Abstract

Kawasan Laut China Selatan dikenal sebagai jalur laut tersibuk kedua di dunia setelah Terusan Suez di Mesir, kawasan ini juga memiliki kekayaan makhluk hidup yang berlimpah serta mempunyai cadangan minyak dan gas alam yang besar. Karena potensinya, kawasan tersebut sampai saat ini masih menjadi perebutan claim antara beberapa negara. Saat ini diketahui bahwa Amerika Serikat dan China menjadi negara hegemoni terbesar dalam bidang ekonomi yang memperebutkan kekuasaan di wilayah Laut China Selatan. Beberapa pakar bahkan mendiskusikan adanya kemungkinan persaingan yang akan diakhiri dengan perang atau konflik militer di abad 21. Indonesia bukan termasuk negara claimant di wilayah Laut China Selatan, namun memiliki kedaulatan di dekat wilayah tersebut.. Jika terjadi konflik antara AS dan China pada kawasan Laut China Selatan, tentunya akan berimplikasi langsung terhadap kedaulatan negara Indonesia di Natuna dan sekitarnya. Untuk menghadapi skenario tersebut, Indonesia harus mempersiapkan kekuatan pertahanannya. Indonesia berfokus pada strategi balance of power dengan negara lain yang juga tidak menginginkan adanya konflik atau perang dan juga berusaha untuk menyeimbangkan kekuatannya dengan negara China maupun AS. Kata Kunci: Balance of Power, Perang dingin, Laut China Selatan.

Abstract

The outermost small islands of Indonesia play a critical role in maintaining national sovereignty and maritime security. However, these areas face significant challenges, including resource limitations, non-traditional threats, environmental vulnerabilities, and weak inter-agency coordination, which impede the effectiveness of current defense strategies. This study investigates how Indonesia's defense strategies address maritime security challenges and proposes actionable solutions to enhance their effectiveness. While previous research has broadly examined maritime security, few studies focus specifically on the strategic intricacies of the outermost small islands, highlighting the novelty of this paper. A qualitative research approach is employed, utilizing a systematic literature review to analyze data from scientific journal articles, policy reports, and government documents. The thematic analysis identifies key challenges, current strategies, and opportunities for improvement. The findings reveal that existing strategies—such as strengthening maritime policies, enhancing the capacity of the Indonesian Navy and the Maritime Security Agency (Bakamla), and engaging in maritime diplomacy—are hampered by budgetary constraints, weak inter-agency coordination, and insufficient technological integration. The study recommends enhancing maritime infrastructure, adopting advanced surveillance technologies, empowering local communities, and fostering international collaboration to address transnational threats. This study concludes that an integrated and evidence-based defense strategy is essential to safeguard Indonesia’s maritime borders. The findings underscore the need for policy reforms that adopt a multidimensional approach, reinforcing Indonesia's position as a resilient and sovereign maritime nation.

Abstract

Indonesia, as the world’s largest archipelagic state, faces complex maritime security threats, including piracy, illegal fishing, smuggling, and South China Sea tensions. These threats impact both national sovereignty and the economic and social welfare of coastal communities. Recognized as an archipelagic state under UNCLOS 1982, Indonesia has a strong legal foundation to claim inter-island waters under full sovereign jurisdiction. Using a qualitative approach and literature analysis, this study examines the role of the archipelagic state concept in designing adaptive maritime security policies. Findings indicate that this concept supports enhanced surveillance and law enforcement, although challenges in technology and coordination remain. Recommendations include strengthening technological capacity, inter-agency coordination, and international cooperation to bolster Indonesia’s maritime stability in the Indo-Pacific

Abstract

The phenomenon of making someone go viral without consent on social media has emerged as a pressing social issue, primarily linked to the violation of privacy rights. This study aims to analyze the potential conflicts arising from such practices by applying Johan Galtung’s conflict and violence theory. The research employs a qualitative library research method through the review of relevant literature. Findings reveal that viral content without consent contains complex dimensions of conflict. Based on Galtung’s Conflict Triangle (Contradiction, Attitude, Behavior), conflicts arise from the contradiction between privacy rights and freedom of expression, evolve into attitudes of mutual blame, and manifest in behaviors such as mass online shaming (cyberbullying), doxing, and even legal or social sanctions. Furthermore, the application of Galtung’s violence theory highlights the presence of direct, structural, and cultural violence that reinforce one another. The study concludes that there is an urgent need for specific regulations on digital privacy protection, the promotion of ethical digital literacy, enhanced reporting mechanisms on social media platforms, and psychosocial support services for victims. These measures are expected to foster a safer, fairer, and more humane digital space.

Abstract

This study examines the governance, legislation, and policies influencing maritime security in Southeast Asia, with a focus on sustainability. It explores the effectiveness of regional and national frameworks, legal enforcement, and international cooperation in addressing maritime threats such as piracy, illegal fishing, and territorial disputes. Despite significant progress in policy development and regional initiatives, the implementation of maritime security measures remains fragmented and inconsistent across the region. Key challenges include limited inter-country coordination, resource constraints, and weak enforcement mechanisms. However, increasing recognition of the interlinkages between environmental sustainability and maritime security is evident in several national policies. The study highlights the need for stronger multilateral cooperation, enhanced law enforcement, and the integration of sustainable practices into maritime policies. It concludes with recommendations to improve regional coordination, strengthen enforcement capacities, and address socio-economic drivers of maritime insecurity to achieve long-term sustainability in Southeast Asia’s maritime security

