Jurnal Ilmiah IRPIA hadir dalam era gelombang teknologi informasi yang berdampak pada gelombang demokrasi di seluruh dunia, termasuk negara Indonesia, yang selanjutnya memiliki implikasi pada semakin besarnya tuntutan masyarakat atas pelayanan publik baik yang disediakan oleh pemerintah, swasta maupun masyarakat itu sendiri. Jurnal Ilmiah IPRPIA hadir sebagai salah satu komponen bangsa yang mencoba menjawab sebagian tuntutan akan pelayanan publik dengan menyajikan pemikiran yang orisinil untuk mengembangkan teoretik, normatif, dan praktik berbasis riset atau base evidence. Oleh karena itu, Jurnal Ilmiah IRPIA hanya menerima artikel hasil riset dan belum pernah dipublikasikan dalam bentuk apapun, sehingga dijamin orisinil, baru (novelty), dan bebas dari plagiasi yang dibuktikan dengan kewajiban setiap penulis menandatangani surat pernyataan orisinalitas artikel dan bermeterai. Di samping itu, setiap artikel harus menghasilkan sebuah rekomendasi, menjelaskan implikasi teoretik, normatif, dan praktik, sehingga dengan demikian perkembangan ilmu pengetahuan dan teknologi (IPTEK) dapat membentuk suatu paradigma yang didukung oleh teoretisi (ilmuwan) dan praktisi. Proses ini berlanjut secara terus menerus, sehingga pengembangan teoretik, normatif dan praktik sejalan dengan data riil terhadap permasalahan dan dicarikan solusi. Berdasarkan uraian di atas, maka Jurnal Ilmiah IRPIA menyajikan artikel yang bersifat tematik, multidisipliner, dan memiliki perspektif governance. Abstract

It is recommended that the role of the public administrator as a representative be deliberative. The aim is to reapply the concept of representation in the context of public administration based on a literature review on the following concepts: 1) representative democracy, (2) representative bureaucracy, and (3) deliberative democracy. It was found that the dominant model of representative democracy was not suitable for guaranteeing the interests of citizens and society and that a representative bureaucracy was unsatisfactory for overcoming the failure of representative democracy. Finding promise in the model of deliberative democracy, consider how recon ceptualization of representation for administrative roles shapes the advancement of civic participation in order to improve the quality of representation. Specifically, the fourth construct is defined to add to the list of the top three: deliberative representations.

Abstract

The importance of ensuring the availability and quality of public services provided by the Government has a very significant impact. because it is synchronized with its objectives, excellent service quality is an effort to provide services that can meet and satisfy the community and convey the focus of service to the people... The scope of services of the Semen Village Government, Pagu Sub-district, Kediri District, is related to public services such as population services, namely the services of Identity Cards (KTP) and Family Cards (KK). However, based on initial researcher observations and the results of interviews with several residents that are still not maximized in terms of timeliness, financing procedures and the level of document printing errors. Thus, it means that the quality of public services in the village office of Semen Village, Pagu District, Kediri Regency is still not very effective, meaning that it is still very necessary to improve the quality of these services. This research uses descriptive with a qualitative approach. The focus of this research on the quality of public services and the leadership style of the Semen Village Office. The result is that the quality of service at the Semen Village Office, Pagu District, Kediri Regency is less qualified. This is based on the results of research from 4 dimensions, there are 2 dimensions that are less than optimal, namely Physical Evidence and Reliability, while the others are already running well. In addition, the leadership style used by the Village Head is an autocratic leadership style so that it has an impact on service quality.

