Jurnal Kawistara aims to explore elements of Indonesian culture and society by publication of research findings and scientific innovations that are practically relevance for the preservation of local culture, environmental sustainability, social cohesion and community welfare. Jurnal Kawistara seeks to publish a balanced mix of high-quality theoretical or empirical research articles, case studies, review papers, comparative studies, and exploratory papers. In particular, Jurnal Kawistara looks for academic works that show the implication of social studies on practical issues concerning culture, environment, social cohesion and community welfare. Jurnal Kawistara also accepts papers from the discipline of natural science and technical studies that emphasize on social dimension of humanity issues. We invite critical and applied inquiries into wide range of sub-topics including but not limited to the following: 1. Culture (a unique study of performing arts and classical culture, traditional from various regions in Indonesia, and modern cultural arts such as dance, fine arts, and music art also includes the study of Indonesian literature on classical and contemporary literary issues) 2. Religion (Study of comparative religion, study of pluralism and religious diversity in Indonesia) 3. Media (Cultural studies and media, New Media and Contemporary Societies) 4. Gender (Urban Culture, Gender bias, and gender inequality) 5. Public policy (extractive public policies, distributive public policies, and regulative public policies) 6. Development (economic and social development, urban and regional development) 7. Environment (customs, social and environmental, land and natural resource utilization) 8. Disaster (local wisdom and social culture, disaster management, community empowerment, survival and humanity, disaster and social emergency response organizations) 9. Tourism (ecotourism, tourism management, religious tourism, urban tourism, and cultural tourism) Other disciplines (engineering, natural science, arts) that emphasize on their implication on social and humanity issues. All accepted manuscripts will be published both online and in printed forms. The journal publishes three thematic issues per year, namely April, August, and December.

Abstract

During revolution era, Indonesian government used and traded opium for struggle funds. This decisionwas based on the fact that the social, economic and financial was shattered due to Japanese occupation.Whereas the government should provide substantial funds to pay the war operations, employeesalaries and soldiers, buy weapons of war, and pay representatives abroad. This paper constitutesas the result of historical studies, that is why it uses historical method and methodologies. Historicalmethod constitutes as a historian guidelines to find historical documents. Historian is like “handyman”who collects historical sources such as archives and documents in “warehouses” archives and libraries.When written sources are considered as not enough, then those will be held interviews with historicalactors involved directly or indirectly to the problem under study. Historical method constitutes aworks of historian from processing facts, explanations to the reconstruction of the results under study.Methodology provides the framework of thinking as historian, that is why, it needs to pay attentionto the concepts and theories in preparing the events of the past. This study is based on the methodfrom Ernst Bernheim, that are heuristic, criticism, auffassung and darstellung. Indonesian governmentfully managed and controlled the opium trade and circulation in Java. The management was led bythe Vice President Office assisted by two ministries, namely the Ministry of Finance and Ministry ofDefence Quartermaster Section. Under those two ministries, there was the Mayor Administrative Officeof Opium and Salt in Surakarta which coordinated major offices in several cities, especially in Kediriand Yogyakarta. The Administrative Office of Opium and Salt in Kediri stored raw opium. Then, rawopium was sent to processing factory in Wonosari and Beji Klaten. The cooked opium was sent to TheAdministrative Office of Opium and Drug in Yogyakarta or The Mayor Administrative Office of Opiumand Salt in Surakarta. This office in Surakarta authorized to issue raw opium to the struggle agencies tobe sold to the territory of republic, occupied Netherlands area or smuggled abroad.

Abstract

Development Planning Deliberation (Musrenbang) is the participatory development process, involvingstakeholders to perform the development communication functions in determining and realizingcommon welfare. This research used descriptive of qualitative method, data collection through literaturereview, direct observation, documentation analysis, and interviews. Research locations were conductedin Banjar, West Java Province by using purposive sampling. Research informants consisted of villagehead, facilitator, bureaucratic regional organization and stakeholders as participants of Musrenbang.The results showed that the implementation of Musrenbang was still less to utilize information mediawhich should be given by government to the public or the community, either conventional media,such as announcement media in the village or by used the media of Information and CommunicationTechnology (ICT), such as access of internet network to provide and maintain website at the villagelevel in order to realize the development program which are informative, participatory, collaborative,transparent and accountable.

Abstract

Religion in society has been a complex study for both academic and non-academic disciplines. Definingreligion had become an issue since the beginning of world religions. This issue will continue to remain insociety, unless world religions avoid imposed definition of religion from the world religions’ perspective.This research aims to study about how religion had been defined by many scholars theologically, politically,culturally, contextually, and how such different approaches never reach the consensus of understandingtoward defining religion. In many cases, the definition of religion was imposed by scholars who havepower of knowledge and intellectual in the discipline of world religions. The power of defining religionfrom the world religions’ perspective becomes challenging for people, such as indigenous people whocontinue to practice their religion from the origin of their fore-parents until today. Religion defined byworld religions from the transcendental perspective had led to discrimination against other indigenousreligions in various parts of the world, such as the Naga people in India.

