Tamalanrea: Journal of Government and Development (JGD) is a government and development studies journal for the theoretical and practical discussion of government, public institutions, public policy, and development. Our journal, in association with the Department of Government Science, Faculty of Social and Political Sciences, Hasanuddin University, prioritizes a local and global approach to public policy and development. Irrespective of empirical orientation, all papers should have wider theoretical, comparative, or practical significance. Aims and Scope The journal aims to develop and disseminate government and development literature that provides linkages among government research, government education, government policy and practice, and government development at the local, national, and international levels, in all regions. It contributes to understanding key government problems and trends in any context, as well as to providing forums of effective strategies responding to these emerging challenges. The journal invites various types of original contributions related to the government and development, including empirical research, theoretical and historical analyses, and critical reviews of policies, programs, legislations, organizations, and practice interventions. Abstract

This study uses a descriptive qualitative method approach to analyze the implementation of Good Governance principles in administrative services at the Diat Village level, Bukal District, Buol Regency. Data were collected through in-depth interviews, observations, documentation, and field notes that rely on information from informants and secondary sources such as related books and articles. Data analysis was carried out in three stages: data reduction, data presentation, and drawing conclusions. The main focus of this study is the indicators of responsiveness, efficiency, and effectiveness in village administrative services. The results of the study indicate that the implementation of the responsiveness principle in public services in Diat Village has not been maximized, due to the low responsiveness of officers in responding to community needs. In addition, the implementation of the efficiency and effectiveness principles has also not been optimal, with obstacles such as the long distance between the officer's house and the slow process of processing signatures. Although the Village Secretary tries to provide fast service, the absence of a village office as a service center hinders efficiency and extends the time for completing administration. This study provides important insights into the challenges in implementing Good Governance principles at the village level and the need for improvements in the aspects of responsiveness, efficiency, and effectiveness of public services.

Abstract

In the digitized phase of Bangladesh, the government-to-person (G2P) approach represents an innovative shift in public service delivery. This model transforms the traditional "one to many" service approach into a "one to one" interaction, where the government directly engages with individual beneficiaries. This direct connection enhances transparency, accountability, and efficiency in service provision. The G2P approach is implemented across various projects in Bangladesh. This study aims to explore how G2P influences public service delivery perceptions and assess its impacts. A mixed-methods design was employed, and samples were selected from government officials and beneficiaries, totaling 120 participants. Data collection was accomplished through key informant interviews and surveys. The analysis utilized the Statistical Package for Social Science (SPSS) alongside detailed qualitative assessments. Discussions drawn from the analysis indicate notable impacts of G2P on public service delivery. Ultimately, it is suggested that the government and policymakers focus on expanding the scope of G2P services to ensure a structured, transparent, and efficient delivery of public services. While there are challenges to address, overcoming these barriers could facilitate a transformative phase in Bangladesh's governance system.

Abstract

The implementation of the 2020 Makassar Mayoral Election shows that the level of political participation is still low. This condition needs to be evaluated by reviewing the extent of the role of various parties in encouraging increased community political participation. Political education is the main key in building public political awareness. The Indonesian Youth National Committee (KNPI) of Makassar City has a role in increasing voter participation through political education. The purpose of this research is to find out the political education of the National Committee of Indonesian Youth (KNPI) Makassar City in increasing voter participation. This research method uses a descriptive qualitative approach, with data collection techniques through in-depth interviews, field observations, documentation, literature studies and online media. The results showed that the Makassar City KNPI has a role in increasing public political awareness, especially among young voters, through neutral and independent political education. This is realized through cooperation with the KPU and Bawaslu, board development, and physical and digital socialization efforts. However, effectiveness still faces various challenges, such as political apathy, distrust of the system, lack of method development, lack of youth representation in local politics, and the stigma of organizational independence. Therefore, there is a need for greater collaboration and innovative approaches to overcome barriers to youth political participation more effectively.

Abstract

The noken system is a unique cultural tradition in Papua that plays a significant role in organizing and facilitating political participation. This study aims to explore the cultural influence of the noken system on political engagement in Papua. Using a qualitative approach, data were collected through in-depth interviews and participatory observation in several regions. The findings reveal that the noken system functions not only as a symbol of social solidarity but also as a consensus-based democratic mechanism that enhances political awareness and citizen involvement. Communities that practice the noken system tend to be more politically active and exhibit greater trust in electoral processes. However, this study also highlights ongoing debates about the compatibility of the noken system with modern democratic principles and human rights, including concerns over potential vote manipulation and limited individual voting freedom. The research contributes theoretically to the understanding of consensus democracy and indigenous political systems, encouraging further discussion on democratic pluralism in local contexts. Thus, the noken system holds a strategic role in strengthening culturally grounded democracy in Papua.

Abstract

This research aims to analyze the implementation of transparency, accountability, and community participation in Village Fund management in Tappale Village, Libureng Subdistrict, Bone Regency. Employing an in-depth case study approach, this research explores the mechanisms, levels, and challenges in realizing good governance at the village level. Data were collected through semi-structured interviews with village government officials, members of the Village Consultative Body , community leaders, and general residents, as well as through observation and document analysis. The findings reveal that despite formal efforts to implement governance principles, the implementation still faces significant obstacles related to information accessibility, the effectiveness of accountability mechanisms, and the level of inclusive community participation. This study concludes that strengthening Village Fund governance requires an approach that goes beyond formal compliance, emphasizing community empowerment, capacity building of local actors, and the development of participatory and accountable mechanisms. These findings provide practical implications for village governments and recommendations for future research in the effort to achieve more effective Village Fund management and contribute to sustainable village development.

Abstract

The wave of regional expansion in Indonesia has created new dynamics in the evolution of local government bureaucracy, especially in the balance between procedural formalization and organizational adaptability. This study analyzes the comparison of procedural rigidity versus bureaucratic adaptability between new autonomous regions (DOB) and parent regions in the context of the expansion of Buton Regency. Using a mixed methods design with a comparative case study approach, involving 270 respondents from Buton, South Buton, and Central Buton Regencies. Data were collected through structured surveys, in-depth interviews, participant observation, and document analysis. The results showed that the Buton Regency showed the highest formalization (4.12) but the lowest adaptability (3.52), while both DOBs showed superior adaptability (3.94 and 3.87) with more moderate formalization. The parent region experienced a strong negative trade-off (r=-0.48) between formalization and adaptability, while DOB showed a more complex and less linear relationship. As a result, DOB managed to achieve a more optimal balance through fresh start advantage, while the parent region experienced institutional lock-in that hampered adaptability. This finding challenges the assumption that institutional maturity always contributes positively to organizational effectiveness.
