Abstract

The fundamental problem addressed in this study is the persistent leakage of locally-generated revenue from market retribution due to opaque manual cash payment systems in Banyuwangi Regency. The research aims to describe and analyse the implementation of Banyuwangi Regent Regulation Number 2 of 2018 concerning Non-Cash Transactions on the E-Retribution programme at Blambangan Market, utilising the dimensions of communication, resources, disposition, and bureaucratic structure. The methodology employed a descriptive qualitative approach through in-depth interviews with informants selected via snowball sampling, direct field observation, and documentary study. The findings indicate that the implementation of the Electronic Market Retribution (ERPAS) programme has been relatively successful through a partnership with PT Bank Jatim. Policy communication was conducted through two-way socialisation, human resources were equipped with Standard Operating Procedures, although supporting facilities such as Electronic Data Capture (EDC) machines were still prone to technical disruptions. The implementers’ disposition demonstrated high commitment, yet resistance from some traders due to the requirement of upfront deposit was still encountered. The bureaucratic structure exhibited clear task division and routine supervision. The conclusion underscores that the success of this policy implementation is determined by the synergy of the four dimensions and the capacity to address technical constraints and traders’ digital literacy. The study contributes recommendations for strengthening infrastructure capacity and continuous socialisation for the replication of similar policies.

Abstract

The main problem in developing the creative economy at Muneng Market in Probolinggo Regency is the low competitiveness of traditional business actors due to minimal digital literacy and limited infrastructure, causing them to be marginalised by modern market expansion. This study aims to analyse the implementation of creative economy development policies in strengthening the economic and social functions of the traditional market and identifying its supporting and inhibiting factors. The research methodology employed a descriptive qualitative approach with in-depth interviews with five traders and five buyers selected through incidental sampling, direct observation of market activities, and documentation studies. The findings show that creative economy development at Muneng Market has contributed to increasing traders’ income, creating new job opportunities, and strengthening local identity through innovation in culinary, fashion, and recycled craft products. Muneng Market also maintains a robust social function as a community interaction space that strengthens personal relationships between traders and consumers. However, policy implementation still faces serious obstacles including low utilisation of digital technology, minimal youth participation, and suboptimal cross-sector collaboration. In conclusion, the creative economy transformation in traditional markets is incremental and requires integrated policy strengthening. This research contributes a participatory analysis model that connects economic, social, and institutional dimensions in developing traditional markets based on the creative economy.

Abstract

Administrative reform in education and health is a critical prerequisite for improving public service quality and human development at the local level. This study aims to analyse the implementation of administrative reform in Banyuwangi Regency with reference to three main strategies: procedural, technical, and programmatic reform. The research employed a descriptive qualitative approach through in-depth interviews with key informants from education and health offices, community representatives, and private sector partners, complemented by direct field observation and extensive document review. The findings indicate that procedural reform expanded community and private sector participation through inclusive education regulations, reduced dropout rates, and health insurance schemes for the poor. Technical reform was realised through Banyuwangi Digital Society, Smart Kampung, e-education, and e-health, which improved bureaucratic efficiency and transparency. Meanwhile, programmatic reform delivered innovations such as Banyuwangi Cerdas, accelerated stunting reduction, extended expected years of schooling, and community-based health services, contributing to a notable rise in the Human Development Index. In conclusion, administrative reform in Banyuwangi has successfully built an adaptive, collaborative, and digital-based governance model for sustainable public services. The research contributes an integrative framework for synergising the three reform strategies to achieve innovative, accountable, and equitable local governance

Abstract

Surabaya, as one of Indonesia's metropolitan cities, still faces challenges related to poverty and limited access to adequate housing for low-income communities. This situation has prompted the Surabaya City Government to launch the Social Rehabilitation Program for Uninhabitable Houses (Rutilahu), which involves various stakeholders in a collaborative manner. This study aims to analyze the implementation of Collaborative Governance in the Social Rehabilitation Program for Uninhabitable Houses in Surabaya. This research employs a descriptive qualitative method based on the Collaborative Governance model by Ansell and Gash (2008), which encompasses five indicators: starting conditions, institutional design, facilitative leadership, collaborative process, and outcomes. Data were collected through in-depth interviews with various informants, field observations, and document studies in Ploso, Ketabang, and Kemayoran sub-districts. The findings reveal that the Rutilahu Program has involved multiple actors, including the Department of Public Housing, Settlement Areas, and Land Affairs (DPRKPP), the Social Services Department, the House Repair Technical Group (KTPR), CSR institutions such as Baznas and BSPS, sub-district governments, and beneficiary communities. Starting conditions were characterized by power imbalances between the government and community, although the tradition of mutual cooperation supported the collaborative process. The institutional design is regulated through Surabaya Mayor's Regulation Number 7 of 2024; however, inter-agency coordination still requires improvement. Facilitative leadership at the sub-district level plays a critical role as a mediator and liaison among actors. The collaborative process took place through deliberation, socialization, and intensive communication that built trust among stakeholders. This collaboration has resulted in significant improvements in the physical quality of housing; however, aspects of community social and economic empowerment still need to be enhanced. It is concluded that collaborative governance in the Surabaya Rutilahu Program has functioned well, but further strengthening of community participation and program sustainability is needed to fully achieve community welfare objectives
