Abstract

Occupational safety and health play a crucial role in the workplace, significantly impacting a company's productivity and success. Companies need to implement specific techniques and tools to foster a safe work environment that promote occupational health and safety. Many organizations now adopt the philosophy of "safety first," ensuring workers have access to robust safety measures. Work accidents can occur anywhere—at the workplace, while commuting, or even at home. Preventing these accidents requires adherence to occupational safety instructions provided by the company and the proper use of safety equipment that meets established standards. If safety protocols are not executed effectively or according to well-defined Standard Operating Procedures (SOPs), it can lead to negative consequences for both the company and its employees. Such lapses can result in delayed work and decreased productivity, ultimately causing financial losses for the company and hindering workers' performance. This study employs a qualitative approach, allowing for an in-depth exploration and understanding of the subject from the perspectives of the research participants. The findings of this research are as follows: 1) Loading and Unloading Procedures at KM Tanto Nusantara: These procedures include initial preparations, determining the location and position of the containers, the unloading process, the loading process, final inspections and reporting, as well as the completion of administrative tasks and the return of the ship; 2) Obstacles During Loading and Unloading at KM Tanto Nusantara: Challenges faced include extreme weather conditions, limited infrastructure and port facilities, technical issues with equipment, data inaccuracies, constraints related to human resources, heavy traffic at the port, security concerns, and changes in regulations or customs procedures; and 3) Solutions to Address Obstacles and Prevent Work Accidents During Loading and Unloading at KM Tanto Nusantara: Proposed solutions involve utilizing advanced technology and equipment, enhancing workforce training and skills, implementing strict safety standards and procedures, managing weather and external factors, organizing storage areas and supporting equipment, conducting regular compliance monitoring and safety audits, and ensuring adherence to regulations.

Abstract

Ships sailing or manoeuvring in the anchorage area, dock or jetty, or while sailing must meet the requirements and have permission from the local authority office where the ship will depart, with the issuance of a permit called a ship manoeuvring permit, the ship is considered seaworthy. An important aspect in a voyage that needs to be considered is the ship's manoeuvring ability caused by external factors such as sea waves, sea tides, weather factors causing external forces that will affect the ship's manoeuvring. This study uses a qualitative method that aims to explore the meaning, perception, and experience of individuals or groups in a particular context. The results of this study are: 1) Factors that affect ship manoeuvring include ship design and dimensions, propulsion system, rudder, cargo conditions, environmental conditions, ship speed, captain's expertise, supporting equipment; 2) Obstacles in ship manoeuvring during bad weather on the MT. MPMT XII ship include high waves and strong currents, strong winds, low visibility, decreased engine efficiency, reduced steering response, load factors, limited crew, damage to navigation and communication equipment; and 3) Ship maneuvering strategies during bad weather on the MT. MPMT XII ship include regulating ship speed, adjusting heading, optimizing engine and rudder usage, cargo management, actively monitoring environmental conditions, crew management, utilization of supporting equipment, adjusting shipping routes, maintaining communication with maritime authorities, and preparing for emergencies.

Abstract

Shipping is a sea transportation for transporting goods or passengers, in shipping ships, cargo ships and passenger ships are the main transportation. Collision is an emergency caused by friction between ships and each other, ships with docks, or ships with other floating objects. Ship collisions often occur due to human negligence, bad weather, and problematic navigation equipment. This study uses a qualitative approach with a descriptive method, a research strategy that aims to understand and describe phenomena in depth based on non-numerical data. The results of this study are: 1) Ship watch procedures on MV. Tanto Setia including starting from the preparation process before guarding, during guard duty, handover of guard, emergency actions while on guard, documentation during guard, adjustments for special conditions; 2) Implementation of watch duty while sailing on the MV. Tanto Setia includes initial preparation (before starting guard), during guard duty, handover of guard, emergency actions while on guard; and 3) Watch duty strategy on the MV. Tanto Setia, when an emergency occurs, includes general emergencies, collisions or risk of collision, extreme bad weather, fire, leaks or hull damage, people falling overboard (man overboard/mob), engine or steering control loss, evacuation, or major emergencies.

