency, and public participation in governance. However, issues such as inadequate digital infrastructure, limited digital literacy among public officials, and cybersecurity risks constrain the effective use of these innovations. The study concludes that to fully harness the benefits of technology in public administration, governments must invest in robust digital infrastructure, provide continuous training for public servants, and implement policies promoting digital literacy and data protection. Addressing these challenges will strengthen institutional performance, enhance citizen trust, and ensure that public administration adapts effectively to the evolving demands of modern governance.

Abstract

As a result of the 2016 local government elections, South Africa's municipal system transformed profoundly. The system is shifting from a singular dominant party structure toward more complex and fragmented multiparty systems, which prioritise governance coalitions. Some observers celebrate this change as a move toward deeper democratisation, but many municipalities paint a different picture. The pursuit of inclusiveness and sharing responsibilities has brought about stagnation, strife, and inactivity in many coalition arrangements. This paper delineates some fundamental, persistent structural and behavioural difficulties using consociational theory and analysing policy documents alongside relevant academic literature. These are disputes among coalition partners, insufficient institutional structures to address conflicts, and ambiguous boundaries between the political sphere and administration. Collectively, there is an absence of political sophistication and an unwillingness to move beyond divisive politics and create effective governance. Such circumstances give rise to policy stasis, administrative paralysis, and interrupted public services. To ensure local democracy, this paper argues for more inter-party frameworks, targeted mediation frameworks, and an environment of unconditional goodwill to intra-party relations. Without such frameworks, rampant dysfunction may hinder coalition effectiveness. Furthermore, the paper’s findings reveal that there are destabilising effects of political polarisation on municipal governance, fragile coalitions and the absence of conflict management mechanisms, political infighting and administrative dysfunction, and undermined policy development and deteriorating service delivery affecting the implementation of service provision.

Abstract

This study seeks to identify the impediments to the development of the ASM industry in South Africa with a focus on prospecting and mining licencing processes. A literature review of the South African mining legislation underpinned the hypothesises formulation. This study used quantitative research methodology. Survey method was used for data collection using items that were self-developed based on study variables. A total of 50 respondents who participated in this study were selected through probability sampling. The empirical results confirmed that despite the fact that ASM provides opportunity for local community members to exercise their rights to participate in and benefit from natural resource management, the regulatory framework for the ASM needed to be revised to holistically address the following challenges: limited access to geotechnical information and technical expertise, lack of institutional support, limited or no access to capital (investment), limited technical ability. The study provides practical recommendations to the ASM industry and policymakers on how to streamline the prospecting and mining licensing processes while simultaneously effectively addressing current challenges. The study fills a knowledge gap on ASM in South Africa because of the dearth of studies on ASM. As a catalyst for equitable economic development, the study also suggests mainstreaming ASM into the economy, taking into consideration the socioeconomic realities and opportunities provided by small deposits.

Abstract

This study investigates the political economy of resource management in Nigeria, with an emphasis on governance, accountability, and sustainable development. It tries to understand how, despite Nigeria's immense natural resource riches, systemic governance failings, elite capture, and inadequate accountability frameworks continue to perpetuate poverty. Using a qualitative technique, the study examines secondary data from government reports, policy papers, and academic literature, augmented by text analysis, to find recurring themes in Nigeria's resource governance dynamics. The study is based on Rational Choice Theory (RCT), which states that political and economic actors prioritize self-interest, resulting in actions that perpetuate corruption, mismanagement, and unequal resource distribution. The findings highlight Nigeria's entrenched rentier state structure, in which more than 80% of national oil wealth supports elite patronage networks, undermines institutional accountability, and stifles economic diversification. Vested interests have hampered reforms such as the Petroleum Industry Act (2021) and the Nigerian Extractive Industries Transparency Initiative (NEITI), resulting in few benefits for disadvantaged communities such as the oil-rich Niger Delta. Environmental degradation caused by oil spills and gas flaring, along with chronic poverty (63% multidimensional poverty), highlights the human and ecological consequences of ineffective government. Despite diversification attempts, Nigeria is mired in the "resource curse," leaving it subject to global oil price instability. The study suggests amending the Petroleum Industry Act to allocate at least 10% of operational budgets to host communities, establishing citizen oversight mechanisms for revenue transparency, prioritizing investments in agriculture and renewable energy, and aligning policies with the United Nations Sustainable Development Goals (SDGs). Strengthening anti-corruption mechanisms through specialized tribunals and enforcing environmental legislation are crucial for ending the cycle of inequality and promoting sustainable development. These strategies seek to reorient Nigeria's resource management to promote fair growth and long-term resilience.

