Abstract

Land holds a crucial position in Indonesia both as a communal resource and a high-value economic asset, making disputes over land rights particularly those triggered by document forgery highly prevalent and socially impactful. Given this context, cases involving falsified land certificates often escalate into complex legal disputes requiring meticulous investigation. This research aims to analyze the chronology of Dani Bahdani’s lawsuit against TNI Headquarters, the investigation process conducted by Unit 3, Sub-Directorate 2 Directorate of General Crimes, Bareskrim Polri, and the obstacles faced in handling the land document forgery case. Using qualitative methods with a case study approach through interviews, documentation, and source triangulation, the research found that Dani Bahdani used fake girik or Land Ownership Certificate and invalid power of attorney to sue state assets, while investigators successfully uncovered the forgery through investigation management and Scientific Crime Investigation (SCI) including forensic document examination. The research results show that the investigation ran effectively thanks to inter-agency coordination and facility support, but still faced obstacles in the form of weaknesses in the substance of Article 263 of the Criminal Code, lack of synchronization in land regulations, minimal integration of BPN data, and low public legal awareness. In conclusion, this case confirms the importance of strengthening document forgery regulations, integrating the national land system, and increasing legal education to the public to prevent similar cases from recurring.

Abstract

The October 2020 protests against the Job Creation Law, marked by mass mobilization and significant unrest, tested Indonesia's public security framework. This study analyzes the strategic planning and early detection mechanisms employed by the Intelligence and Security Agency of the Indonesian National Police (Baintelkam Polri) in mitigating threats to public security during the 2020 Job Creation Law protests. Using a qualitative case study approach, data were collected through in-depth interviews with ten key Baintelkam Polri informants and analysis of relevant documents. The findings reveal that strategic planning was conducted through a structured intelligence cycle involving multidimensional risk analysis, cross-functional coordination, and continuous adaptation. Early detection was executed via integrated field and digital monitoring, comprehensive vulnerability indicators, and a rapid field reporting system. Intelligence products centrally informed operational decisions, while rapid estimation mechanisms enabled adaptive responses to emerging threats. The research concludes that intelligence-led early detection and strategic planning are crucial for maintaining security stability during large-scale demonstrations while upholding legal and democratic norms. Theoretically, it reinforces early detection theory and Conflict Early Warning Systems (CEWS) in domestic security, offering empirical insights into central intelligence’s role in managing mass actions in Indonesia.

Abstract

Cartenz Peace Operation  is a continuation of the Papua Task Force (2016) and Operation Nemangkawi (2018). The existence of Operation Cartenz Peace indicates a rapid shift in nomenclature. However, an in-depth analysis of its formation process reveals critical gaps in standard police operational procedures. There has been no in-depth study or planning conducted prior to each name or strategy change. In fact, a successful operation must be based on careful planning that begins with a comprehensive study. The study intends to examine the planning issues of the Cartenz Peace Operation and suggest reclassifying it as an Enhanced Routine Activity (KRYD) for better management of armed criminal groups in Papua. The research method used is qualitative-descriptive. The approach used in this study is a case study. Operation Cartenz Peace was chosen as a unique and specific case for in-depth analysis. The analysis will focus on the planning process, decision-making, policy implementation, and evaluation of the results of this operation. The results and discussion reveal that Operation Cartenz Peace did not meet the criteria for a police operation. Operation Cartenz Peace should be reclassified as an Enhanced Routine Activity (KRYD). This classification denotes activities conducted by regional units with increased personnel and budget allocations, without the rigid time limitations that characterize formal operations.

Abstract

Integrated data management has become critical for intelligence analysis, particularly in terrorism-related crime handling. The Intelligence Directorate of Detachment 88 AT Polri faces significant challenges managing case data from multiple units and information sources. This study analyzes the utilization of a Case Management System (CMS) model in supporting intelligence analysis activities at Detachment 88. A qualitative approach was employed through in-depth interviews with key informants (Director of Intelligence, Head of Sub-Directorate of Analysis, and intelligence analysts) and document analysis of internal reports and national policies conducted during 2020-2023. Findings indicate that integrated CMS implementation positively impacts analysis speed, information accuracy, and cross-unit coordination. However, limitations persist including partial data integration due to format differences, reliance on manual verification processes, slow processing of large-volume data from social media and CCTV, and network infrastructure constraints in operational areas. System interoperability plays a crucial role in supporting timely and precise intelligence decision-making. The study identifies three critical pillars for CMS effectiveness: multi-source data integration, adaptation to evolving terrorism methods utilizing digital technology, and robust data security mechanisms including encryption and role-based access controls. CMS must evolve from a data repository to an AI-enabled analytical platform with automated data fusion, modular architecture, and layered security protocols to effectively counter dynamic terrorism threats while maintaining strict confidentiality standards.

Abstract

Traditional home-based industries in rural areas often face significant market stagnation due to poor product presentation and limited digital engagement. This study addresses the marketing and presentation gaps faced by the Bakti Nagari Women Farmers Group (WFG) in West Padang Panjang of West Sumatra, where suboptimal packaging and a lack of digital literacy hindered growth. The primary objective was to modernize fried shallot products through knowledge sharing and practical training in professional packaging and social media marketing. Utilizing a qualitative research design, the methodology involved a multi-stage intervention comprising field observations, socialization, technical demonstrations, and digital market activation. Results indicate a significant improvement in participants' understanding of packaging diversification and digital content creation. Specifically, the adoption of professional labeling and ziplock packaging enhanced product value, while training in platforms like Instagram and TikTok expanded the group's market reach beyond local boundaries. This study concludes that bridging the digital divide through creative skills is essential for economic independence. These findings imply that community empowerment programs must transition from production-focused support to integrated marketing strategies to ensure long-term sustainability for micro-enterprises.
