Jurnal Ilmiah IRPIA hadir dalam era gelombang teknologi informasi yang berdampak pada gelombang demokrasi di seluruh dunia, termasuk negara Indonesia, yang selanjutnya memiliki implikasi pada semakin besarnya tuntutan masyarakat atas pelayanan publik baik yang disediakan oleh pemerintah, swasta maupun masyarakat itu sendiri. Jurnal Ilmiah IPRPIA hadir sebagai salah satu komponen bangsa yang mencoba menjawab sebagian tuntutan akan pelayanan publik dengan menyajikan pemikiran yang orisinil untuk mengembangkan teoretik, normatif, dan praktik berbasis riset atau base evidence. Oleh karena itu, Jurnal Ilmiah IRPIA hanya menerima artikel hasil riset dan belum pernah dipublikasikan dalam bentuk apapun, sehingga dijamin orisinil, baru (novelty), dan bebas dari plagiasi yang dibuktikan dengan kewajiban setiap penulis menandatangani surat pernyataan orisinalitas artikel dan bermeterai. Di samping itu, setiap artikel harus menghasilkan sebuah rekomendasi, menjelaskan implikasi teoretik, normatif, dan praktik, sehingga dengan demikian perkembangan ilmu pengetahuan dan teknologi (IPTEK) dapat membentuk suatu paradigma yang didukung oleh teoretisi (ilmuwan) dan praktisi. Proses ini berlanjut secara terus menerus, sehingga pengembangan teoretik, normatif dan praktik sejalan dengan data riil terhadap permasalahan dan dicarikan solusi. Berdasarkan uraian di atas, maka Jurnal Ilmiah IRPIA menyajikan artikel yang bersifat tematik, multidisipliner, dan memiliki perspektif governance. Abstract

Conflict becomes a study that cannot be separated from public policy and political interaction between stakeholders. It's just that in several developing studies, conflict is sometimes ignored and only placed as a background concept in the policy process. Whereas conflict contains dynamics that lead to the orientation of the presence of a public policy. This article describes conflict resolution regarding sea sand mining policies. This mining process is carried out to meet the material needs of the Makassar New Port (MNP) construction stockpiles on the coast of Makassar City. The research method used is a qualitative research method with an instrumental case study approach. Researchers provide a better and deeper understanding of certain issues, problems and concerns. The data analyzed were obtained from secondary data studies in the form of articles, media publications, reports and regulations, as well as primary data from in-depth interviews with parties involved in sea sand mining demonstrations. The results of the study concluded that the settlement of sea sand mining policy conflicts in Makassar City predominantly used the fight, avoiding and compromise method. The sea sand mining conflict for the construction of MNP in Makassar City has subsided after the completion of the sand mining time permit. The results obtained were only from the Kodingareng Island youth movement which received distribution of CSR funds. However, the same understanding has not been built between the government and environmental activists.

Abstract

The corona virus (Covid-19) that is currently sweeping the world has had a huge impact on social and economic life, even the main thing that has an impact on the world of health. Covid-19 has been declared by WHO as a pandemic. The spread of the virus is very fast in almost all countries in the world, it has made big changes in human life. State governments, especially Indonesia, have made various policies to prevent the spread of this massive virus. Health Communication is carried out by the government throughmedia sharing in conveying messages related to Covid-19 to the public. One of the media used is a Covid-19 tracking application called PeduliLindungi. This communication technology is expected to provide education and reduce the spread of the virus. This study aims to examine the role and benefits of development communication through the PeduliLindungi application as a media for health communication between the Indonesian government and the people of Surabaya. This study uses both health and media communication approaches to age theory. As well as. Activation of the application is a social movement in building awareness and advocating for the use of the internet as a source of news as information control. The COVID-19 pandemic has had a major impact on many aspects of consumers' lives, including how to access health services. One alternative approach that has emerged is Mobile Health as an alternative access mechanism for health services in the midst of a pandemic and health care.

Abstract

Society 5.0 is an era that combines the concept of a human-centered technology-based society advocated by the Japanese government. In this era, the community, especially students, need to improve their soft skills in order to improve their skills and learning skills so that they can become capital to become a more skilled workforce in the future. Students and students face changes due to current technological developments. Therefore, the Minister of Education and Culture of the Republic of Indonesia, Nadiem Makarim, organized a study program with the concept of Merdeka Education, a concept that was initiated to give students the freedom to think critically and intellectually. In this article, we will try to consider what the implementation of independent learning in high schools and universities in Indonesia will look like in the Society 5.0 era. The writing of this article uses a literature study by reviewing several journals that are relevant to the topics discussed qualitatively. The results of the study in this article show that the implementation of the independent learning curriculum is related to society in the 5.0 era. The capabilities that must be possessed are creativity and innovation so that they become strong, skilled and tenacious human resources. The implementation of independent learning is carried out with careful planning that can improve the quality of Indonesian education and can prepare graduates who excel and are able to compete globally.

