Abstract

The region that will form a single currency must have the same trade pattern criteria, symmetrical macroeconomic shocks and similar economic development. However, ASEAN region are still imbalances and instability of various economic indicators such as real GDP, consumer price index and trade balance. The aims of study is see the shocks response of economic indicators in ASEAN-10. The variables used in this research are Consumer Price Index (CPI), Real GDP and Trade Balance from ten ASEAN countries. The data used in this study is quarterly data from 2002 to 2015. The method used is the Vector Error Correction Model. The results of study indicate that the economic correlation of indicator Consumer Price Index (CPI), Real GDP and Trade Balance in ASEAN is still low. The shock response from ASEAN countries to shocks that occurred in Singapore showed varying results and not symmetrical. This is shows that the requirement of formation of single currency has not been fulfilled. The result of the decomposition variant also shows that Singapore's economic turmoil is still dominantly influenced by internal conditions. However, the decomposition variant of GDP Rill shows that Laos has a higher role compared to Singapore due to the cooperative relationship between the two countries.

Abstract

Planning and budgeting play an essential role in achieving development goals in the national and regional scale, especially fundamental development such as infrastructure. Development planning documents through the Medium-Term Expenditure Framework (MTEF) approach presents the relationship between policy priorities and available budgets. The development planning document is implemented annually through the Regional Development Budget (APBD) through a Public Expenditure Management (PEM) approach. Consistency between the two documents is needed to achieve development goals. The purpose of this study is to analyze the consistency between the MTEF and PEM in the Regional Medium Term Development Plan (RPJMD) and the realization of the APBD on basic infrastructure in West Java Province during the period 2016-2017. The research used a method of comparing programs and budgets according to the number, variance, and percentage of changes between MTEF and public budget management and Analytic Hierarchy Process (AHP). The results showed that the MTEF and PEM in infrastructure in West Java were not consistent. The difference was caused by the difference in agreement; where MTEF is an agreement between the executive only and PEM is approved by the executive and legislative. Keywords: Consistency, MTEF, PEM, planning and budgeting, infrastructure, AHP.

Abstract

This study aims at determining inclusive growth and exploring the relationship between inclusive growth, educational attainment and morbidity rate in Papua province. This is due to the fact that Papua Province with special autonomy status attempts to catch up with economic growth from other provinces and increases income equity by focusing on education and health. This study exploits Social Mobility Curve (SMC) and Panel VAR to comprehend inclusive growth and determine the reciprocal relationship between Social Mobility Index, average years of schooling and morbidity rate in Papua Province in 2011-2016. Based on the results, there was economic growth in Papua Province which was still accompanied by an increase in income disparity, thus, it could be concluded that economic growth in Papua was still not inclusive. Regarding the results of the Panel VAR, there was no reciprocal relationship between the three variables with education and health having a positive and significant effect on inclusive growth. The positive influence of education and health is probably due to individual productivity and globalization factors. To increase inclusive growth, Papua Province is advised to improve student education so that later students most likely be more productive and get better jobs and salaries.

Abstract

The quality of human capital strongly determines the economic development of a country. Human capital can be shaped by the level of education and public health. This research analyzes the development and competition of human capital of Indonesia and other 5 ASEAN countries from 1985-2016. The problem of this study is whether human capital can be a significant determinant of economic welfare (per capita income) in ASEAN countries. The research used a regression analysis of panel data (all countries) and multiple linear regression (for each country). The independent variables are life expectancy, population growth rate, working-age population, and infant mortality rate per 1,000 live births. The results show that in general, all independent variables have a significant effect on GDP per capita. Nevertheless, an analysis in each country shows different levels and direction of influence. The quality of the human capital of Indonesia is still at the middle level among ASEAN countries. Therefore a variety of efforts to improve the quality of human capital needs to be done by the government and the people of Indonesia to win the competition between ASEAN countries.

Abstract

The study aims to analyze the determinants of labor productivity growth in the large and medium industrial sub-sectors in Indonesia related to changes in economic structure that lead to the dominant role of the industrial sector in national GDP formation. The data used are combined between cross-section from 62 large and medium industrial sub-sectors, and time series, during 1990-2014, which are divided into 5 sub-periods of research. The data includes value added, number of workers, FDI, and Wages. Data sources are the Central Bureau of Statistics, Bappenas, and the Ministry of Industry of the Republic of Indonesia. The analytical method used is the panel data regression model, using secondary data. The model is analyzed by estimating the Least Square Dummy Variable (LSDV) method. The results of the study show that: (1) Changes in the share of labor as a result of the process of reallocating labor between sub-sectors have a negative effect on labor productivity growth. (2) Determinants of labor productivity growth, in addition to changes in the share of labor: those are investment variables (capital deepening), both short and long-term, and FDI does not affect labor productivity growth, while wages have a significant positive effect.
