Abstract

Vocabulary acquisition is a fundamental foundation in early childhood development, especially for first-grade students who are just entering formal language learning. Optimizing vocabulary acquisition can be supported through the implementation of interactive learning tools such as audiovisual animations. This study aims to describe the impact of audiovisual animation on vocabulary acquisition in early-grade elementary school students. Using a library research approach, data was collected through a comprehensive search of various scientific literature, including journal manuscripts, textbooks, and relevant previous research reports. The analysis phase included information condensation/reduction, data presentation, and drawing qualitative-descriptive conclusions. The research findings indicate that the use of animated audiovisual media has a significant positive impact on students' vocabulary acquisition. The harmonious collaboration between moving images and sound effects has been shown to improve students' focus, motivation to learn, active participation, and retention through adaptive and contextual presentation of material. A synthesis of various studies consistently confirms the reliability of this media in helping children understand, record, and apply new vocabulary. Therefore, audiovisual animation has great potential to be used as an adaptive alternative instructional media in grade I of elementary school.

Abstract

This study aims to examine the effect of staff accountability on the quality of e-procurement services at the Logistics Bureau. Accountability is regarded as a fundamental principle of good governance that ensures transparency, responsibility, and efficiency in the implementation of public procurement services. This research employed a quantitative approach using a survey method, with data collected through questionnaires distributed to employees and service users. The collected data were analyzed using descriptive and inferential statistical techniques, including simple linear regression, to determine the relationship between staff accountability and service quality. The findings indicate that staff accountability has a positive and significant effect on the quality of e-procurement services. Employees who demonstrate higher levels of responsibility, transparency, and compliance with procurement regulations contribute to faster, more accurate, and more reliable service delivery. These results suggest that strengthening staff accountability through continuous training, effective supervision, and performance evaluation can improve the overall quality of e-procurement services. The study concludes that accountability is a key determinant in enhancing public service performance and recommends that government institutions reinforce accountability practices to achieve more effective, efficient, and transparent procurement processes.

Abstract

A child's literacy success in subsequent levels of education depends heavily on the strength of the reading foundation they build from an early age. The reality on the ground shows a different picture: many early elementary school students still struggle with letter recognition, syllable connection, and even fluently constructing simple sentences. Flashcards are one of the media options often used by teachers to bridge this gap. This article aims to provide an overview of the use of flashcards in early reading instruction in elementary schools, drawing on various published research findings. The paper utilizes a descriptive-qualitative literature review approach, drawing from national journal articles from 2018 to 2025 that address flashcards in the context of early reading. The analysis process involved data reduction, data presentation, and drawing conclusions. The findings demonstrate a fairly consistent pattern: flashcard use is often associated with increased student ability to recognize letters, combine syllables, read fluently, and pronounce words correctly. The attractive visual appearance and practicality of this medium are key drivers of its success, although on the other hand, obstacles remain, such as limited class time, a limited number of flashcards, and some teachers' reluctance to abandon conventional teaching practices. This paper recommends that flashcards continue to be considered as a simple yet applicable medium for teaching early reading for elementary school teachers.

Abstract

The Functional Literacy Program requires adequate resource management to support the achievement of student competencies. This study aims to analyze the role of funding, student participation, and learning resources in the management of the Functional Literacy Program in Antirogo Village, Sumbersari District, Jember Regency. The study used a quantitative approach with a survey method. The study population was 158 students spread across ten study groups, with a sample of 61 respondents determined through proportionate stratified random sampling. Data were collected using a closed questionnaire that measured funding components, student participation, learning resources, and literacy achievements including reading, writing, arithmetic, speaking, and listening skills. Data were analyzed using descriptive statistics, correlation, and simple linear regression at a significance level of 5%. The results showed that all three components had a significant relationship with the achievements of the Functional Literacy Program. Funding contributed the most, at 32.2% with a correlation value of 0.567, followed by student participation at 27.2% with a correlation value of 0.522, and learning resources at 22.9% with a correlation value of 0.478. All relationships had a significance value of 0.000. Descriptively, students also responded positively to all three components, especially regarding the accuracy of funding targets and involvement in overcoming personal problems. These findings indicate that the management of the Functional Literacy Program needs to integrate targeted funding, active student participation, and contextual learning resources to support the sustainability and achievement of the program.

Abstract

This study aims to analyze the impact of Corporate Social Responsibility (CSR) disclosure on stock return volatility among consumer goods sector companies listed on the Indonesia Stock Exchange (IDX) during the 2020–2024 period. A quantitative causal approach utilizing panel data is employed to examine the extent to which CSR disclosure influences stock return volatility. Stock return volatility is measured using two approaches: Idiosyncratic Volatility (IVOL), derived from a market model regression, and Realized Volatility, calculated via the standard deviation of daily returns. CSR disclosure is measured using the CSR Disclosure Index (CSRI) based on GRI Standards guidelines. The sample was selected using purposive sampling, and the estimation model was determined through a series of tests (Chow, Hausman, and Breusch–Pagan LM). The study is grounded in three primary theoretical frameworks: Signaling Theory, Stakeholder Theory, and Legitimacy Theory. It aims to address research gaps regarding the consumer goods sector on the IDX—where findings have remained inconsistent—while providing up-to-date empirical evidence from the 2020–2024 period.

