Abstract

Good governance bukan hanya merupakan gagasan yang semakin penting bagi sektor publik semata, namun demikian pula halnya bagi sektor kemasyarakatan dimana NGO tumbuh di dalamnya. Perkembangan dewasa ini telah menunjukkan munculnya banyak tuntutan baik dari para donor maupun publik agar NGO menerapkan sistem manajemen yang lebih professional dengan mengedepankan profesionalisme dan akuntabilitas. Namun demikian, posisi NGO yang berada di dalam zona ambigu antara birokrasi dan sektor privat memunculkan kesulitan bagi NGO untuk mengimplementasikan good governance. Dalam tulisan ini dijelaskan bagaimana perbedaan orientasi, ukuran, ruang lingkup serta kapasitas telah menjadi penghambat tersendiri bagi upaya NGO dalam rangka menerapkan good governance.Kata Kunci : good governance, professionalism, accountability, strategic management

Abstract

The paper compares the broad outlines of decentralization taking place in India, dating from the last decade of the past century, with that of Indonesia in the first decades of the present one. When appropriate, material from China will be included in the essay. Of the usual subjects of political, administrative, and physical decentralization, the center of focus is on the generally acknowledged least successful in terms of reform, i.e. the civil administration. What the approach lacks in specific details concerning administrative decentralization in the respective republics, it makes up for in the emphasis on the key characteristics of each. Moreover, as public administration tends to reflect the individual countries’ prevailing norms, such an approach tends to be influenced by a new range of literature and researchers whose views challenge accepted wisdom and inspire new lines of thinking on the subject. Justification for the approach comes from expectations that cross fertilization can inspire ideas for a ‘new paradigm and conceptual framework’, ultimately leading to corrective action. The predominance of corruption/dysfunctional administrative behavior is explained by the fact that it draws upon an on-going project dealing with corruption in India and Indonesia, a joint venture of the Humanistic and Economics Faculties at Lund University. Represented by among others the author and Prof. Neelambar Hatti, the project has its origins in an earlier Lund-Parahyangan University project on Public Administration (1999-2006).   The paper opens by listing several of the more important contrasts between Indian, Indonesian, and Chinese decentralization. These include governmental structure, respective colonial heritage, and the focus of decentralization efforts. A short summary of the process of decentralization drawing upon the work of the Lund corruption project follows. The heart of the paper is the question of whether administrative decentralization furthers, hinders, or is neutral with regard to bureaucratic reform in theory and practice. Weighing up successes and failures leads to consideration of continued, if not higher, levels of corruption/dysfunctional behavior at all levels. Possible improvements are postulated, not surprisingly originating from the application of principles derived from New Public Management (NPM), with a couple of new wrinkles from India. These and other types of reform depend on general public engagement, which is conspicuous by its absence in Indonesia, especially in comparison with India’s recent mass demonstrations, hunger-strikes, and high-level public condemnation of  (mega) public corruption. Key words:Administrative decentralization, bureaucratic reform, comparative public administration, corruption, India, Indonesia

Abstract

There are three kinds of societies : high trust society, low trust society and zero trust society or distrust society. Indonesia tries to achieve democratization, therefore should provide civil liberties and political rights to all citizens, unfortunately in the Suharto’s regime those were not exist. Government only accommodate certain groups: entrepreneurs, bureaucrats and military.Many books reveal ways to change the authoritarian government to democratic government. Role of the elite, society involvement, and mix between elites and societies. Huntington mentioned three scenarios should be used. Transformation, replacements and transplacements. According to Larry, external intervention could be used to make the change.At the end of the 20th century, Indonesia has most dramatic political experience. Reformation Era arises and supported by the arises of freedom to speak (at the pers level). After five years of the transition time, many questions emerge and need answers. Where the reformation is leading? Indonesian citizen think that democratic movement is not congruence with many people wished and may be get worse than Suharto’s regime. The writer proposes the continuing new democratic way to support the reformation process. Based on that, the writer focuses on several problems. Civil society, local autonomy relate to socio economic development, civil-military relationship, gender and women representatives.

