Abstract

This study examines the implementation of technology in HRM at the Class II Special Child Development Institute (LPKA) Palangka Raya, focusing on its role in rehabilitating and developing children in conflict with the law. This research uses a qualitative descriptive approach to explore how LPKA Class II Palangka Raya navigates digital transformation while addressing institutional challenges. This study inidicate that technology enhances administrative efficiency, facilitates structured rehabilitation planning, and improves employee training programs. However, the institution faces significant challenges, including limited technological infrastructure, frequent staff rotations that disrupt program continuity, and financial constraints restricting access to advanced digital tools and training. Given these obstacles, this study underscores the need for strengthened technological infrastructure, enhanced digital literacy among staff and juveniles, and a more structured HRM strategy to optimize rehabilitation outcomes. By integrating appropriate technological solutions, LPKA Class II Palangka Raya can enhance the quality of rehabilitation programs, accelerate reintegration processes, and better equip juveniles for social reintegration. This research highlights the broader significance of digital adaptation in correctional institutions, emphasizing its potential to create more efficient and rehabilitative environments for juvenile offenders.

Abstract

This study examines the implementation of cultural heritage preservation policies in Kampung Tugu amidst industrialization that threatens its sustainability. This study used a qualitative method with a descriptive approach; data were collected through interviews with the North Jakarta City Administration Culture Office and the Kampung Tugu community, field observations, and literature studies. Data analysis was conducted using Van Meter and Van Horn’s policy implementation theory, evaluating policy standards, resources, implementer characteristics, inter-organizational communication, implementer disposition, and the socio-economic and political environment. The findings indicate that policy implementation has not been fully effective. While the government has made efforts to develop Kampung Tugu as a Tourism Village through initiatives such as the Living Museum and Keroncong music groups, land use changes and industrialization continue to degrade the area. Key obstacles include overlapping regulations, lack of inter-agency coordination, and inconsistent government leadership. The local community plays a significant role in preservation efforts but struggles with land rights and environmental challenges. The study concludes that although legal frameworks support heritage preservation, economic interests often take precedence, hindering effective policy execution. This research provides insights for policymakers, academics, and communities on the complexities of cultural heritage preservation in the face of urban development, and it highlights the need for future studies to integrate economic perspectives to ensure the sustainability of Kampung Tugu.

Abstract

This article examines Indonesia’s economic diplomacy strategy within the global electric vehicle (EV) battery value chain, with a focus on the country's downstream nickel industrial policy. As the world’s largest nickel producer, Indonesia has leveraged its resource advantage by banning raw nickel exports and promoting domestic value-added production. This policy has attracted significant Chinese investment, particularly from companies such as CATL and Tsingshan, while simultaneously triggering a legal dispute with the European Union (EU) at the World Trade Organization (WTO). Through the conceptual lens of economic diplomacy and geoeconomics, this study analyzes how Indonesia, as a rising middle power, navigates competing interests between China and the EU. Using a qualitative case study method and discourse analysis of policy documents and international reports, the article argues that Indonesia’s industrial policy serves both economic and diplomatic functions. It concludes that Indonesia must enhance its institutional capacity and technological diplomacy to avoid asymmetric dependence and to maintain strategic autonomy in an increasingly polarized global supply chain.

Abstract

Digital governance has become an increasingly critical dimension of contemporary governance, integrating digital technologies into decision-making, service delivery, and stakeholder engagement. This narrative review aims to identify opportunities and challenges associated with digital governance across public and corporate sectors. A systematic literature search was conducted using Scopus, Web of Science, and Google Scholar, employing keywords such as digital governance, public administration digitalization, corporate governance digital era, and platform economy. Inclusion criteria prioritized peer-reviewed studies published in the last two decades that address the intersection of governance and digital transformation, encompassing both theoretical and empirical contributions. Findings reveal that digital technologies significantly enhance transparency, accountability, and efficiency through mechanisms such as open data, big data analytics, and artificial intelligence. Social media and digital platforms expand citizen participation and reshape administrative legitimacy, while corporate governance increasingly relies on artificial intelligence and data economics to strengthen accountability and sustainability. Smart cities illustrate the potential of digital governance in urban sustainability, though challenges remain regarding regulatory uncertainty and technological interoperability, particularly in the use of blockchain and NFTs. Despite these opportunities, disparities in infrastructure, digital literacy, and regulatory frameworks limit adoption in developing nations, reinforcing inequalities. The review concludes that robust policies, inclusive ecosystems, and cross-sector collaborations are essential to harness the benefits of digital governance. Future research should explore context-specific models and long-term implications to ensure that digital transformation advances inclusive, transparent, and resilient governance systems.

Abstract

Decentralization and regional autonomy have become central themes in governance reforms worldwide, raising critical questions about their effectiveness in improving accountability, service delivery, and socio-economic outcomes. This narrative review synthesizes existing scholarship to evaluate the effectiveness of decentralization across fiscal, political, administrative, and developmental dimensions. Literature was collected from databases such as Scopus, Google Scholar, and Web of Science, using targeted keywords and applying inclusion criteria focused on relevance, methodological rigor, and empirical evidence. The review highlights three main findings. First, fiscal decentralization demonstrates potential to enhance accountability and service delivery, but its success is constrained by elite capture and dependence on central transfers. Second, political and administrative autonomy fosters policy innovation and conflict resolution when embedded in strong institutional and legal frameworks, but in weaker contexts it may aggravate corruption and inefficiency. Third, socio-economic outcomes show significant variation: while OECD and some Asian regions report improvements in education, health, and infrastructure, many African and fragile states experience uneven benefits. These findings underscore that decentralization is not a uniform process; instead, its outcomes are shaped by systemic factors such as institutional design, political culture, and legal guarantees. Effective policy interventions should strengthen local capacity, promote transparency, and establish balanced fiscal frameworks. Future research should expand to underrepresented regions and adopt longitudinal approaches to capture long-term impacts, ensuring decentralization reforms achieve sustainable governance and inclusive development.
