Abstract

This journal discusses the role of the 2024 Summit of the Future towards the 2030 Sustainable Development Goals Program in Indonesia and why Indonesia is so active in contributing to this agenda. Indonesia's achievements in sustainable development reaching the world average become interesting to understand Indonesia's need to join the Summit of the Future 2024. This method employs a qualitative and descriptive approach. In data collection, the author uses secondary data from the study literature. The concepts of sustainable development and multilateral cooperation are very helpful in analyzing the issues raised. The results of the author's research found that Indonesia's interest in actively joining the Summit of the Future 2024 was due to the challenges faced by Indonesia in carrying out sustainable development to demonstrate Indonesia's commitment to contribute to the 2030 Sustainable Development Goals Programme agenda. Indonesia's participation in the Summit of the Future 2024 is expected to open up further opportunities for Indonesia to carry out multilateral cooperation to meet Indonesia's needs in carrying out sustainable development.

Abstract

The outermost small islands of Indonesia play a critical role in maintaining national sovereignty and maritime security. However, these areas face significant challenges, including resource limitations, non-traditional threats, environmental vulnerabilities, and weak inter-agency coordination, which impede the effectiveness of current defense strategies. This study investigates how Indonesia's defense strategies address maritime security challenges and proposes actionable solutions to enhance their effectiveness. While previous research has broadly examined maritime security, few studies focus specifically on the strategic intricacies of the outermost small islands, highlighting the novelty of this paper. A qualitative research approach is employed, utilizing a systematic literature review to analyze data from scientific journal articles, policy reports, and government documents. The thematic analysis identifies key challenges, current strategies, and opportunities for improvement. The findings reveal that existing strategies—such as strengthening maritime policies, enhancing the capacity of the Indonesian Navy and the Maritime Security Agency (Bakamla), and engaging in maritime diplomacy—are hampered by budgetary constraints, weak inter-agency coordination, and insufficient technological integration. The study recommends enhancing maritime infrastructure, adopting advanced surveillance technologies, empowering local communities, and fostering international collaboration to address transnational threats. This study concludes that an integrated and evidence-based defense strategy is essential to safeguard Indonesia’s maritime borders. The findings underscore the need for policy reforms that adopt a multidimensional approach, reinforcing Indonesia's position as a resilient and sovereign maritime nation.

Abstract

This research analyzes Australia's foreign policy in the context of the Trilateral Security Pact AUKUS (Australia, United Kingdom, United States) as a manifestation of the concept of balance of power in the Indo-Pacific region. Announced on September 15, 2021, AUKUS is a trilateral agreement to strengthen diplomatic, defense, and security relations among the three countries, with Australia receiving three Virginia-class nuclear-powered submarines from the United States. The Indo-Pacific, which is geographically and economically strategic, has become a focal point of global geopolitical competition, particularly with the rise of China's influence, perceived as a threat by the United States and its allies. Through AUKUS, the United States, the United Kingdom, and Australia seek to balance power in the region by enhancing military capabilities and defense technologies, in line with neorealist theory, which emphasizes the importance of security and power equilibrium in an anarchic international system. This study employs a descriptive qualitative methodology with secondary data analysis to understand the dynamics behind the formation of AUKUS and its implications for regional stability. The findings indicate that AUKUS is a strategic response to global and regional power balancing and reflects Australia's efforts to strengthen its position in facing security challenges posed by the rise of China.

Abstract

This study analyzes the impact of regional autonomy policies on the quality of public services at the Population and Civil Registration Service (Disdukcapil) of Palangka Raya City during the 2020-2024 period. The background of this study is related to the significant transformation in post-reform regional governance marked by regulatory changes and variations in the success of regional autonomy implementation across regions, affecting public service quality. Disdukcapil of Palangka Raya City, with a growing population of 293,457 people in 2023, faces challenges in providing quality services, with a public satisfaction index of 78.5% in 2023, still below the national target of 85%. The aim of this study is to analyze how regional autonomy implementation affects public service quality, identify factors influencing service quality, and provide recommendations for optimizing public services within the framework of regional autonomy. The research uses a qualitative approach with a literature review method, including analysis of policy documents, performance reports, academic journals, and official government publications. Data analysis employs qualitative content analysis with an interpretative analysis framework, including coding, categorization, and interpretation stages. The results show a significant increase in the Regional Government Implementation Index from 3.21 (2020) to 3.65 (2023), a digital transformation integrating 24 main public services, and increased service efficiency, marked by a reduction in service time from 45 minutes to 25 minutes and an increase in public satisfaction from 75.5% to 88.7%. The implications of this study make a significant contribution to developing an adaptive and sustainable public service model in the context of regional autonomy, with practical recommendations for strengthening human resource capacity, developing digital infrastructure, and improving inter-agency coordination.

Abstract

Efficient and effective bureaucratic services are essential in creating community welfare and are the main indicators of success in implementing good governance. Regional governments have a vital role in ensuring the principles of good governance to meet community expectations for transparent, accountable, and fair services. This research aims to evaluate the application of the principles of good governance in Jekan Raya District, Palangka Raya City, which is facing challenges in managing public resources and services, including increasing community demands and the need for transparency in budget management. Using a qualitative approach through the case study method, this research analyzes the obstacles, challenges, and strategies needed to increase the effectiveness of exemplary governance implementation. The research results show that although Jekan Raya District has great potential to support development, there are various problems in the implementation of good governance, such as a lack of community participation, limited facilities, and ineffective bureaucratic structures. Therefore, increasing communication between the government and the community, updating facilities, and increasing employee discipline is necessary to improve public service quality. This research provides theoretical and practical contributions to the development of governance at the local level, especially in the Jekan Raya District, as a step towards better and more sustainable regional development.