Abstract

Tulisan ini mencoba menggunakan pendekatan atau perspektif historis dalam upaya untuk mencari model yang asli untuk pelaksanaan otonomi daerah. Dengan pendekatan historis ditelusuri pelaksanaan administrasi publik yang bersumber dari adat istiadat Jawa, masa pemerintahan Hindia Belanda dan Masa Republik pada tahun 1945. Pendekatan administrasi yang digunakan dalam adat istiadat Jawa adalah konsensus dan dekrit. Dalam pemerintahan Hindia Belanda terjadi penggabungan antara adat-istiadat dengan berbagai ketentuan yang dikembangkan oleh Belanda. Dalam era Republik terjadi tarik menarik antara peraturan yang bersifat positivisme dan romantisme. Model yang diajukan adalah adanya kombinasi antara adat, peraturan yang berlaku dalam masa kolonial dan peraturan yang dihasilkan dari penguasa yang ada sekarang ini.

Abstract

Every misuse in public finance which leads to financial lost can be treated with three kinds of sanctions i.e. criminal sanction, administrative sanction and to substitute the financial lost (financial sanction). The process of these three sanctions must be done at the same time. If not, it may become expired and the sanctions cannot be implemented.Keywords: public finance lost, responsibility, punishment related to public financial lost

Abstract

Considering that Indonesia has vulnerable natural and social environment, an effort and accurate disaster management approach is very important. We cannot neglect the fact that the current disaster management approach does not work properly. Correction to the current approach needs to be done as soon as possible. Abstract

Changes in the system of government and bureaucratic reforms have not been able to prevent maladministration in the bureaucratic behavior in Indonesia. The question is whether this type of behavior exists in public service in the city of Pekanbaru. The purpose of this study is to investigate the causes of such behavior in government institutions that provides document services directly to the public and whether it has a back up solution to prevent bureaucratic maladministration behavior. Questionnaires were distributed to 250 employees of Population and Civil Registration, Office of Integrated Services and Investment, Immigration Office Class I, Office SAMSAT and sub-district office employees in the city of Pekanbaru. Quantitative analysis of this study reinforced the result of a depth interview conducted with 5 key informants, a supporting method employed in this research. The research revealed that bureaucratic maladministration behavior is caused by heredity bureaucratic culture where the institutions eventually discharge employees who have low labor productivity and shift the mind set of employees in order to improve the quality of service.

Abstract

Economic development that should be a manifest of concern and responsibility of government for public needs and fairly nation development had been marginalized by pro-capital economic development policy. The policy formulation have neglected the social justice value that should be the supreme virtue of the good state. The government orientation to protect the most substantive public needs in fairly and democratic way as basic prerequisite needed for rearrangement of social justice economic development.Kata kunci : pembangunan ekonomi, nilai keadilan sosial, kepentingan modal, dan pemerintah yang demokratis.

Abstract

Papua will always be associated with violence, ignorance, nudity, poverty, backwardness and isolation. This paper would like to expose a viewpoint of Papua’s issue comprehensively. The special autonomy policy given to the people of Papua at least raises new hope and amid political liability of integration in Papua. Specially It was granted to coincide with the special autnomy granted coincidentally an Christmas day only become a Christmas gift for the Christian community in Papua but it was also substantially realized. However, tragedies that were experienced by the people of Papua emphasized their suffering. Papua is a wounded territorry in agony due to the penetration of capitalism which was followed by civil penetration and state hegemony. The disharmony between Jakarta-Papua for over 50 years has not ended yet. It is claimed that the government has not been able to implement in earnest the four basic intention formulated by the Indonesian Institute of Sciences(LIPI) as Papua Road Map. Although LIPI has formulated four root problems in Papua, only two main issues really triggered the conflict in Papua; namely the traumatic history of human tragedy and the completion of economics as well as overcoming social disparities and culture.

Abstract

The Objective of Local Government is mainly to provide basic services in order to improve local community wellbeings. In Indonesia, the local government apparatus do not understand well about the issue of quality services, as they primarily give more attention on the issue of local revenues, based on local taxation and retribution. This has resulted in quality of services provided by most local authorities, that local community can hardly satisfied. With regards to such condition, the writer reccommends the local government to improve their quality of public services by establishing standards of quality public services and develop the capacity of local government aparatus to implement and to maintain excellences in the provision of local public services. In order to do that, the local governments need to understand the concept of excellence in public service, the principles in developing Minimum Standards of Public Services, and the model of quality services gaps.“With service excellence, everyone wins.Customers win. Employee win. Management wins.Stockholders win. Community win. The Country Wins.”(Zeithaml et.al.,1990: 2)