Abstract

The MT. Gunung Kemala ship while anchored in Balikpapan serving as a mother ship experienced damage to the mooring winch which hampered the mooring unmooring process. Obstacles during the STS process can result in losses, such as loading and unloading processes that take a long time, the berthing process that does not run smoothly, and quite high operational costs, MT. Gunung Kemala needs to take effective action to anticipate this. This study uses a qualitative method to examine the factors that influence the optimization of Ship to Ship (STS) activities at MT. Gunung Kemala. The results of this study are: 1) Factors that cause suboptimal Ship to Ship (STS) activities at MT. Gunung Kemala include weather and environmental conditions, coordination and communication, technical conditions of ships and equipment, regulatory and administrative factors, management and planning, and safety and environmental factors; and 2) Efforts made so that Ship to Ship (STS) activities at MT. Mount Kemala is running optimally, including optimizing planning and preparation, fulfilling technical and maintenance aspects, crew training and competence, risk and safety management, improving coordination with related parties, utilizing technology, evaluation and continuous improvement, and environmental management.

Abstract

The shipping industry plays an important role in supporting the global economy, especially in the distribution of goods between islands and countries. This study will not only provide an overview of the conditions of the handover of guard duties on MV. Cemcon but also recommendations that can be applied to improve shipping safety in the future. Thus, the background of this study provides a strong foundation for efforts to improve shipping safety through improving the handover process of guard duties. This study is a descriptive qualitative study. The results of this study are: 1) Ship handover procedures on MV. Cemcon includes handover preparation, communication between officers on watch, physical and visual checks, confirmation and signing, initial supervision; and 2) Implementation of handover of guard while sailing on MV. Cemcon includes preparation before handover, information handover process, joint checks, documentation and signatures, and initial monitoring by new officers.

Abstract

The role of leaders in organizations has been a major concern in various management and organizational studies. In public sector organizations, the role of leaders is even more complex because they have to deal with bureaucracy, strict regulations, and high public expectations. Thus, understanding leadership strategies is not only about choosing the right leadership style, but also involves a deep understanding of organizational dynamics, individual needs in the organization, and external conditions that influence the decision-making process. This study uses a qualitative approach with a systematic literature review design. The results of this study are: 1) Leadership strategies play a vital role in improving organizational performance; and 2) Facing the challenges of modern organizations, leaders need to develop a flexible, value-based approach that is able to empower team members.

Abstract

Sea transportation is influenced by several factors such as the availability of supporting facilities or infrastructure and is also influenced by very good management. The support of equipment such as cranes and cranes used in the loading and unloading process has been thoroughly checked and functions properly so as not to cause risks to workers or the surrounding environment, fading each type of goods giving a warning sign if there are goods that are dangerous or require special treatment during the handling process. The study was conducted using a descriptive qualitative approach, which aims to understand various phenomena in depth through the perspective of participants in a natural context. The results of this study are: 1) Optimization of the implementation of loading and unloading at MV. Manalagi Samba including efficient schedule management, utilization of modern technology, increasing workforce competence, periodic equipment maintenance, evaluation of operational procedures, increasing communication between parties; and 2) Implementation of safety management in the implementation of loading and unloading at MV. Manalagi Samba including risk identification and assessment, preparation of Standard Operating Procedures (SOP), safety training and counseling, supervision and monitoring of the process, use of safe and proper equipment, effective communication, implementation of an incident reporting system, increasing awareness of safety culture.

Abstract

The globalization of the world in this era has had a great impact on the order and regulations of life. In general, the task of a watch officer when the ship is anchored or loading and unloading are not only to monitor the conditions around the ship but also to supervise the loading and unloading process so that no errors occur, the watch officer must always know about his duties and responsibilities when the ship is loading and unloading because if a mistake or negligence occurs from a watch officer it will cause a big problem. Sometimes the orders made by the Captain (Master Standing Order) cannot be fully carried out by the crew who are on guard duty so this negligence can cause losses to the company and the cargo owner. This study uses a descriptive qualitative approach, which aims to describe the phenomenon in depth based on data obtained from the field. The results of this study are as follows: 1) How to avoid damage during loading and unloading on the MV. Dahlia Merah includes proper preparation, worker training, careful handling, optimal space arrangement, weather and environmental monitoring, supervision during the process, good collaboration, inspection after loading and unloading; and 2) Obstacles and solutions in carrying out loading and unloading according to procedures on the MV. Dahlia Merah as follows: a) Obstacles, including delays in the administrative process, bad weather, limited port facilities, equipment problems, compliance with occupational health and safety (K3) procedures, communication problems, challenges in arranging goods; b) Solutions, including improving the administration system, real-time weather monitoring, improving port infrastructure, equipment maintenance and care, improving K3 procedures, a more efficient communication system, and managing goods with technology.
