Village government is the spearhead of the administration of government affairs to realize the welfare of the people through the functions of governance, development, development, empowerment of rural communities. The administration of government is determined by the implementation of good government management based on the size of the rights of origin and traditional rights of the village. Thus, the capacity of the apparatus becomes important in administering village government as an independent entity and the lowest level of government following Law Number 6 of 2014. The research method used is a mixture of quantitative and qualitative approaches. The number of samples in this study was 269 respondents, and the research informants were 22 informants. Data analysis used Structural Equation Model and Qualitative Data Analysis. The results of this study indicate that there is a causal relationship between policy implementation. Budget Allocation and Leadership on the Capacity of the Village Government Apparatus, the results obtained are entirely "positive and significant" as indicated by the calculated value (t-value) of each variable greater than 1.96. The distribution of scores across all dimensions is 93% greater in the excellent category. The integration of quantitative methods and qualitative methods obtained the exact most dominant dimensions so that it can be stated that there is a "match." The Daffaryas Digital Apparatus Model is a research finding determined by five factors: bureaucratic structure, attitude disposition, value for money, change-oriented leadership behavior, and task-oriented.In conclusion, the Capacity of the Village Government Apparatus is in a good category. All three hypotheses are accepted. The causality relationship is positive and significant so that new models and concepts of government apparatus capacity are obtained.

Abstract

To accelerate the handling of the COVID-19 pandemic, the government implemented Large-Scale Social Restrictions (PSBB) and the Enforcement of Community Activity Restrictions (PPKM) to reduce community activities to suppress the spread of the virus. However, the implementation of this policy presents challenges, especially related to the authority of the local government in Banten Province and the strategies used in the emergency condition. This research uses McMahon's theory of authority, which divides authority into three categories: expert authority, promise authority, and cooperate authority. Local government strategies are analyzed using the SWOT (Strengths, Weaknesses, Opportunities, Threats) approach. This research is qualitative with a descriptive method. Data was obtained through observation triangulation, interviews, and document review, and analyzed using the Miles and Huberman method which included data reduction, data presentation, and conclusion drawn. The results of the study show that the authority of local governments in the conditions of PSBB/PPKM is very limited because they must obtain permission from the Ministry of Health and follow the provisions set by the central government. The strategies implemented include: (1) Strength-Opportunity, by utilizing the support of other parties and increasing public awareness; (2) Weakness-Opportunity, in the form of strengthening policy control through cooperation with the TNI/Polri and cross-sector coordination; (3) Strength-Threat, educating the public and meeting basic needs during PSBB/PPKM; and (4) Weakness-Threat, tightening policies and licensing to increase public compliance. This strategy is designed to optimize the role of local governments in dealing with emergency conditions.

Abstract

This study examines the implementation of digital transformation policy through the Integrated Dynamic Archival Information System (SRIKANDI) at Indonesia's House of Representatives (DPR RI), employing a comprehensive multi-dimensional analytical framework. Using qualitative methodology with case study design, data were collected through in-depth interviews with 25 key stakeholders, participatory observation over six months, and extensive documentation analysis. The research applies Edward III's policy implementation model, DeLone and McLean's information systems success model, and Lewin's organizational change theory to analyze the complex dynamics of digital transformation in parliamentary institutions. Findings reveal that SRIKANDI implementation achieved significant improvements in archival efficiency (67% reduction in document retrieval time) and transparency (85% increase in digital document accessibility), while facing substantial challenges in organizational culture adaptation and technical infrastructure limitations. The study identifies four critical success factors: leadership commitment intensity, digital literacy enhancement programs, infrastructure robustness, and change management strategies. Results demonstrate that successful digital transformation in legislative institutions requires synchronized alignment of policy frameworks, technological capabilities, organizational readiness, and human resource development. This research contributes to the growing literature on e-governance in developing countries and provides actionable insights for parliamentary digital transformation initiatives globally.

Abstract

In early 2025, Bali faced a major flood that disrupted tourism activities, followed by a tragedy in Monkey Forest, Ubud, where two foreign tourists died after being struck by a falling tree. These incidents highlight the fragility of Bali’s tourism governance, despite the sector being the backbone of the regional economy. This study analyzes collaborative governance in Bali’s tourism policy with emphasis on integrating Sad Kerthi, the Hindu-Balinese philosophy of environmental and spiritual balance, as outlined in Governor’s Circular No. 4/2022. A qualitative case study was conducted through ten in-depth interviews, three months of field observations (March–June 2024), and policy document analysis, including the RPJPD 2025–2045. Thematic analysis with cross-source triangulation ensured validity. Findings indicate that Sad Kerthi implementation remains largely symbolic. Rituals are regularly performed, yet ecological awareness is weak, pollution and deforestation (46–51 ha/year) persist, and mental health issues are rising. Collaborative forums exist but are still dominated by government actors, limiting genuine participation from customary institutions and communities. The study concludes that cross-sector collaboration, institutional capacity strengthening, and culture-based education are essential to transform Sad Kerthi from a symbolic policy into an operational framework for sustainable tourism governance.

Abstract

Citizen participation in policy-making has become a defining feature of contemporary democratic governance, yet its effectiveness varies across political, social, and technological contexts. This narrative review aims to synthesize evidence on mechanisms of citizen engagement, influencing factors, and governance outcomes. Literature searches were conducted across Scopus, Web of Science, and Google Scholar using targeted keywords such as public participation, participatory governance, and deliberative democracy. Inclusion criteria focused on empirical and conceptual studies addressing citizen engagement in policy-making, while both qualitative and quantitative designs were considered. The results show that mechanisms such as Participatory Action Research, Citizen Advisory Boards, and digital platforms facilitate transparency, accountability, and trust when effectively institutionalized. Comparative evidence from contexts including Japan, Indonesia, and Europe demonstrates that participatory models enhance policy legitimacy and responsiveness but require adaptation to local cultures and institutional capacities. However, systemic barriers—ranging from political dominance and socio-economic inequalities to digital literacy gaps—continue to hinder inclusivity and long-term sustainability. These findings emphasize the importance of embedding participatory mechanisms within institutional and legal frameworks while leveraging information and communication technologies to broaden access. This review concludes that citizen engagement is both a normative imperative and a practical strategy for improving governance. Future research should explore cross-country comparisons, develop long-term evaluation metrics, and examine how marginalized populations can be more effectively integrated. Strengthening participatory governance is crucial for advancing transparency, accountability, and democratic resilience.

Abstract

This study explores how digital leadership influences innovation in Indonesia’s public sector amid the nationwide implementation of GovTech INA Digital and the updated Electronic Based Government System (SPBE). Using a qualitative, phenomenological design, the research draws on nine in-depth interviews with central and regional government officials, complemented by document analysis and observation. Thematic analysis revealed four key themes: visionary and communicative leadership, organizational digital capability, innovation culture and citizen co-creation, and institutional agility amid policy shocks. Visionary and communicative leadership enabled shared alignment across agencies, while empowerment-based leadership strengthened organizational capability. A culture of openness and co-creation fostered sustained innovation, although bureaucratic rigidity still limited rapid experimentation. Institutional reforms and crises particularly the 2024 PDNS ransomware incident tested leadership agility, revealing that adaptive leaders effectively transformed disruption into opportunities for systemic learning. The findings conceptualize digital leadership as an adaptive capability operating across behavioral, structural, cultural, and contextual pathways. The study contributes to digital governance theory by demonstrating how leadership behaviors and institutional contexts co-evolve to sustain innovation. Policy implications highlight the need for leadership development programs that combine strategic foresight, digital literacy, and participatory governance to enhance resilience and innovation in public administration.
