Abstract

This study aims to determine the effectiveness of the overseas internship program for workers at the Department of Manpower and Transmigration of Bengkulu Province. Using a qualitative approach, data were collected through interviews and documentation involving five informants, including three key informants and two supporting ones. The analysis applies Cambel J.P.'s effectiveness theory, which includes five key indicators: program success, target achievement, satisfaction, input-output ratio, and overall goal fulfillment. The findings reveal that the program operates in line with its intended objectives, though it faces several challenges such as a demanding selection process and limited outreach to the public. Most of the program's targets are achieved, although the input-output efficiency remains relatively low. Participant satisfaction also requires improvement, particularly regarding access to information and supporting infrastructure. Overall, the program is considered moderately effective in enhancing workforce competence and competitiveness, though further evaluation is necessary to improve its impact and efficiency.

Abstract

This study aims to analyze the implementation of civil servant mutation, rotation, and promotion policies within the Regional Government of Bengkulu Province, specifically in the Bureau of Governance and Public Welfare. Mutation, rotation, and promotion are key components of civil service management, aiming to optimize personnel distribution, develop competencies, and enhance employee motivation and performance. The study uses a qualitative approach with data collected through observation, in-depth interviews, and documentation. Informants included structural officials, functional officers, and staff who have undergone mutation or promotion. The theoretical framework refers to the Indonesian Civil Service Agency Regulation No. 5 of 2019, which outlines seven key indicators: competence, career pattern, employee mapping, talent pool, career development, performance and behavior evaluation, and organizational needs. The results show that while most processes adhere to the regulation, there are still several challenges, such as limited employee mapping data, mismatches between educational background and new positions, and lack of training prior to job transfer. Furthermore, non-technical factors such as personal connections and subjective considerations still influence placement decisions. These findings highlight the need to strengthen a merit-based system grounded in transparency and performance to build a professional and effective bureaucracy. This study is expected to contribute valuable insights for the Bengkulu Provincial Government in refining its civil servant mutation and promotion practices to be more fair, objective, and strategically aligned with organizational goals.

Abstract

This study aims to examine the effectiveness of the Helpdesk Services provided by the General Election Commission (KPU) of Bengkulu Province in organizing the 2024 General Election. The primary focus is on the Helpdesk for Political Party Registration and Verification, which utilizes the SIPOL (Political Party Information System) application. This research employs a descriptive qualitative approach, with data collected through observation, interviews, and documentation. The study involved four informants: two key informants and two main informants, selected using purposive sampling. The theoretical framework used refers to Sedarmayanti (2009), which includes four indicators: input, production process, output, and productivity. The findings show that the input in the form of infrastructure and facilities was adequately provided and utilized. The production process followed established procedures, although some technical issues still require improvement. In terms of output, the helpdesk successfully delivered information in a timely, accurate, and transparent manner to election participants and the public. Regarding productivity, the helpdesk team was able to work efficiently and provide satisfaction to its users. Therefore, the Helpdesk Services of KPU Bengkulu Province in the 2024 General Election can be considered effective. This research is expected to contribute as an input for improving the quality of public services, especially in the context of digital-based electoral democracy.

Abstract

This study aims to analyze netizens’ comments on a campaign song video of presidential and vice-presidential candidates Prabowo–Gibran, posted by the TikTok account Barisan Pengusaha Pejuang. The research adopts a netnographic method with a qualitative descriptive approach, supported by the Computer Mediated Communication (CMC) theory to interpret interaction patterns in digital spaces. Data were collected using documentation techniques on 100 selected comments, followed by thematic coding and analysis. Findings reveal two main categories of comments: supportive or pro-Prabowo–Gibran comments, and sarcastic or critical comments. During the campaign period, most comments were positive, enthusiastic, and optimistic. However, after Prabowo–Gibran officially took office, the tone of the comments shifted toward sarcasm and public dissatisfaction, often triggered by unmet expectations regarding their performance or policies. This study illustrates how public opinion evolves in social media discourse and underscores the importance of digital sentiment in political communication.

Abstract

This study aims to understand the implementation of Law Number 40 of 2007 regarding Corporate Social Responsibility (CSR) at PT. Sinar Bengkulu Inti Mulya. The research employed a descriptive qualitative method, utilizing observation, interviews, and documentation. The study involved three informants, consisting of one key informant and two primary informants. Results indicated that CSR implementation at PT. Sinar Bengkulu Inti Mulya complies with existing regulations through six main indicators: mandatory CSR implementation, CSR budget allocation, CSR program focus, implementation impact, implementation reports, and regulatory compliance. CSR programs were consistently implemented twice annually, effectively addressing community needs, and positively impacting local social and economic conditions. The company regularly reported its CSR activities every six months to the local administration, demonstrating its accountability and commitment to social responsibility.

Abstract

This study aims to explore community acceptance of male beauty vloggers, focusing on the TikTok account @azkhategar391 in Padang Gading Village, Sungai Rumbai Subdistrict, Mukomuko Regency. The emergence of male beauty vloggers is often perceived as a challenge to traditional gender stereotypes, especially within rural communities that adhere strongly to conventional masculinity. The study employs a descriptive qualitative approach, utilizing data collection methods such as observation, in-depth interviews, and documentation. Informants were selected purposively based on criteria including age, residency, and activity on TikTok. The research is grounded in Stuart Hall’s encoding/decoding theory, which explains how media messages are produced (encoding) and how they are received or interpreted by audiences (decoding). The findings reveal diverse audience responses to male beauty vlogger content. Some participants fully accept the content (dominant-hegemonic reading), others respond with negotiation (negotiated reading), while a portion rejects it (oppositional reading). Factors influencing acceptance include age, educational background, religious values, and exposure to social media. The study highlights a shift in rural community perceptions of gender and beauty, though resistance to non-traditional gender expression remains. These findings are significant in understanding how digital media influences local social dynamics and the potential of social media to promote more inclusive views of gender roles.

Abstract

This study aims to analyze the level of work discipline among employees at the Library and Archives Service of Bengkulu Province and identify the influencing factors. Work discipline is a crucial component in achieving organizational goals, particularly in government institutions that provide public information and archival services. The research employed a descriptive qualitative approach with data collected through interviews, observations, and documentation. Informants consisted of institutional employees and library service users. The findings indicate that most employees demonstrate good discipline, especially in terms of attendance, compliance with regulations, and ethical behavior at work. However, some minor disciplinary issues were observed, such as the use of personal gadgets during working hours and loud conversations that disrupt the work environment. Factors affecting work discipline include leadership, electronic attendance systems, individual awareness, and the overall work environment. The study recommends continuous coaching, capacity-building for employees, and optimization of supervisory systems to enhance discipline and professionalism in the workplace.

Abstract

This study aims to analyze the construction of reality in political survey news coverage published by the online media Klikers. The researcher adopts Robert N. Entman's (1993) framing analysis approach, which comprises four key elements: defining problems, diagnosing causes, making moral judgments, and suggesting remedies. The study focuses on two Klikers articles reporting on electability surveys ahead of Indonesia's 2024 presidential election. A qualitative descriptive method was employed, with data collected through observation, documentation, and literature review. The findings indicate that Klikers consistently frames the presidential candidate pair Prabowo-Gibran in a positive narrative, emphasizing their strong electability and effective campaign strategies. This framing contributes to shaping public opinion in favor of their political legitimacy. However, the lack of transparency regarding survey methodology and source balance suggests potential bias in news construction. The study highlights the importance of media literacy in the digital information era and the relevance of framing analysis in revealing media bias within the realm of political communication.