Abstract

Optimization of library services in schools can be caused by various factors, one factor that is quite important is the performance of library staff. Based on the problems above, the writer really needs to try to research to solve these problems. The aims of the research are: (1) to find out the performance of school librarian employees; and (2) improving the quality of school library services through the performance of library staff. The research method uses a qualitative approach and a descriptive research type. The types of data used in this research are: (1) primary data relating to the research focus and (2) secondary data: documents; reports; and archives related to research. The method of collecting research data that the authors used in this study were as follows: (1) observation techniques; (2) interviews, and (3) distribution of questionnaires and questionnaires. The research instruments used were: (1) interview guidelines; (2) field notes or stationery; (3) distributing questionnaires to predetermined respondents. The findings of this study are: (1) the responsiveness of services in the school library is still low as indicated by the persistence of complaints from service users against school library service providers; (2) the reliability of school library service officers is still not relevant, this can be seen from the incomplete collection of school libraries in meeting the needs of service users; (3) school library service ethics are still low and not in accordance with the National Library service standards. Staff lack respect and seem indifferent to users, this makes users less interested in coming to the school library; (4) school library service facilities have not shown good service performance, this can be seen by the number of users who are still not comfortable with the arrangement of library facilities and the cleanliness has not been maintained.

Abstract

This study aims to analyze the dimensions and actors of sound governance in sister city cooperation between the City Government of Surabaya and City Government of Liverpool in the field of sports in order to optimize the potential of Surabaya City youth by sending ten (10) talented youths to Liverpool. The method used in this research is descriptive qualitative with data collection techniques through observation, interviews, literature studies, to documentation. The results showed that of the ten existing sound governance dimensions, the City of Surabaya and the City of Liverpool were able to prove their seriousness in accordance with the cooperation contract that had been translated into a Letter of Intent (LoI) and a Memorandum of Understanding (MoU). In addition, the four sound governance actors, namely the government, the public, the private sector, and the international community, have shown their cooperation and active role although there are several aspects that have not been fully optimized.

Abstract

This article seeks to explain the influence of competence and work motivation on the performance of BUMDes Camar management in Parsanga Village, Sumenep City District, both partially and simultaneously. BUMDes as an organization that manages the economic growth of rural communities is expected to have good management performance in order to maximize the roles and functions of the organization. Performance is closely related to competence and work motivation. The method used is mixed, beginning with quantitative and continuing with qualitative. Quantitative data collection through questionnaires on 24 respondents. Data analysis techniques are multiple linear regression, t test and F test. The results of the competency variable t test (X1) have a significance level of 0.011. While the tcount value is 2.809 and ttable is 2.080 (2.809> 2.080), meaning that it has a significant effect. The results of the t-test for the variable work motivation (X2) show a significance level of 0.001. Meanwhile, the tcount is 4.063 and the ttable is 2.080 (4.063 > 2.080), meaning that it has a significant effect. F test results show a significance level of 0.000. While the value of Fcount r 18.175 and Ftable 3.44 (18.175> 3.44) means that competence and work motivation simultaneously have a positive and significant effect on performance. The coefficient of determination (R2) of 0.634 means that performance is influenced by competence and work motivation by 63.4%, the remaining 36.6% is influenced by other variables not examined in this study. Then qualitatively it shows that the importance and significance of loyalty in competence and work motivation is to maintain and foster the work enthusiasm of Camar BUMDes management.