Abstract

Land disputes are among the most common civil cases in Indonesia due to overlapping ownership, control, and utilization of land rights. One form of dispute involves the unauthorized use of privately owned land as a public cemetery, as reflected in Decision Number 123/Pdt.G/2022/PN Palu. This study aims to analyze the legal reasoning (Ratio decidendi) employed by the judges in resolving the dispute and to assess whether the decision conforms to the principle of legal certainty within Indonesian land law. This research applies a normative juridical method using statutory, conceptual, and case approaches. Primary legal materials include court decisions and statutory regulations, while secondary legal materials consist of legal literature and scientific journals. The findings indicate that the judges' legal reasoning was based on the plaintiff's ownership evidence, the fulfillment of the elements of unlawful acts under Article 1365 of the Indonesian Civil Code, and the assessment of documentary evidence and witness testimony. The decision provides legal protection for land ownership rights and reflects the principle of legal certainty because it is grounded in positive law and facts established during the trial. However, the implementation of the judgment continues to face social challenges since the disputed land has already been utilized as a cemetery.

Abstract

Budget execution performance indicators serve as instruments to measure the budget execution performance of work units and reflect the strengthening of "spending better" practices. This study aims to determine how to improve the budget execution performance of work units and enhance the competence of their financial management personnel. A qualitative research method using a case study approach was employed, with data collected through in-depth interviews and document reviews. Data analysis involved coding, presentation, and drawing conclusions. The findings indicate that improving budget execution performance requires: planning based on actual needs; preparing fund withdrawal plans aligned with activity schedules; executing the budget according to the plan; procuring goods and services via e-purchasing; coordinating among financial managers, procurement officials, and activity owners; monitoring and evaluating budget execution; and appointing competent financial managers and procurement officials. Competence enhancement is achieved through training, continuous self-learning, attending information sessions, communicating with relevant agencies, and engaging in discussions with fellow financial managers and procurement officials. The study recommends: penalizing work units where budget absorption is concentrated in the fourth quarter; incorporating non-technical material into training for Commitment-Making Officials (PPK); benchmarking against work units with excellent budget execution performance; developing coordination models among financial managers; and integrating the research findings into the Financial Advisor framework.

Abstract

This study aims to analyze the influence of algorithm transparency, trust, price perception, service quality, and ease of use on the loyalty of marketplace consumers in Sumenep Regency. A non-probability sampling technique was employed, with data collected via Google Forms from 200 active users of major marketplaces—such as Shopee, TikTok Shop, and Lazada—residing in Sumenep Regency. Data analysis was conducted using SPSS. The results indicate that algorithm transparency, trust, price perception, service quality, and ease of use have a positive and significant impact—both individually and simultaneously—on marketplace consumer loyalty in Sumenep Regency.

Abstract

Bureaucratic transformation, the strengthening of the merit system, and the implementation of talent management require Junior High-Level Leadership Officials (JPT Pratama) to possess strategic leadership competencies capable of anticipating change and navigating organizational complexity. However, the low proportion of JPT Pratama officials who have completed the Level II National Leadership Training (PKN Tingkat II) indicates that leadership competency development has not yet been optimized to meet organizational needs. This study aims to analyze the necessity of conducting PKN Tingkat II to enhance strategic leadership competencies within the Ministry of Finance, as well as its implications for strengthening the merit system, talent management, and succession planning. A qualitative approach with a case study design was employed, utilizing document analysis, observation, in-depth interviews, and Focus Group Discussions (FGDs); the data were analyzed thematically based on theories of Training Needs Analysis and strategic leadership. The findings reveal that the need for PKN Tingkat II is driven by organizational, job-related, and individual requirements. Furthermore, the program contributes to enhancing strategic leadership competencies—specifically in leading change, strategic decision-making, cross-organizational collaboration, coaching and mentoring, and professional networking. The study also demonstrates that PKN Tingkat II constitutes a strategic organizational necessity that supports the implementation of the merit system, talent management, and succession planning. Consequently, PKN Tingkat II should be positioned as a strategic organizational investment integrated with talent development to ensure the continuity of professional, adaptive, and competitive bureaucratic leadership.

Abstract

This study aims to describe the position of diversion in the resolution of cases involving children. The handling of cases involving children differs significantly from those involving adult offenders; the process must take the child's psychological state into account to avoid causing further trauma. This study employs a library research method—a scientific approach that focuses on examining written sources as primary data. A qualitative approach is utilized, with data gathered from various literature sources, including law books, articles, scholarly papers, and online resources. Data analysis is conducted using an inductive method. The findings indicate that child protection is a shared responsibility involving parents, the community, the government, and the state. While every effort should be made to prevent children from coming into contact with the legal system, if such contact occurs, the case resolution process must prioritize the child's status and psychological well-being. For children facing legal issues or criminal charges, it is crucial to prioritize a resolution method commonly known as "diversion." Maximizing the use of diversion is a vital step toward ensuring optimal protection for children.
