Abstract

The application of the Minimum Service Standards (MSS) for secondary education is the focus of the Banten Provincial Government as an effort to implement the implementation of compulsory basic service affairs. This study discusses the evaluation of the implementation of the MSS for Secondary Education carried out by the Education and Culture Office of Banten Province with the CIPP public policy evaluation approach (Context, Input, Process, Product). This research is expected to provide input suggestions for the Banten Provincial Government in the Implementation of MSS. The research method used is a descriptive method with a qualitative approach. Results Based on the research, the application of the MSS for Secondary Education in Banten Province has not been optimal. In the context dimension, it shows that the Banten Provincial Government has integrated the content into the Banten Province RPJMD document for 2017-2022, the strategies needed to encourage and provide facilitation to education units in improving the National Education Standards (SNP) and efforts for educator certification strategies and mapping and improvement teachers so that the ratio of teachers to students at the SMA and SMK levels in Banten Province. In the Input dimension, the aspects of human resources and budget allocation are sufficient, however, it is necessary to form a MSS team for Secondary Education to improve understanding and accelerate the fulfillment of MSS for secondary education. In the Process dimension, the percentage of certified high school and vocational high school teachers in the Quality Improvement Program for Educators and Education Personnel is very low, below 50 percent due to the limited quota of participants for the Teacher Professional Education program from the Central Government. In product, the scope for fulfilling the SPM for Secondary Education in Banten Province has not yet been fulfilled. Abstract

The role of information technology has provided changes without exception for the Village Government. The implementation of information technology-based services is an obligation in building an Information System based on Law Number 6 of 2014. The Serang Regency area as an autonomous region is also expected to be able to implement a Village Information System. This study aims to map the implementation of village information system policies in Serang Regency. The method used in this research is descriptive qualitative data sourced from secondary data and primary data analysis using an interactive model. The results showed that the implementation of Information Systems in Serang Regency had not run optimally due to weaknesses in coordination, aspects of resources, disposition and bureaucratic structure; the impact of information System Implementation in Serang Regency had not been enjoyed by all villages in Serang Regency; and there are supporting factors in Information System Implementation including the availability of budget allocations, clear division of tasks for each stakeholder, and complete Village Information System content. Abstract

Economic growth is one of the important indicators in ensuring the continuity of economic development and improving the welfare of a region. Although there have been many studies conducted at home and abroad on economic growth, not many studies have examined economic growth in Banten Province. This study aims to analyze the factors that influence economic growth in Banten. Data used in this paper are gross regional domestic product based on constant prices as a proxy for the economic growth, human development index (HDI), number of workers, degree of trade openness, gross fixed capital formation and actual government expenditures sourced from Statistics Indonesia (BPS). The method used in this sudy is panel data regression analysis at the cities level in Banten for 2010 to 2019. The results indicate that the human development index (HDI), number of workers, degree of trade openness and gross fixed capital formation have significant effects on economic growth. In contrast, actual government expenditures no significant impact on economic growth in Banten. .

Abstract

The ongoing manual direct procurement results in non-transparency of the process, doubtful accountability, limited public participation and will result in processes and outputs that are prone to fraud because they are not in accordance with applicable legal rules, and do not pay attention to the element of equality in it. This study aims to determine whether the implementation of Good Governance in direct electronic procurement policies in the Elementary School Development Sector is in accordance with the principles: transparency, competence, accountability, participation, the rule of law, and equality. This study uses qualitative methods, data collection through in-depth interviews with 12 informants, observations, and documentation. The results of research in the field of Elementary School Development explained that out of a total of 24 direct procurement packages, 23 packages (95%) were carried out electronically. The implementation of Good Governance in Electronic Direct Procurement has met the principles of transparency, competence, accountability, participation, the rule of law and equality. In particular, the principle of the rule of law policies regarding direct electronic procurement, both presidential regulation number 12 of 2021, government goods/service procurement policy agency regulations number 12 of 2021, as well as regent's circular letter number 027/2799/BPBJ-2021 are implemented properly in terms of factors communication, resources, dispositions, and the bureaucracy in it show that these policies support the creation of good governance. However, in terms of communication factors related to the mechanism of rules and policies, continuous socialization from the authorities is needed so that these mechanisms and policies can be implemented properly.

Abstract

Accountability is one of the keys to achieving good governance and aims to measure how well the Government Agencies carry out their main tasks and use the budget. The evaluation value of the Banten Province AKIP from year to year tends to increase, but is not significant. The growth of the Banten Province SAKIP Value from 2016 to 2017 was only 0.03. Meanwhile, the growth of SAKIP Value from 2017 to 2018 was 4.30. Presidential Decree No. 29 of 2014 explains that the Government Internal Supervisory Apparatus (APIP) is given more authority to play a role in achieving local government performance. This study aims to analyze and examine the Effect of the Characteristics of Assistance for Government Internal Supervisory Apparatus (APIP) on the Performance Accountability of Government Agencies (AKIP). Several factors that greatly affect APIP's performance become independent variables in this study, namely the level of APIP capability, the number of APIP with Management Commitment as moderating. Sampling used purposive sampling method with 61 respondents consisting of Government Agencies Performance Accountability Reporters (LAKIP) in 42 Banten Provincial Government Officials and 29 APIP Banten Provincial Inspectorates in charge of evaluating LAKIP. The data analysis technique used the Partial Least Square (PLS) approach. The results of this study state that the APIP Capability Level has an effect on the Performance Accountability of Government Agencies (AKIP), while the number of APIPs does not affect the Performance Accountability of Government Agencies (AKIP) and Management Commitment does not moderate the APIP Capability Level on the Performance Accountability of Government Agencies (AKIP), but moderating the Number of APIP Personnel on the Performance Accountability of Government Agencies (AKIP).