Abstract

Indonesia’s maritime governance faces persistent challenges due to overlapping authorities and fragmented coordination among its main maritime enforcement agencies: BAKAMLA, KPLP, and POLAIRUD. This study aims to analyze the institutional synergy among these agencies in preventing the exploitation of natural resources in the strategic waters of Karimun Besar. Using a qualitative descriptive method with document analysis and triangulation, this research examines legal documents (Law No. 32/2014, Presidential Regulation No. 178/2014, Government Regulation No. 5/2020), institutional reports, and academic literature. The results show that interagency synergy remains suboptimal due to inconsistencies in legal mandates, overlapping jurisdiction, and weak technological integration for data sharing. The study proposes the establishment of a National Maritime Security Coordination Framework supported by an integrated Maritime Domain Awareness (MDA) system to strengthen surveillance and coordination. Policy recommendations include the standardization of joint patrol SOPs, the development of an interagency data-sharing platform, and the creation of a Joint Maritime Operation Center (JMOC) in strategic areas such as Karimun Besar. Strengthening institutional collaboration and data integration is essential for achieving effective maritime domain awareness and realizing Indonesia’s vision as a Global Maritime Fulcrum.

Abstract

Indonesia’s maritime identity as the world’s largest archipelagic state places it at the center of global maritime trade and security dynamics. However, fragmented coordination among its maritime enforcement agencies—namely BAKAMLA, KPLP, and POLAIRUD—continues to limit effective governance, particularly in strategic regions such as Karimun Besar Island within the Malacca Strait. This study examines the problem of institutional synergy and Maritime Domain Awareness (MDA) through a learning-based governance perspective, employing a qualitative document analysis and triangulation approach. The research integrates three learning theories—Connectivism, Constructivism, and Social Learning Theory—to explore how inter-agency cooperation can evolve through digital connectivity, shared meaning, and behavioral adaptation. The findings reveal that Indonesia’s maritime security governance remains hindered by overlapping mandates, unintegrated information systems, and limited interoperability. Applying learning-based principles, the study argues that improving maritime synergy requires not only legal harmonization but also institutional learning through continuous data exchange, joint training, and shared operational frameworks. The paper proposes a National Maritime Security Coordination Framework that emphasizes data integration, collaborative learning, and adaptive policy reform. Strengthening institutional synergy and MDA through a learning-oriented approach is essential for realizing Indonesia’s vision as a Global Maritime Fulcrum, ensuring that its maritime governance becomes more coordinated, sustainable, and intelligence-driven.

Abstract

Sengketa Blok Ambalat antara Indonesia dan Malaysia, yang dipicu oleh klaim tumpang tindih atas wilayah kaya sumber daya , mengancam stabilitas regional. Penelitian ini bertujuan menganalisis peran, mekanisme, dan efektivitas ASEAN dalam mengelola konflik tersebut. Menggunakan metode kualitatif studi kasus dengan analisis dokumen dan studi pustaka, penelitian ini mengkaji fenomena dari perspektif ASEAN Way, liberal institusionalisme, dan manajemen konflik. Hasil penelitian menunjukkan bahwa ASEAN berperan sebagai fasilitator melalui pendekatan “ASEAN Way” yang mengedepankan dialog informal, non-intervensi, dan konsensus. Meskipun efektivitas ASEAN dalam penyelesaian akhir terbatas oleh prinsip non-intervensi, perannya sebagai platform (sesuai pandangan liberal institusionalisme) terbukti berhasil mencegah eskalasi konflik terbuka dan menjaga stabilitas kawasan.

Abstract

This study examines the dynamics of ASEAN as a regional organization in the context of the shifting security paradigm from traditional state-centric security to non-traditional human security, with a specific focus on natural disaster management. Southeast Asia is highly vulnerable to massive, cross-border natural disasters that often overwhelm national capacities. However, the prevailing "ASEAN Way," which emphasizes the principles of absolute state sovereignty and non-intervention, creates significant obstacles to effective humanitarian response, particularly when member states are unable or unwilling to accept aid due to internal conflict or lack of capacity. Using normative legal research methods based on secondary legal materials, this article argues that the principle of state sovereignty must be reinterpreted as a responsibility to protect human rights rather than a barrier to international aid. The study concludes that to resolve human security issues effectively, ASEAN must strengthen the principle of international cooperation and ASEAN centrality. This includes empowering the ASEAN Coordinating Centre for Humanitarian Assistance (AHA Centre) and the ASEAN Secretary-General to play a more active, independent role in decision-making during humanitarian emergencies.

Abstract

The role of local wisdom as an instrument of peace has become increasingly relevant in addressing conflicts within Indonesia’s multicultural society. This study analyzes three forms of local wisdom: the philosophy of adat bersendi syarak, syarak bersendi Kitabullah among the Malay Riau community, Tri Hita Karana in Bali, and Pela Gandong in Maluku. Using a qualitative library research method, the study applies Johan Galtung’s conflict and peace theory as well as John Paul Lederach’s peacebuilding from below to examine how local cultural practices contribute to conflict resolution and peacebuilding. Findings reveal that each tradition provides distinctive yet interconnected approaches: Malay Riau emphasizes deliberation and social reconciliation through adat institutions, Tri Hita Karana stresses the balance of spiritual, social, and ecological relations, while Pela Gandong fosters solidarity and interfaith brotherhood across villages. The analysis further demonstrates that these traditions collectively embody principles of harmony, consensus, and collectivism while differing in their religio-cultural foundations and practical mechanisms. Through Galtung’s framework, these practices can be understood as efforts to build positive peace, while Lederach’s perspective highlights the significance of grassroots actors and local legitimacy in sustaining peace. The study concludes that revitalizing local wisdom as a peace strategy is essential to strengthening social cohesion, ensuring national stability, and providing models for global peacebuilding.