Abstract

Organizational Culture has an important role in determining the growth of the organization. Organizations can grow and develop because the organizational culture contained in them is able to stimulate the morale of the human resources in it so that organizational performance increases. For employees, organizational culture is interpreted as implementation guidelines and technical guidelines. This research was conducted at the Department of Population and Civil Registration of Sumenep Regency. Research on building organizational culture as an effort to improve performance is focused on seven characteristics of organizational culture, namely innovation and courage to take risks, attention to detail, result orientation, people orientation, team orientation, aggressiveness, and stability. The method used in this research is a qualitative research method in which all explanations regarding organizational culture in improving employee performance are described descriptively. Data and research results were obtained from observations, interviews with several informants and documentation. The results of the study show that organizational culture in the Department of Population and Civil Registration of Sumenep Regency can improve employee performance. Organizational culture in the Department of Population and Civil Registration of Sumenep Regency can be a driving force for performance and help improve work performance, because it is able to create motivation for employees to give their best abilities in taking advantage of the opportunities provided by the Office.

Abstract

This article aims to determine the effectiveness of the E-Personal application in improving employee performance at the Batu City Animal Husbandry Training Center (BBPP). The problem is focused on the use of E-Personal applications used by employees, where problems are found from the application and employees as users of the application. To approach this problem, Sutrisno's theoretical references are used, namely Program Understanding, Timeliness, Achieving Goals, and Real Change, Hasibuan, namely Adaptability, and S.P Siagian Availability of Facilities and Infrastructure. The data were collected through observation, interviews and documentation and analyzed qualitatively with a case study approach. This study concludes that the E-Personal application implemented at BBPP Batu city is effective, because of the nine effective sub-indicators only two are less effective, the effective sub-indicators are performance achievement, change, performance transparency, performance improvement, employee welfare. , and Applications, while the two sub-indicators that are less effective are the time to fill in the E-Personal and the Internet sub-indicator.

Abstract

In Indonesia there are several types of sea transportation, some of which are commonly used for public purposes. Some are only used for certain purposes. The port itself as a sea transportation infrastructure that supports smooth sea transportation has a function that is closely related to social and economic factors. Batu-Guluk Harbour is a ferry port that connects Kangean Island with Madura Island. Lack of passengers, for example the ship has exceeded its load and capacity but the ship's officers sometimes still accept passengers. This study aims to find out how to analyze the policy on sea transportation needs at Batu Guluk Port and to find out what factors support and hinder the process of sea transportation activities at Batu Guluk Port, according to William dunn. The research method chosen in this study uses a qualitative approach, the data collected is in the form of document data, data interviews, data observation, then analyzed using interactive data analysis. The results obtained are: (1) Lack of sea transportation and passenger comfort Sea transportation for passengers cannot be said to be feasible because of the large passenger capacity and the small size of the ship, this is very dangerous with the safety and comfort of passengers. So sea transportation for passengers provided must be added considering the large number of passengers needed by increasing cooperation between shipping companies and also looking for sponsors to be able to meet the shortage of sea transportation to the Kangean Islands, (2) Supporting factors in the process of sea transportation activities at Batu port-Guluk the availability of several workforces used such as laborers who assist in the process of loading and unloading passengers and ship departure times which are always on time and goods while the inhibiting factors in the process of sea transportation activities at Batu-Guluk port are weather, lack of availability of transportation fleets, and shortage of officers counter in serving the purchase of tickets.

Abstract

Conflict becomes a study that cannot be separated from public policy and political interaction between stakeholders. It's just that in several developing studies, conflict is sometimes ignored and only placed as a background concept in the policy process. Whereas conflict contains dynamics that lead to the orientation of the presence of a public policy. This article describes conflict resolution regarding sea sand mining policies. This mining process is carried out to meet the material needs of the Makassar New Port (MNP) construction stockpiles on the coast of Makassar City. The research method used is a qualitative research method with an instrumental case study approach. Researchers provide a better and deeper understanding of certain issues, problems and concerns. The data analyzed were obtained from secondary data studies in the form of articles, media publications, reports and regulations, as well as primary data from in-depth interviews with parties involved in sea sand mining demonstrations. The results of the study concluded that the settlement of sea sand mining policy conflicts in Makassar City predominantly used the fight, avoiding and compromise method. The sea sand mining conflict for the construction of MNP in Makassar City has subsided after the completion of the sand mining time permit. The results obtained were only from the Kodingareng Island youth movement which received distribution of CSR funds. However, the same understanding has not been built between the government and environmental activists.