Abstract

The widespread use of social media has had a significant impact on digital power dynamics and accountability. Meta, the parent company of Facebook, Instagram, and WhatsApp, has frequently faced criticism for its social responsibility in addressing the detrimental effects of its platforms. Arguments between Senator Josh Hawley and Meta CEO Mark Zuckerberg during a US congressional hearing exemplified this tension. This study employs a Critical Discourse Analysis (CDA) approach based on Norman Fairclough's model, which has three main dimensions: text analysis, discursive practice analysis, and social practice analysis. This analysis demonstrates how Senator Josh Hawley and Mark Zuckerberg's debate at a US congressional hearing highlighted the tension between technological innovation and Meta-corporate social responsibility. Also, it emphasizes how Zuckerberg's apology lacked concrete steps in response to this issue, as he did not mention compensation for victims or major changes to the platform's algorithm. Hawley utilized hostile speech (aggressive or antagonistic, frequently with the intention of eliciting a negative response) to pressure Zuckerberg to admit Meta's failure to protect users. Ina contrary, Zuckerberg preferred defensive language (respond defensively, frequently in a manner that prevents open dialogue or hinders understanding) to project a positive picture of the corporation.

Abstract

Poverty remains a global challenge affecting multiple dimensions of human life. Health and well-being play a pivotal role in sustaining economies, politics and life. This study examines the impact of poverty on the health and well-being of humanity and assesses its effects on the economy. It identifies the underlying drivers of poverty and how to address them. A qualitative exploratory framework from a theological perspective was employed. Data were collected from 32 participants aged 18 – 67 through semi-structured interviews, and participants were purposively selected. Using thematic data analysis approach three main themes emerged. The findings indicate a strong correlation between poverty, economic growth, well-being and human health. Poverty affects livelihoods and has significant social and emotional effects including loneliness, discrimination, hypertension, cardio-vascular disorders and substance abuse. Furthermore, poverty has a bidirectional relationship with economic development and migration, reflecting both positive and negative influences. The study underscores the need to strengthen social protection policies and consider shifting paradigms of poverty that support and constrain contemporary policy. Further research is necessary to ascertain the drivers of poverty and improve eradication strategies. Multi-sectorial collaboration involving the state, NGOs, and religious organizations is recommended.

Abstract

This essay explores the philosophical underpinnings of the right to kill a tyrant within the framework of legal philosophy, examining its ontological, epistemological, and axiological dimensions. The discussion delineates major schools of legal philosophy—natural law (Grotius, Cicero), positive law (Aquinas, Bentham, Austin, Hart), utilitarian law (Hume, Bentham, Mill, Sidgwick), Marxist law (Marx, Engels), historical school (Montesquieu, Hugo, Savigny), sociological jurisprudence (Jhering, Gerber), and realist jurisprudence (Holmes, Llewellyn, Morgenthau)—while selectively employing all except positivist and realist approaches. Natural law, decoupled from divine origins by Grotius, prioritizes inherent human rights, whereas utilitarianism evaluates actions by their promotion of happiness, critiqued by Constant for subordinating principle to outcome. Tyrannicide evolves from class-based resistance in feudal societies to a democratic imperative in modernity, rooted in natural rights. The author laments the absence of "tyrant" definitions in contemporary constitutions (e.g., Ukrainian, U.S., French and etc.), viewing it as enabling elite manipulation. Advocating legislative reforms to permit tyrannicide, the paper warns against nihilism while affirming life's value, favoring imprisonment over execution in liberal states. Drawing on Boesche and Kelsen, it portrays justice as relativistic yet essential for democracy, urging ongoing discourse to safeguard freedoms.
