Abstract

Purpose-This article analyzes the role of Citizenship Education in shaping intelligent, responsible, and nationally committed citizens. It examines how Civics develops civic literacy, strengthens awareness of rights and obligations, and embeds Pancasila values as the moral foundation for constructive participation in society. Research Methodology/Design/Approach- literature review was conducted by examining scholarly articles, books, curriculum documents, and official publications related to Citizenship Education and character development. This approach enabled a focused synthesis of key concepts, learning objectives, and pedagogical challenges within Civics instruction. Findings-The study finds that Citizenship Education significantly contributes to developing civic knowledge, attitudes, and behaviors aligned with democratic and national values. However, its implementation is often limited by insufficient teacher competence, lack of contextual and innovative teaching methods, and weak integration of Pancasila values into classroom practices. Strengthening teacher roles as facilitators and role models is essential to enhance the effectiveness of Civics learning. Originality/Value-This article provides a concise conceptual understanding of how Citizenship Education can be optimized to foster a generation with strong civic responsibility and national identity, offering insights for improving pedagogical practice and curriculum development.

Abstract

Purpose – This study aims to analyze the disparities in music education provision within two Teacher Training Colleges (TTCs) in Rwanda and examine their practical implications in affiliated demonstration primary schools. The study seeks to understand how music education within teacher preparation programs contributes to learners’ creativity, cultural awareness, cognitive development, and emotional intelligence, and to what extent its implementation aligns with national curriculum expectations. Research Methodology/Design/Approach – A qualitative case study approach was employed to investigate the curriculum, pedagogical practices, and instructional readiness of TTCs. Data were collected through semi-structured interviews with primary school teachers, student teachers, and music tutors; classroom observations involving integrated lessons; and document analysis of lesson plans, curriculum frameworks, and resource inventories. This approach enabled a comprehensive exploration of how music education is delivered and contextualized in both TTCs and demonstration schools. Findings – The findings reveal substantial inconsistencies in the quality and frequency of music education instruction. Practical music lessons were allocated limited instructional time, and several instructors demonstrated insufficient musical competence and pedagogical confidence. Both TTCs and demonstration schools lacked adequate resources, particularly musical instruments and suitable teaching aids. In primary schools, music education was often intermittent or overlooked due to limited teacher capacity, resource shortages, and inconsistent curricular demands. Originality/Value – This study highlights a clear gap between teacher preparation and the actual delivery of music education in Rwandan primary schools. It recommends increasing practical music instruction time in TTCs, improving the availability of musical resources, and providing targeted professional development to strengthen consistent and effective pedagogical practice

Abstract

Purpose -This study aims to analyze how the implementation of Pancasila values shapes anti-corruption character within the government sector. It seeks to understand the extent to which these foundational national values guide ethical conduct, strengthen integrity, and foster accountability among civil servants, as well as to identify structural and cultural constraints that hinder their effective realization. Research Methodology/Design/Approach A qualitative research design employing a structured literature review was used to examine scholarly works, books, journal articles, policy documents, and official publications related to Pancasila, character development, and anti-corruption governance in Indonesia. This method enabled a comprehensive synthesis of theoretical perspectives, empirical evidence, and policy discourses concerning the integration of Pancasila values into governmental practices. Findings – The findings indicate that although awareness of the importance of Pancasila is relatively high, its implementation in the government sector remains inconsistent. Deep-rooted corruption norms, institutional inertia, limited policy enforcement, and inadequate civic oversight continue to undermine efforts to embed ethical behavior. The study also reveals that education on Pancasila values is often superficial, and community involvement in monitoring government performance remains weak. Strengthening policy interventions, improving institutional culture, and expanding public participation are essential to ensure sustainable integration of Pancasila values in public service. Originality/Value – This study provides a conceptual and contextual analysis of how Pancasila functions as an ethical foundation for anti-corruption character development in Indonesian governance. It offers actionable insights by emphasizing the need for systemic reform, value-based civil servant education, and community-driven oversight to foster a clean, transparent, and integrity-driven government.