Abstract

The city of Surabaya has been selected as a Child-Friendly City since 2014. However, cases of violence against children in the city of Surabaya are still relatively high compared to neighboring cities. The purpose of this study is to describe and analyze data which includes: 1) The performance of the Child-Friendly City policy in preventing and overcoming cases of child violence; and 2) What factors support and hinder the implementation of the Child-Friendly City policy. This research was conducted using evaluation elements from William N. Dunn, namely effectiveness, efficiency, adequacy, alignment, responsiveness, and accuracy. This study uses the analysis method according to Miles & Huberman, namely data reduction, data presentation, and drawing conclusions or verification. This research uses a qualitative approach, data collection techniques based on interviews, documentation, and observations. The results of this study show that the evaluation of the Child-Friendly City policy has gone quite well, which can be seen from 6 elements. The first is effectiveness, the Child-Friendly City policy program has been effective with the support of a safe house shelter construction program as a place for children who are facing the law. The second is efficiency, the strategy that has been carried out by the DP5A is to make regional regulations to support the program and also the safe house shelter program is free of charge. The third is adequacy, judging from the many programs that support this Child-Friendly City policy, such as PUSPAGA, Safe House Shelter, and others. Fourth, namely leveling, for socialization there are several supporting programs that not many people know about, such as safe house shelters because this program is secret. Then for socialization from DP5A, it continues to contribute to the agencies in the city of Surabaya. The fifth is responsiveness, which can be seen from the crowded children's homes and the increasing number of child-friendly schools. Sixth, the stipulation that the Child-Friendly City policy can reduce the number of violence in the city of Surabaya. However, there are inhibiting factors such as the lack of socialization to the public about what are the supporting programs of this policy and there are still some mischievous individuals in their duties, thus causing several small problems. The author's suggestion for the city of Surabaya is to continue to socialize the community so that the public knows about this policy and also so that the younger generation can also contribute to the implementation of this program.

Abstract

Si Whapik is a service system through WhatsApp for all types of services provided by the Sidoarjo Regency Social Service, if residents experience problems in using other service applications, such as Si Praja, or cannot take care of directly to the Social Service due to emergency conditions, by sending document files through whatsApp. This study aims to explore the analysis and obstacles that arise during the complaint service process through Si Whapik available at the Sidoarjo Regency Social Service. The research method applied is a qualitative descriptive method, with data collection through interviews, observations, and documentation. The theory of public service quality using five service indicators, namely: Tangible, Reability, Assurance, Responsiveness, and Emphaty is used as a reference framework for data collection. The results of the study show that the complaint service through Si Whapik at the Sidoarjo Regency Social Service has been fulfilled with the existence of complaint services through Si Whapik people do not need to go far to the Sidaorjo Regency Social Service to carry out services, but there are still obstacles experienced by Regency Social Service officers, namely in the facilities and infrastructure and the flow of complaint service mechanisms. However, the obstacles that arise in the complaint service process through Si Whapik can be overcome properly by the officers. This is an added value for Si Whapik's complaint service and at the same time contributes to improving the overall quality of service.

Abstract

This study aims to analyze the role of the independent curriculum in improving the quality of students and identify the positive impact of the implementation of the independent curriculum on the achievement of learning and the quality of students towards a Golden Indonesia 2045 at SDN Banyu Urip 3, Surabaya City. The data sources related to the Independent Curriculum, student learning outcome reports, and data on the profile of SDN Banyu Urip 3, Surabaya City. The data collection techniques used are documentation, interviews, and observations. The data analysis using qualitative. The findings of this study is presented based on the analysis of data obtained that the implementation of the Independent Curriculum has a positive impact on students' learning achievement and character, including improving students' critical thinking skills, creativity, and communication. The conclusion of this study will be formulated based on data analysis and the findings obtained are that the Independent Curriculum at SDN Banyu Urip 3 can form a profile of Pancasila students who are ready to face the challenges of global competition in achieving the vision of Golden Indonesia 2045 by creating quality, competent, and highly competitive human resources.

Abstract

The implementation of environmental policies in local governments faces various complex challenges. One of the main challenges is the limited resources, both at home and abroad in terms of financial and competent human resources. Many local governments have difficulty providing adequate budgets for environmental programs because they compete with other sectors such as infrastructure and health. In addition, the lack of experts in the field of environment is also worsening this situation, hindering the effectiveness of the implementation of the policy that has been formulated. On the other hand, regulatory challenges and coordination between institutions also pose significant obstacles. The inconsistency of regulations between the central and regional governments is often the cause of confusion in implementing policies in the field. Poor coordination between government institutions, both horizontally and vertically, is also the cause of overlapping programs and ineffective policies. This condition is exacerbated by the low level of community participation in the policy-making and implementation process which leads to a lack of support from the community. However, there is a great opportunity in efforts to implement environmental policies that can be optimized by local governments. The use of technology and innovations in environmental management, such as system geospatial information and real-time air quality monitoring, can improve the efficiency and effectiveness of environmental programs. In addition, partnerships with the private sector and non-governmental organizations can also be a catalyst for capacity building and financing. The existence of global awareness of the importance of environmental sustainability also opens up opportunities for local governments to obtain international support in the form of funds and technical for environmental projects.
