Jurnal Ilmiah IRPIA hadir dalam era gelombang teknologi informasi yang berdampak pada gelombang demokrasi di seluruh dunia, termasuk negara Indonesia, yang selanjutnya memiliki implikasi pada semakin besarnya tuntutan masyarakat atas pelayanan publik baik yang disediakan oleh pemerintah, swasta maupun masyarakat itu sendiri. Jurnal Ilmiah IPRPIA hadir sebagai salah satu komponen bangsa yang mencoba menjawab sebagian tuntutan akan pelayanan publik dengan menyajikan pemikiran yang orisinil untuk mengembangkan teoretik, normatif, dan praktik berbasis riset atau base evidence. Oleh karena itu, Jurnal Ilmiah IRPIA hanya menerima artikel hasil riset dan belum pernah dipublikasikan dalam bentuk apapun, sehingga dijamin orisinil, baru (novelty), dan bebas dari plagiasi yang dibuktikan dengan kewajiban setiap penulis menandatangani surat pernyataan orisinalitas artikel dan bermeterai. Di samping itu, setiap artikel harus menghasilkan sebuah rekomendasi, menjelaskan implikasi teoretik, normatif, dan praktik, sehingga dengan demikian perkembangan ilmu pengetahuan dan teknologi (IPTEK) dapat membentuk suatu paradigma yang didukung oleh teoretisi (ilmuwan) dan praktisi. Proses ini berlanjut secara terus menerus, sehingga pengembangan teoretik, normatif dan praktik sejalan dengan data riil terhadap permasalahan dan dicarikan solusi. Berdasarkan uraian di atas, maka Jurnal Ilmiah IRPIA menyajikan artikel yang bersifat tematik, multidisipliner, dan memiliki perspektif governance. Abstract

This study aims to determine the influence of accountability, transparency, and community participation on the management of Village Budget Allocation (APBDes) in Sidokare Village, Rejoso District, Nganjuk Regency, in 2022. The research method used is quantitative with a correlation approach. Data was collected through a questionnaire that was tested for validity and reliability. The research sample consisted of 95 respondents selected using purposive sampling technique. Data analysis was conducted using multiple linear regression. The results of the study show that accountability, transparency, and community participation partially and simultaneously have a positive and significant influence on the management of APBDes in Sidokare Village. The variable of community participation has a dominant influence on APBDes management. The results of the determination test show that 89% of the variations in APBDes management can be explained by the variables of accountability, transparency, and community participation. This study concludes the importance of enhancing accountability, transparency, and community participation in APBDes management to achieve better management in Sidokare Village.

Abstract

Asset management involves managing and providing guidance on the acquisition, utilization, and disposal of assets to maximize benefits and mitigate risks throughout their lifespan. This study focuses on the management of cultural heritage building assets, specifically those located in Surabaya,a city known for its unique characteristics. Determining the monetary value of these assets is extremely challenging, as cultural heritage assets cannot be replaced or replicated. Cultural heritage building asset management encompasses the management of sites and artifacts associated with cultural heritage.It serves as a crucial decision-making tool for public administrators in conserving government- protected cultural heritage buildings. Consequently, the management of cultural heritage building assets involves a comprehensive process that includes identification and assessment, resource allocation, protection, conservation, presentation, and monitoring. The research conducted for this study is descriptive and qualitative in nature. It employsvarious data collection techniques, including observation, interviews, and documentation. The researchtakes place at the Department of Youth Culture, Sports, and Tourism in the city of Surabaya. To gatherinformation, the study refers to Siregar's theory (2004) on the five dimensions of service quality asproposed by Parasuraman. The study aims to update and enhance the existing knowledge by focusingon five specific objectives: 1.Asset Inventory, Conducting a comprehensive inventory of the assetsinvolved. 2. Legal Audit: Evaluating the legal aspects and compliance related to the assets. 3. AssetValuation: Determining the value of the assets in question. 4. Asset Optimization: Identifying strategiesto maximize the utilization and potential of the assets. 5. Supervision and Control: Establishing effectivemechanisms for overseeing and maintaining control over the assets. By addressing these studyobjectives, the research intends to improve the understanding and management of cultural heritagebuilding assets within the context of the Department of Youth Culture, Sports, and Tourism in Surabaya.The study conducted is of a descriptive and qualitative nature, utilizing data collection techniques such as observation, interviews, and documentation. Abstract

