Abstract

Tujuan penelitian ini untuk menganalisis pengawasan pemerintah daerah dalam mengatasi kelangkaan pupuk bersubsidi di Kabupaten Bone. Fokus penelitian ini akan mengkaji konsep pengawasan yang dikemukakan oleh William H. Newman dalam (Handoko, 2016) yang terdiri dari Penetapan standar pelaksanaan, Penentuan pengukuran pelaksanaan kegiatan, dan Pengambilan Tindakan. Hasil dari penelitian ini menunjukkan bahwa Pemerintah daerah Kabupaten Bone perlu mengoptimalkan pengawasan pupuk bersubsidi dengan mengupayakan pemantauan dan pengawasan swadaya oleh masyarakat pengguna pupuk bersubsidi. Hasil (1) Standar pengawasan sudah efektif, tapi masih ada hambatan seperti ketepatan waktu dan harga jual yang berbeda dengan HET. (2) Pemantauan di distributor dan penyalur belum maksimal, menyebabkan penyimpangan. Pemantauan lebih fokus pada pelaporan, membuka peluang penyimpangan. (3) Tindakan yang diambil pemerintah daerah adalah mendorong petani untuk membeli pupuk non-subsidi demi keselamatan tanaman.

Abstract

This research aims to analyze the implementation of transparency, accountability, and community participation in Village Fund management in Tappale Village, Libureng Subdistrict, Bone Regency. Employing an in-depth case study approach, this research explores the mechanisms, levels, and challenges in realizing good governance at the village level. Data were collected through semi-structured interviews with village government officials, members of the Village Consultative Body , community leaders, and general residents, as well as through observation and document analysis. The findings reveal that despite formal efforts to implement governance principles, the implementation still faces significant obstacles related to information accessibility, the effectiveness of accountability mechanisms, and the level of inclusive community participation. This study concludes that strengthening Village Fund governance requires an approach that goes beyond formal compliance, emphasizing community empowerment, capacity building of local actors, and the development of participatory and accountable mechanisms. These findings provide practical implications for village governments and recommendations for future research in the effort to achieve more effective Village Fund management and contribute to sustainable village development.

Abstract

Abstract : Artikel ini menyintesis literatur untuk merumuskan model blue governance yang operasional bagi pemerintah daerah pesisir Indonesia. Dengan tinjauan pustaka sistematis (scoping review) atas publikasi 2000–2025, penelusuran awal 1.250 temuan disaring menjadi 40 artikel yang relevan. Sintesis menunjukkan tiga pilar kunci tata kelola: (1) otonomi daerah untuk penyesuaian kebijakan dengan konteks lokal; (2) integrasi ekosistem guna menautkan pemanfaatan dan konservasi (termasuk blue carbon seperti mangrove dan seagrass); dan (3) partisipasi publik yang dioperasionalkan melalui Forum Musyawarah Pesisir serta pelembagaan kearifan lokal. Dibandingkan kerangka ICZM, MSP, dan EBM, model yang diusulkan lebih kontekstual pada desentralisasi Indonesia dan menempatkan partisipasi sebagai mekanisme legitimasi kebijakan. Implikasi praktis mencakup integrasi model ke RPJMD/RTRW, pembentukan Dewan Pesisir Daerah dan Satgas Blue Governance (kemitraan aparatur komunitas), optimalisasi dana desa untuk aksi biru, serta monitoring partisipatif berbasis komunitas dan perguruan tinggi. Rekomendasi menargetkan perbaikan koordinasi lintas-level, pengelolaan trade-off konservasi pembangunan, dan penguatan data. Keterbatasan utama terletak pada absennya validasi lapangan, sehingga studi mixed-methods pada lokasi percontohan disarankan. Secara keseluruhan, model ini menawarkan kerangka praktis untuk mewujudkan tata kelola pesisir yang inklusif, resilien, dan berkelanjutan, sekaligus menopang pencapaian SDGs dan NDC Indonesia.   Kata Kunci: blue governance; otonomi daerah; partisipasi publik; integrasi  ekosistem; ekonomi biru; pesisir Indonesia.

Abstract

This study critically appraises public participation in Makassar City's Musyawarah Perencanaan Pembangunan (Musrenbang), using Arnstein's Ladder of Citizen Participation and Gaventa's Power Cube as theoretical frameworks. The analysis reveals tokenistic participation patterns: community proposals increased significantly from 2,000 (2021) to 4,000 (2024), yet only 28% were incorporated into the 2024 RKPD. Five reinforcing constraints form a vicious "Power Trap": (1) national regulations lacking adoption quotas, (2) 60% of the municipal budget pre-allocated to strategic projects before deliberation, (3) siri' na pacce cultural norms encouraging self-censorship, (4) digital inequality with 67% of online proposals originating from urban core areas, and (5) limited community capacity for strategic proposals. Comparative analysis with neighboring Maros (45% realization) and Gowa (35%) reveals that decentralized deliberation outperforms Makassar's centralized metropolitan approach. The paper proposes a three-pillar "Power Bridge" reform framework: mayoral regulation mandating 40% adoption quota for non-strategic proposals, pre-Musrenbang publication of fixed priorities, and the "Speak Up" empowerment program combining digital inclusion and capacity-building. Expected targets for RKPD 2026 include 40% realization, 50% peripheral participation, and 25% strategic proposals. This research contributes an inclusive participation model applicable to metropolitan Indonesia, aligned with SDG 16's sustainable development objectives.
