Jurnal Ilmiah IRPIA hadir dalam era gelombang teknologi informasi yang berdampak pada gelombang demokrasi di seluruh dunia, termasuk negara Indonesia, yang selanjutnya memiliki implikasi pada semakin besarnya tuntutan masyarakat atas pelayanan publik baik yang disediakan oleh pemerintah, swasta maupun masyarakat itu sendiri. Jurnal Ilmiah IPRPIA hadir sebagai salah satu komponen bangsa yang mencoba menjawab sebagian tuntutan akan pelayanan publik dengan menyajikan pemikiran yang orisinil untuk mengembangkan teoretik, normatif, dan praktik berbasis riset atau base evidence. Oleh karena itu, Jurnal Ilmiah IRPIA hanya menerima artikel hasil riset dan belum pernah dipublikasikan dalam bentuk apapun, sehingga dijamin orisinil, baru (novelty), dan bebas dari plagiasi yang dibuktikan dengan kewajiban setiap penulis menandatangani surat pernyataan orisinalitas artikel dan bermeterai. Di samping itu, setiap artikel harus menghasilkan sebuah rekomendasi, menjelaskan implikasi teoretik, normatif, dan praktik, sehingga dengan demikian perkembangan ilmu pengetahuan dan teknologi (IPTEK) dapat membentuk suatu paradigma yang didukung oleh teoretisi (ilmuwan) dan praktisi. Proses ini berlanjut secara terus menerus, sehingga pengembangan teoretik, normatif dan praktik sejalan dengan data riil terhadap permasalahan dan dicarikan solusi. Berdasarkan uraian di atas, maka Jurnal Ilmiah IRPIA menyajikan artikel yang bersifat tematik, multidisipliner, dan memiliki perspektif governance. Abstract

This study discusses the successful implementation of Pentha Helix Collaboration in improving the achievement of madrasahs at MTs Negeri 2 Deli Serdang in an effort to solve the problems of educational facilities and infrastructure. Involving five main elements—government, business, academics, community, and media—this collaboration was designed in a planned and systematic manner to answer the urgent needs of madrasahs in improving the quality of educational services. This research is included in qualitative descriptive research. Data collection techniques in this study used observation, interviews and documentation. Data analysis used was data collection, data reduction, data presentation, and drawing conclusions/verification.The results of the implementation show that the synergy between the elements of Pentha Helix is ​​able to accelerate the procurement of classrooms, rehabilitation of facilities, and improvement of other supporting infrastructure. Real contributions from each party, such as CSR funding, technical assistance, community involvement, and media publications, have a significant impact on the progress of madrasahs. This success proves that a collaborative approach based on Pentha Helix can be a strategic and sustainable model in the development of education based on multi-party participation.

Abstract

Public budget efficiency is a strategic issue that is critically important in government governance, especially in the context of fiscal decentralization currently underway in Indonesia. In an effort to enhance the quality of public financial management, Presidential Instruction Number 1 of 2025 has been established as a significant policy milestone. This instruction emphasizes the need for more efficient, productive, and performance-based budget planning. This is particularly relevant given the challenges faced by regional governments in managing limited financial resources while remaining committed to achieving broader development goals.In this context, the Provincial Government of West Java, which is one of the regions with the largest Regional Revenue and Expenditure Budget (APBD) allocations in Indonesia, is faced with increasing demands to reform its budget planning. This reform includes reducing unproductive spending, avoiding program overlaps, and ensuring strong synergy between regional development programs and the national objectives that have been set. Thus, budget efficiency is not only a necessity but also a strategic step towards improving community welfare. However, in practice, the application of efficiency principles often clashes with sectoral bureaucratic patterns, where each regional apparatus organization (OPD) tends to operate in separate silos. This results in program overlaps and suboptimal resource utilization. Additionally, the weakness of the performance evaluation system also becomes a significant hindrance to achieving budget efficiency. These challenges reinforce the urgency to examine the extent to which the 2025 APBD of West Java has concretely and systematically responded to the presidential directives. This research aims to fill the existing research gap by focusing on the analysis of the APBD structure, cross-sectoral planning dynamics, and the effectiveness of budget allocation based on development priorities. Through a comprehensive analytical approach, this study aims to provide deeper insights into how budget efficiency policies can be effectively implemented at the regional level, as well as to identify the strategic steps needed to enhance budget management performance in West Java Province. Thus, the results of this research are expected to contribute meaningfully to the development of more responsive and accountable public policies, as well as to support the achievement of sustainable development goals

Abstract

This study aims to analyze the differences and similarities between the public administration systems of Indonesia and China by focusing on four key aspects: public service quality, political system, global competitiveness, and bureaucratic performance. The research adopts a literature review method by examining various academic sources, including scholarly journals and official policy documents. The findings reveal that Indonesia, although adopting a democratic system with high public participation, still faces challenges in service delivery efficiency, bureaucratic productivity, and fragmented policymaking. Meanwhile, China, under a centralized governance system, has successfully implemented comprehensive bureaucratic reforms, strengthened public services through digital transformation, and demonstrated high global competitiveness. The study concludes that despite fundamental differences in administrative and political structures, both countries have valuable insights to offer. Indonesia may adopt China’s bureaucratic efficiency strategies, provided they are adapted to the democratic and participatory context of the country.