This research aims to examine the implementation of E-KTP Population Administration Services for People with Disabilities in East Manggarai Regency. by using theory according to George C. Edwards III, there are four variables in public policy, namely communication (Communications), Resources (Resources), attitudes (Dispositions or Attitudes). The method used is descriptive qualitative. Data collection techniques used in this research include observation, interviews and documentation. Based on the results of research using George C Edward III's theory at the East Manggarai Regency Population and Civil Registration Service, it can be said that communication has been running optimally because the Dukcapil have been effective and efficient in carrying out socialization. Based on the results of the interview analysis on June 22 to June 28 of 2023, for the Resource variable, it can be said that the implementation process is going well because the socialization material is there based on the results of interviews with the community, and for the disposition variable it can be said that it has gone well and well due to several factors, namely officers who work at the East Manggarai Regency Dukcapil providing services wholeheartedly and definitely serve the community well. This bureaucratic structure is quite good and works well because it consists of all the officers in the East Manggarai Regency Dukcapil, the SOP runs well and the officers also carry it out because the SOP is a guide for officers when working.

Abstract

In the study of Comparative Public Administration, there is a relevant aspect, namely the aspect of Public Administration which contains a general understanding of how state institutions grow and live in a country carrying out their functions. State administration is not a field of study that has a general understanding and nature and stands alone, but is a field of study that is not applied in a country with multidisciplinary. State administration is essentially one aspect of administration that emphasizes discussion in the field of statehood. Various opinions have suggested the definition or limits of administration which is the parent of state administration, but in general it can be identified that the definition or limits contain elements: elements of the organizing process, elements of cooperation carried out by more than one person and. elements of achieving predetermined goals. The structure of government can be interpreted as a complete request consisting of various parts of government that work together relying on and influencing in achieving the objectives and elements of government. Despite the fact that each country's system of government may differ from one another. Our insights can also be used as a comparison for our country because we will gain an understanding of other countries' government systems. Therefore, once we know the similarities and differences between the various systems of government, we can design a system that is considered superior.

Abstract

The corona virus (Covid-19) that is currently sweeping the world has had a huge impact on social and economic life, even the main thing that has an impact on the world of health. Covid-19 has been declared by WHO as a pandemic. The spread of the virus is very fast in almost all countries in the world, it has made big changes in human life. State governments, especially Indonesia, have made various policies to prevent the spread of this massive virus. Health Communication is carried out by the government throughmedia sharing in conveying messages related to Covid-19 to the public. One of the media used is a Covid-19 tracking application called PeduliLindungi. This communication technology is expected to provide education and reduce the spread of the virus. This study aims to examine the role and benefits of development communication through the PeduliLindungi application as a media for health communication between the Indonesian government and the people of Surabaya. This study uses both health and media communication approaches to age theory. As well as. Activation of the application is a social movement in building awareness and advocating for the use of the internet as a source of news as information control. The COVID-19 pandemic has had a major impact on many aspects of consumers' lives, including how to access health services. One alternative approach that has emerged is Mobile Health as an alternative access mechanism for health services in the midst of a pandemic and health care.

Abstract

This research aims to determine the stages of empowering groups of honey beekeepers by taking research sites in Kampung Madu,Purworejo Bringin’s Village, District of Badas, Kediri Regency. This is a descriptive qualitative study using the technique of data collection namely, observation, interview, and documentation. The focus of this research is based on three stages of empowerment by Wrihatnolo and Dwijowijoto they are: (1) Awarness Stage; (2) Capacity Building; (3)Empowerment Stage. The research found out that 1. The process of the awareness and assistance to beekeeper’s has been carried out well, because it is carried out on ongoing basis; 2. An increase of the beekeeper skill’s, a variation of honey product’s, and also an awareness from beekeeper’s to develeop their product with creating a label; 3.Promoting Purworejo village as Honey Village and also Bee educational tourism village. The three stages of empowerment that have been carried out by the Bringin’s village government can be concluded that the empowerment process carried out is quite optimal.

Abstract

This research is based on the phenomenon of the government program Kampung Tangguh Semeru Wani Jogo Suroboyo in RT 06 and RT 07 RW 02 Keputih Village, Surabaya City, which won 1st place in the Kampung Tangguh Semeru Wani Jogo Suroboyo Period V Competition by the Surabaya City Government and Surabaya City Police. The purpose of this study was to determine and describe community participation through the Kampung Tangguh Wani Jogo Suroboyo program in RT 06 and 07 RW 02 Keputih Village, Surabaya City. This type of research is descriptive qualitative using data collection techniques, namely observation, interviews, and documentation. This research was conducted in RT 06 and RT 07 RW 02 Keputih Village, Surabaya City. This research refers to updating the information obtained from the situation in the field by referring to the theory of Forms of Community Participation according to Huraerah. In this case there are five study targets, namely: (1) Ideast Participation; (2) Labor Participation; (3) Property Participation; (4) Skills and Proficiency Participation; (5) Social Participation. The research results obtained are: 1) In terms of participation of Ideas, it can be stated that it is good; 2) In terms of labor participation, it can be stated that it is good; 3) In terms of property participation, it can be stated that it is good; 4) In terms of participation of skills and skills, it can be stated that it is good; 5) In terms of social participation, it can be stated that it is good.

