Abstract

The low participation of the BPD in supervision and development planning, which results in unequal benefits for the community.This study aims to evaluate the extent to which the BPD contributes to achieving village development goals and to understand the factors influencing its performance effectiveness.The research methodology uses a qualitative approach with purposive sampling techniques to determine relevant informants.Data collection was conducted through interviews, observations, and document analysis.The research results indicate that the BPD has not yet functioned optimally in absorbing community aspirations and conducting effective oversight.The performance of the BPD tends to be administrative in nature, without active involvement in the development process.The discussion reveals that the dominance of the village head hinders the role of the BPD, causing the functions of oversight and community participation to not run well.The limited understanding of BPD members regarding their duties and functions also becomes a hindrance.The conclusion of this study emphasizes that although village development is proceeding on schedule, the effectiveness of the BPD's performance remains low.

Abstract

Analysis of the contradictions in prostitution activities at the former Pakem localization, Banyuwangi, covers several important points.The main issue lies in the uncertainty of the status of the former localization area that was supposed to be closed, yet there are still covert prostitution activities.This research aims to understand the social dynamics and conflicts that arise due to the presence of prostitution in the area.The research methodology uses a qualitative approach with purposive sampling and snowball sampling techniques to determine informants.Data collection was carried out through interviews, observations, and documentation.The research results show that although the government has made efforts to close down former localization areas, prostitution activities continue, causing dissatisfaction among the community.The discussion reveals that this contradiction creates social conflict between the community that rejects the existence of prostitution and those who consider it a source of income.The government's performance in enforcing regional regulations is also considered less effective, causing the community to feel unprotected.The conclusion of this research emphasizes the need for decisive action from the government to permanently close former localization areas and enhance collaboration between the government, law enforcement, and the community to create a safer and more orderly environment.

Abstract

The high number of illegal parking that disrupts traffic flow, despite existing regulations.This research aims to evaluate the effectiveness of the implementation of these regulations in regulating illegal parking along Jalan Jenderal Ahmad Yani.The research methodology uses a qualitative approach with purposive sampling and snowball sampling techniques to determine informants.Data collection was conducted through interviews, observations, and documentation.The research results show that although the Transportation Department has enforced regulations, many people still violate the rules due to a lack of awareness and understanding of the existing regulations.The discussion reveals that effective communication between the government and the public is very important to improve compliance with regulations.In addition, adequate human resources and facilities also play a role in the successful implementation of policies.The conclusion of this study emphasizes that although there have been efforts at regulation, better strategies in socialization and law enforcement are still needed to achieve the policy goals

Abstract

The high poverty rate in Rejosari Village, where many people lack the skills to develop micro-enterprises.The research objective aims to evaluate the effectiveness of the micro-enterprise skills training program in improving community welfare.The research methodology uses a qualitative approach with purposive sampling and snowball sampling techniques to determine informants.Data collection was carried out through interviews, observations, and documentation.The research results show that the skills training program has been running well, but there are still obstacles in terms of understanding and community participation.The discussion reveals that effective communication between the village government and the community is crucial for increasing participation in the program.Adequate human resources and facilities also play a role in the successful implementation of policies.The conclusion of this study emphasizes that although there has been progress in the implementation of the program, further efforts are still needed to raise public awareness and ensure the sustainability of the training program.

Abstract

This analysis discusses the implementation of Regional Regulation Number 17 of 2017 concerning Public Service Retribution, specifically in parking services in Banyuwangi.The main issue lies in the low parking retribution income due to the lack of adequate facilities and infrastructure, as well as suboptimal management.The purpose of this research is to evaluate the effectiveness of the implementation of the policy and identify the obstacles encountered.The methodology used is a qualitative approach with in-depth interviews with key informants, including Transportation Department officers and parking service users.The research results indicate that the limited availability of parking facilities and the lack of official parking attendants contribute to this issue.In addition, ineffective communication between the government and the community also poses a challenge.The conclusion of this research emphasizes the need for improvements in facilities and infrastructure, an increase in the number of parking attendants, and enhancements in communication and socialization of policies to the public.These efforts are expected to increase local revenue and provide better service to parking users.