Abstract

This study aims to assess the extent to which the principles of good governance are applied in using the SIPRAJA (Sidoarjo Public Service Information System) application, especially in the context of digitizing public services in the field of personnel in Sidoarjo Regency. The approach used is qualitative, with data collection methods through interviews, direct observation, and document analysis. This study uses secondary data as a source of information. The results of the study indicate that SIPRAJA has adopted several principles of good governance, such as openness of information (transparency), performance responsibility (accountability), and community involvement in the service process (participation). Even so, there are still obstacles such as low public understanding of digital technology and limited supporting facilities available. The use of SIPRAJA has been proven to be able to accelerate services and increase accuracy in managing personnel data. Overall, this application has been running in line with the principles of good governance, but there needs to be an improvement in terms of technological infrastructure and education for the community so that the digitalization of services can run more optimally in the future

Abstract

Civic Education (PKn) has a strategic role in shaping national identity in the midst of a multicultural Indonesian society. This study aims to examine the contribution of PKn in building the national identity of the younger generation, identify challenges in its implementation, and explore effective learning strategies. Through a literature study approach, this study reveals that PKn not only instills an understanding of the rights and obligations of citizens, but also strengthens the values of democracy, tolerance, and nationalism that are the foundation of national unity. However, various challenges are still faced, such as the limitations of teacher training, the lack of relevance of the material to contemporary social conditions, and the disparity in implementation between regions. Therefore, participatory learning strategies, technology integration, and collaboration between schools and communities are important to increase the effectiveness of PKn. These findings confirm that PKn designed in an adaptive and contextual manner can be a powerful means in strengthening national identity in the era of

Abstract

This research discusses and efforts and solutions in overcoming or overcoming poverty. This study uses qualitative research methods. The data collection technique is carried out by literature study, namely exploring journals, good scientific journals and other information relevant to the research. The data that has been collected is then analyzed in three stages, namely data reduction, data presentation and conclusion drawn. By using several journals to be re-analyzed, the author finds efforts to overcome and also look for the most appropriate strategy in efforts to eradicate poverty. The researcher also briefly discussed the existing problems related to poverty by taking several concepts of the community program planning model of the people's care movement as an effort to alleviate poverty that can be taken to make a solution.

Abstract

This article compares German and French public administration, focusing on differences in state form, government system, political system, bureaucratic structure, as well as resource, moral, and economic factors. Germany itself, with its federal system and strong decentralization, contrasts with France which is a unitary state with dominant centralization. The method used is descriptive qualitative with a literature study approach. The difference in the form of the state and the system of government affects the mechanism of decentralization, public service management, and the relationship between the central and local governments, in this case decentralization, Germany shows a high level of regional autonomy through a clear division of authority between the federal government and the states (Lander). The analysis shows that the federal government structure provides flexibility and efficiency in public services, while the unitary model is more centralized and coordinative. The results of this study are expected to contribute to understanding the dynamics of government and its influence on state governance, and become a reference for the formulation of contextual and adaptive public policies in Indonesia.

Abstract

Governance is a conceptual framework that includes public philosophy and management. Good governance emphasizes the principles of accountability, transparency, excellent service, democracy, participation, efficiency, and the rule of law. However, currently there are many public services that are efficient in serving the community, therefore it is necessary to improve good governance. This research method uses a qualitative literature study to understand Good Governance in Public Services. The results show that to create good governance, it requires the involvement of all stakeholders. In addition, the existence of responsive public services and the ability to adjust to the needs of the community are the main keys in achieving effective and sustainable governance.

Abstract

Artikel ini bertujuan untuk menganalisis keterlibatan multisektor termasuk sektor pemerintah, swasta, dan masyarakat memiliki dampak signifikan terhadap efektivitas akuntabilitas kinerja instansi pemerintahan. Sektor pemerintah bertugas mengatur dan melaksanakan kebijakan, namun keterbukaan dan akuntabilitasnya dapat diperkuat melalui kolaborasi dengan sektor swasta dan masyarakat. Sektor swasta mendukung efektivitas dengan menyediakan sumber daya, keahlian teknis, dan inovasi dalam implementasi program. Masyarakat, sebagai pemangku kepentingan utama, berperan dalam pengawasan dan memberikan umpan balik yang meningkatkan transparansi serta kepercayaan publik terhadap pemerintah. Sinergi ketiga sektor ini menciptakan sistem akuntabilitas yang lebih kuat, yang meningkatkan kinerja instansi pemerintahan dalam mencapai tujuan yang ditetapkan. Hasil penelitian menunjukkan bahwa keterlibatan ketiga sektor secara simultan berpengaruh signifikan terhadap peningkatan akuntabilitas kinerja, dengan sektor masyarakat memberikan pengaruh paling kuat karena mampu menekan penyimpangan dan mendorong transparansi melalui kontrol sosial yang lebih luas.