Abstract

The success of the public bureaucracy in carrying out its duties is largely determined by the leadership, the non-physical work environment and the happiness of its employees. This study aims to determine the performance of Banten Provincial Agriculture Service employees through the role of transformational leadership, non-physical work environment and subjective well-being. Non-experimental quantitative methods were used in this study with a sample of 192 employees. The results of the study show that transformational leadership, non-physical work environment, and subjective well-being either partially or simultaneously have a significant positive effect on employee performance. The three variables simultaneously affect employee performance by 67.5%, while the remaining 32.5% are influenced by other variables outside of this study. The transformational leadership variable is the variable that has the most role in predicting employee performance (0.381) compared to subjective welfare variables (0.341) and non-physical work environment (0.180).

Abstract

The lack of creative centers, the low quality of creative human resources, unsupportive regulations, weak access to capital and weak marketing distribution methods are obstacles to the development of the creative economy. The purpose of this study was to analyze the synergy of stakeholders through the principle of effective coordination which was built in an effort to develop the creative economy in the Banten Sultanate Region, Serang City. Coordination between different stakeholder functions is important in building synergy. Therefore, the synergy of stakeholders can be reviewed through several principles of effective coordination, including coordination through direct contact, coordination in the early stages, coordination as a reciprocal relationship and coordination as a continuous process. The study used descriptive methods through a qualitative approach by analyzing the results of interviews and secondary data obtained from the results of the literature study. The results of the study indicate that stakeholders cannot carry out an effective coordinating role. This condition reflects that the synergy built between stakeholders in the framework of developing the creative economy in the Banten Sultanate Area, Serang City has not run optimally.

Abstract

The management concept has an orientation for future independence and participation is an approach to involve local resources in managing their environment. This approach is a strategic thing in encouraging tourism management at the village level in Indonesia and especially in Sawarna Beach. The purpose of the study was to examine the sustainable use of local resources from the participation of stakeholders in tourism management in Sawarna Village to support the economic income of local communities. The method used is a qualitative approach. Collecting data through observation, interviews and documentation. The results of the study found that tourism management through a participatory approach involving the community was carried out through participation in institutional management, participation in managing the carrying capacity of facilities, participation in marketing management, and participation in promotional innovations.

Abstract

Market is identical with the daily activities of Indonesian people's trade. The development of market infrastructure for equitable development requires a large investment in supporting the achievement of social benefits in national development. For local governments, market infrastructure development is constrained by the limited sources of Regional Revenue and Expenditure Budget (RREB) financing. Recognizing the importance of the market for public public services, Physical Special Allocation Fund (SAF) is an attractive option for regions to cover this shortfall. This study uses a mixed method approach through questionnaire-based analysis, Focus Group Discussion (FGD), literature study of central-regional planning documents and field visits. This study aims to evaluate the degree of linkage between physical SAF planning and regional development planning. Of the 34 provinces in Indonesia, there are 31 provinces that do not include the Market Sector activity menu in the Annual Regional Development Planning (ARDP). Specifically, the results of the analysis show that Riau Province, which received the largest physical SAF budget for Market Sector Assignments, nationally has not been optimal in responding to it in its regional planning documents, especially regarding regional priorities. Based on filling out the questionnaire, all LGTO (Local Government Technical Office) managing the Physical SAF for the Market Sector stated that they agreed that the implementation of SAF activities was running smoothly and that the realization of budget distribution was on time. As many as 75 percent of LGTO stated that the amount of matching funds was not allocated enough by the regional government, the allocation was not proportional enough, SAF activities were not in accordance with regional needs and the SAF budget was insufficient.

Abstract

The Tourism Village Around the Cultural Heritage of the Lama Dam and Kalimati Pamarayan has been established through a Decree of the Regent of Serang Year 2022. This research aims to look at the perceptions and readiness of stakeholders in the development of a tourism village. This research is descriptive in nature by conducting a survey of stakeholders around the Cultural Heritage of Bendungan Lama and Kalimati Pamarayan, Serang Regency, using quantitative descriptive analysis. The results of the research show that the people around the tourist village around the Bendungan Lama Cultural Heritage and Kali Mati Pamarayan have a high level of confidence that the area is very capable of being developed, with an average score of 8.97 out of 10. The results of an assessment conducted on nine aspects of the tourism village shows that the old dam area and Pamarayan dead river are in the category of fulfilling tourism feasibility. This research recommends the establishment of a joint institution and submitting a licensing process to BBWS C3 and BPCB so that the community can develop a Tourism Village