Abstract

Service is the main task of the government in providing public services both at the central and regional levels, to facilitate access to public services as stipulated in Law Number 23 of 2014 concerning Regional Government, the central government gives authority to regional governments in regulating and managing regional government affairs in certain fields in carrying out public affairs with the aim of accelerating community welfare through strategies to improve services, empowerment and community participation. One type of public service that needs to get more attention is the service in the field of paying regional taxes, Motor Vehicle Tax is a regional tax which is used as one of the largest sources of income, the East Java Provincial Revenue Agency in improving the quality of motorized vehicle tax collection services to the public is through superior services, such as: Samsat Drive Thru, Samsat Payment Point, Samsat Corner, Mobile Samsat Mandiri Mobile Samsat, Samsat Link, E-Sasat East Java, ATM Samsat East Java, Embosser Machine, and the newest service is in collaboration with PT. Indonesian post. The Kediri Regency Samsat Katang Joint Office is one of the public service places for the payment of Motor Vehicle Tax (PKB) and Motorized Vehicle Ownership Fee (BBNKB) which are under the Technical Implementation Unit of the East Java Province Revenue Agency Kediri. The SAMSAT Drive Thru service unit is one of the breakthroughs in efforts to improve service quality at the Katang Joint Samsat Office, Kediri Regency. In this study the authors used a qualitative research approach with the intention of providing a comprehensive and in-depth overview of research studies. The target of this research study used the Zeithaml, Parasuraman theory and Berry (Pasolong, 2013: 135) in knowing that there are five dimensions as a measure of consumer or customer satisfaction, namely Tangibles, Reliability, Responsiveness, Assurance, Emphaty. The results of the study show that the service on the Tangibles aspects of the service staff is of good quality, but the facilities and infrastructure aspects have not provided comfort because the place for payment is too narrow if two cashiers are applied so that the facilities and infrastructure aspects provide poor quality, then the Reliability of the service staff in the process of completing the quality service is already very good, while the Responsiveness of service personnel responds, helps provide fast and appropriate services which is very good, as well as guarantees provided by service officers such as timely completion of services, supervision and legitimacy which are appropriate and of very good quality, the empathetic aspect of service officers is polite polite and non-discriminatory service staff which shows very good quality, but in the hospitality aspect it provides not good quality.

Abstract

The purpose of this research is to analyze and describe the evaluation of waste management policies at Buluh TPA in Bangkalan Regency. The Bangkalan Regency Government faces several obstacles in dealing with the waste problem, including: a) The considerable distance between the TPA and its source. b) Limited facilities and infrastructure. c) High operational costs for transportation. d) The leachate pond is not functional. e) Monitoring wells and surrounding vegetation near the TPA are not utilized. f) Communities taking advantage of the presence of the TPA. The evaluation of waste management policies in Bangkalan must be conducted periodically and comprehensively, involving various stakeholders. The evaluation outcomes will serve as the foundation for enhancing policies that are more effective and sustainable in waste management in Bangkalan Regency.

Abstract

This study aims to describe and analyze the asset management of facilities andinfrastructure in Karimun001 Primary School in supporting the learning process. This type ofresearch uses a qualitative approach.The research data were obtained through observation, interview, and documentation methods. Theinformants of this research are the coordinating teacher of facilities and infrastructure, administration,school committee and head of the fieldof primary school development of the Karimun district educationoffice. The object of this research is the analysis of asset management of facilities and infrastructure whichincludes planning, procurement, inventory, maintenance, and removal. The results of the research on assetmanagement of facilities and infrastructure in primary school 001 karimun sub-district, namely: 1)Planning is carried out once a year and a joint meeting is held first but there are obstacles to the sourceof funds.2) Procurement is carried out according to the needs that have been planned.3) Investarization isalready runningbut there are obstacles to asset coding.4) Maintenance is carried out together withteachers, students and school committees 5) Deletion is carried out by recording goods then submittingarequest letter to the Education Office.
