Abstract

The professionalism of expert staff in the Indonesian House of Representatives (Dewan Perwakilan Rakyat Republik Indonesia (DPR RI) Republik Indonesia) is influenced by various interrelated factors, including work management, coordination, compensation, qualifications, and competencies. This study aims to identify the key factors affecting the professionalism of Dewan Perwakilan Rakyat Republik Indonesia (DPR RI) expert staff and to provide recommendations for improving their performance. A qualitative research design was employed using a thematic approach, grounded theory, and triangulation, with data obtained from interviews and documents analyzed through NVIVO 14 ( ). The findings reveal that professionalism is primarily shaped by effective work management and coordination, competitive compensation, adequate qualifications and competencies, rigorous recruitment and selection processes, and objective performance evaluations. Furthermore, continuous professional development and clear career pathways significantly enhance staff loyalty and performance. Benchmarking against industry standards also provides insights into best practices that can be adopted. In addition, a well-defined organizational structure and effective strategies to address workplace challenges help clarify roles and responsibilities. High-quality support from expert staff and satisfaction with compensation directly contribute to the effectiveness of members and leaders of the Indonesian House of Representatives (DPR RI) parliamentary bodies. These findings imply that the Indonesian House of Representatives (DPR RI) needs to strengthen these strategic factors to ensure maximum efficiency and effectiveness of expert staff, ultimately enhancing the overall performance of the institution.

Abstract

This study examines Indonesia's digital electoral governance systems—SILON, SIPOL, and SIREKAP—designed to uphold the constitutional principles of direct and fair elections (LUBER-JURDIL). SILON demonstrated an efficiency of 80% in processing candidate lists, achieving 30% compliance with female representation. SIPOL reduced administrative errors by 40%; however, systemic challenges remain. SIREKAP encountered a 12% discrepancy in vote recapitulation in rural areas such as Ogan Komering Ilir, mainly due to offline data entry bottlenecks (KPUD Sumsel, 2024). These issues illustrate Heeks' (2001) concept of the "design-reality gap," where failures arise not from technical inadequacies but from misalignments between digital systems and decentralized institutional contexts. SIPOL's dependence on manual submissions from 18 political parties resulted in delays, highlighting the phenomenon of "automation theater" (Warburton & Aspinall, 2019)—a superficial digitalization that obscures underlying bureaucratic inefficiencies. The contrast between urban and rural areas is significant. While SIREKAP's blockchain protocols ensured 89% transparency in urban precincts, they faltered in 31% of rural locations due to analog errors (KPU Technical Guideline No. 15/2023). In conservative regions such as Lahat, only 24% of candidate placements were female, despite SILON's gender quotas, indicating the presence of sociocultural barriers. The findings suggest the need for hybrid models that blend digital precision with grassroots engagement, as evidenced by KPUD Sumsel's literacy campaigns, which reduced SIREKAP discrepancies from 18% to 12%. Abstract

The rapid growth of digital banking services has transformed the financial industry, particularly in attracting younger consumers who are highly dependent on technology. However, understanding the behavioral factors that influence digital banking adoption remains a critical challenge for financial institutions. This study aims to analyze the determinants of Generation Z’s intention to use digital banking services by applying the Technology Acceptance Model, with a particular focus on the mediating role of attitude. Using a quantitative research design, data were collected from 100 Generation Z respondents through purposive sampling. The study examines the relationships among perceived usefulness, attitude, and intention to use digital banking. The results indicate that perceived usefulness has a positive and significant effect on both attitude and intention to use, while attitude significantly mediates the relationship between perceived usefulness and usage intention. The findings demonstrate that users’ perceptions of functional benefits, efficiency, and convenience play a crucial role in shaping favorable attitudes and strengthening adoption behavior. This study highlights the importance of integrating technological value and user-centered design in digital banking services. By providing empirical evidence on Generation Z’s technology acceptance behavior, this research contributes to the literature on digital finance and offers practical implications for banks in developing effective digital strategies to enhance customer engagement and long-term adoption.

Abstract

Employability has become a critical issue for fresh graduates, particularly in facing increasingly competitive labor market demands. This study aims to examine the effect of soft skills, personal attributes, and job readiness on the employability of fresh graduates from the Faculty of Economics and Business, University of Mataram. Employability is conceptualized as the ability of graduates to obtain, maintain, and adapt to employment opportunities in a dynamic work environment. This research adopts a quantitative approach using a survey method. The population consists of fresh graduates of the Faculty of Economics and Business, University of Mataram, with samples selected using purposive sampling techniques. Data were collected through structured questionnaires and analyzed using multiple linear regression with the assistance of SPSS software. Prior to hypothesis testing, classical assumption tests were conducted, including normality, multicollinearity, and heteroscedasticity tests, to ensure the validity of the regression model. The results indicate that soft skills have a positive and significant effect on employability, highlighting the importance of communication skills, teamwork, adaptability, and problem-solving abilities in enhancing graduates’ competitiveness. Personal attributes, including self-confidence, responsibility, and emotional control, are also found to have a significant positive effect on employability. Furthermore, job readiness significantly influences employability, suggesting that graduates who are better prepared mentally, cognitively, and behaviorally are more capable of meeting workplace expectations. Simultaneously, soft skills, personal attributes, and job readiness significantly affect employability. These findings emphasize the need for higher education institutions to strengthen the development of soft skills, personal attributes, and job readiness to improve graduate employability and facilitate a smoother transition into the workplace.