Abstract

This analysis discusses the role of the Environmental Agency in increasing community participation through waste management empowerment programs in Banyuwangi District.The main issue lies in the low community participation in waste management at the source, which is caused by a lack of understanding and awareness among the community.The purpose of this research is to describe the role of the Environmental Agency as well as the supporting and inhibiting factors in the program.The methodology used is qualitative research with a descriptive approach, involving interviews and observations at the research site.The research results show that the Environmental Agency has taken various actions, such as providing information, consultations, and joint decision-making, but there are still obstacles in terms of budget and public awareness.The conclusion of this research emphasizes the need for increased socialization and guidance to enhance community participation in waste management, as well as the necessity for adequate budgetary support to sustain existing programs.

Abstract

This research raises the main issue regarding the suboptimal implementation of the Government Agency Performance Accountability System (SAKIP) within the Bangorejo Subdistrict Government.The performance of government officials in the area is still considered suboptimal in carrying out public service functions to the community.The evaluation results from the Banyuwangi District Inspectorate indicate that the biggest obstacle lies in the understanding and skills of human resources in consistently implementing SAKIP.In addition, the existence of vacant positions within the organizational structure also serves as an impediment to achieving optimal service performance.The main objective of this research is to describe the implementation of SAKIP and its direct impact on the quality of public services provided.The urgency of this research lies in the importance of providing data-driven and solution-oriented policy recommendations to promote more accountable governance in Bangorejo District.The method used in this research is a qualitative descriptive approach that allows for an in-depth exploration of the phenomenon being studied.Data collection techniques were carried out through in-depth interviews with key informants and direct field observations.Data is analyzed through the stages of reduction, presentation, and conclusion drawing.The results show that the aspects of organization, interpretation, and application greatly influence the effectiveness of SAKIP.The conclusion of the research emphasizes the need for improving human resource capacity and organizational structure.

Abstract

The issues in this research are related to the high poverty rate in the Banyuwangi District, particularly experienced by street vendors, buskers, and street children.The existence of this group reflects a complex social challenge that demands serious attention and handling from the local government.The purpose of the research is to analyze the coaching efforts undertaken by the Banyuwangi Regency Government in addressing the issues faced by the urban poor.The research also identifies the obstacles that arise during the implementation of community welfare improvement programs.The methodology used was a descriptive qualitative approach.Data collection techniques were carried out through in-depth interviews with key informants and direct field observations.Data analysis includes the processes of reduction, presentation, and conclusion drawing to obtain an objective and comprehensive picture.The research results show that government programs have not been fully effective in addressing poverty.The low level of public awareness and the limited capacity of human resources are the main obstacles in the implementation of policies.The community feels that the services provided do not meet their expectations.The conclusion of this research underscores the importance of enhancing the capacity of bureaucratic resources and improving program governance.Strengthening communication between the government and the community is also necessary to ensure that policies are more targeted.More effective implementation is expected to drive sustainable improvement in community welfare.

Abstract

The main issue in this research is the suboptimal role of the Village Consultative Body (BPD) in the administration of village governance in Kemiren Village.BPD members still do not fully understand their duties and functions, resulting in ineffective oversight and the channeling of community aspirations.This research aims to analyze the role of the BPD in village governance and identify the factors that influence its performance.The focus of this research is to provide a clear picture of the challenges faced by the BPD in carrying out its functions.The research methodology used is a qualitative descriptive approach.Data were obtained through observation, interviews, and documentation to provide an in-depth understanding of the situation in the field.The data analysis process is carried out through reduction, presentation, and conclusion drawing.This research is located in Kemiren Village, Glagah District, Banyuwangi Regency.The purposive sampling technique was used to determine informants relevant to this research.The research results indicate that the BPD has not yet functioned optimally in accommodating and channeling the aspirations of the community.Many aspirations have not yet been realized, and communication between the BPD and the community is still lacking.The supervisory function carried out by the BPD is also not yet optimal, as most of it is still performed by the BPD chairman himself.This indicates the need for capacity building among BPD members so that they can perform their duties better.The conclusion of this study emphasizes the importance of better training and understanding for BPD members.The village government needs to provide support in the form of capacity development so that the BPD can function effectively.