Abstract

It is very interesting to study and examine the history of Mongolian nation. First, they were nomadicand uncivilized nation, but after Mongol had developed, they became an important general in theworld. One of the Golden Age of Mongolian Nation, after they had accepted Islam. Islamic spirit becameprominent characteristic during the period of the government of Golden Hordé Dynasty, which alsopopular with Kipcak Dynasty. This dynasty developed and became a new political authority, whichwas respected by the other dynasties. Based on the Islamic doctrine, they developed their governmentpolicy. Although Golden Hordé kept on their tradition, Islam still became dominant. This study focuson the process of regeneration and the change of political authority in the realm of Mongol. By usingcomprehensive literature approach, this study takes an important theme, which is rarely expressed byother studies. The contribution (originality) of this study is very important for Muslim community nowand in the future.

Abstract

Gender issue in a pesantren (Islamic Boarding House) is a part of larger gender issues in Indonesia,either in education or religion. The main indicator of gender issue in pesantren is a striking gap betweenmen and women. Themes related to this issue actually are not new for novels in Indonesia. Some novelsrelated to pesantren usually portray women as helplessness, subordinate, inferior, and marginalized.However, in Perempuan Berkalung Sorban (PBS) novel, the author tried to empower women throughhis writings. Women in PBS novel was portrayed as smart, brave, and critical towards pesantren’shegemony such as power relation between santri (students) and kiai (teachers), the understanding ofclassical books (Kitab Kuning), social relations between men and women in pesantren, and so forth

Abstract

The article examined the experiences of Christian women teachers in the public space of school in Aceh.Based on the narrated biographies of seven teachers, this article focuses on exploring the regulationimpact of Islamic dress code toward formation of Christian women’s identity in Aceh. The source ofdata is collected through observation and semi-structured interviews during 2013- 2014. The articleuses the habitus theory from Bourdieu and the identity concept of ‘in between’ from Bhaba. This articleshows that the public space of school becomes the arena of power contestation between Moslem andthe minority, the Christian women, which led to the inclination of Christian women to wear headscraft.The article also shows that the implementation of Islamic sharia encourages the emergence of hybrididentity of the veiled Christian women. This hybrid identity was born from the result of complicatednegotiation between identities as women teacher, Christian, and citizen of Aceh.

Abstract

Community empowerment should more emphasis on community self-reliance. In practice, manycommunity development activities were not in accordance with the concept of community empowerment.This study aims to examine the implementation of community empowerment in watershed managementin Sub-watershed of Keduang. This research was conducted in three micro watersheds in Sub-watershedof Keduang, namely micro watershed of Naruan, Pohbener, and Jlegong. Data collection was donethrough Focus Group Discussion (FGD) and in-depth interviews. Analyses were conducted with aqualitative descriptive approach. The results shows that the community empowerment in watershedmanagement has not yet meet the concept of community empowerment and has not be able to be saidsuccessful, because the community does not have power or authority to take decisions autonomously.In addition, community participation is still the participation of consultation and the participationmobilized by incentives or assistance

Abstract

This study aims to explore the perception and motivation of the local community toward post-conflicttransmigration program in West Aceh. The research method used in this article is a combination of bothqualitative and quantitative approach. The technique of processing data uses statistical test of crosstabulation (crosstab), Chi-Square, and Spearman correlation test. For collecting samples, this article usespurposive sampling method with the total sample size of 120 respondents. The results shows that therelationship between the level of perception and the motivation for transmigration are high enough andpositively correlated −the more increasing perception of the local community toward the transmigrationprogram, the more increasing motivation to people for transmigration. Meanwhile, the motivationwhich affects the community to join the transmigration program is the motif of independence.

Abstract

The value of cultural wisdom that exist in the society in Kaur District, Bengkulu Province, could beapplied in the form of verbal message. They believe that verbal messages, which are used, are convincedby community as a heritage that could become a social regulation. The lack of communication betweengovernment and the community becomes the factor in implementing these values. The lack of attentionfrom the government put culture seemed to be an obstacle factor in development. Documenting thelocal knowledge of community related to cultural values became a problem in contributing to thedevelopment. This verbal messages are called as larangan jurai and used by the community in the NapalHijau village, Muara Sahung, Kaur District, Bengkulu Province. Larangan jurai contains regulations tocommunicate with each other, culture, and the Creator. This study gives an overview about manners,habits, behaviours, and customs as social regulations in the community. The community believed thatlarangan jurai could be able to give the contribution of development in various fields.
