Tanggon Kosala is a peer-reviewed journal that publishes high-quality research and review articles on police science from various academic perspectives. Abstract

This final assignment aims to describe the stages of use in disclosing cheating cases in the jurisdiction of the Surabaya Police and to describe and analyze the factors that can influence the effectiveness/success of using a Direction Finder to reveal cheating cases in the jurisdiction of the Surabaya Police and the optimal performance of investigators at the time. Make disclosures. This sophisticated tool called a Direction Finder, can carry out profiling and track accurately using the perpetrator's cellphone number. This can increase the disclosure of criminal acts, especially cheating. This thesis uses analysis tools, namely the concept of weighted theft, the Direction Finder concept, the optimization concept, and police operational management, as well as SWOT analysis theory and POAC management theory. This final assignment presents qualitative data analysis from the Surabaya Police Criminal Investigation Unit, especially the Jatanras Unit. The findings in the research are that the author found that the only police station with this sophisticated tool is the Surabaya Police Station, and valid data from the Surabaya Police Direction Finder operator support this final project. Abstract

This research aims to analyze the effectiveness of the role of the Malang Police Satreskim in using restorative justice to increase the resolution of domestic violence crimes. In this research, a qualitative approach was also used with field research methods through direct data collection from relevant agencies through interviews, observation, and documentation, as well as literature studies combined with validation techniques from data triangulation. The results of the research show that 1) the application of restorative justice in resolving domestic violence crimes in the Malang Police jurisdiction is carried out based on the Republic of Indonesia State Police Regulation Number 8 of 2021 concerning Handling of Criminal Acts Based on Restorative Justice and the Criminal Investigation Department's Telegram Letter Number: ST/480/IV /HUK.5.1./2022 dated 20 April 2022. The application of restorative justice in resolving domestic violence crimes in the Malang Police jurisdiction was carried out through mediation efforts and succeeded in reaching an agreement between the reported party and the reporter to make peace; 2) The role of the Malang Criminal Investigation Unit in using restorative justice to improve the resolution of domestic violence crimes is still deemed to be ineffective. Malang Criminal Investigation Unit faces obstacles in communication, where many people do not understand the concept of restorative justice. The competency factor of members in implementing restorative justice in resolving domestic violence crimes is still not optimal, especially since there are still many people who do not understand the procedures and mechanisms of restorative justice in resolving domestic violence crimes.

Abstract

Currently, traffic problems in the Blitar City Police area are still ongoing. One of the problems faced is traffic violations committed by two-wheeled drivers, the most frequent violations each year. Law enforcement efforts by implementing electronic ticketing using ETLE Mobile are still not optimal in handling traffic violations by two-wheeled drivers. This study aims to describe the implementation, influencing factors, and optimization of ETLE Mobile in handling traffic violations by two-wheeled drivers at Polres Blitar City. The concepts used include optimization, traffic violations, and ETLE Mobile. The theories used include management theory, SWOT analysis, and legal effectiveness. This is a qualitative study with a field research type that takes data through interviews with several sources, observations, and document studies. The study results show that implementing ETLE Mobile at the Police Blitar City is one of the ticketing methods carried out by the Blitar City Police Traffic Unit. Various factors influence ETLE Mobile at the Blitar City Police that support and hinder its implementation, starting from the law that is the basis for implementation, law enforcement personnel who have undergone training, adequate infrastructure but still lacking in it, and the community and culture that tend to be conducive. Some of the obstacles in the implementation of ETLE Mobile are in the form of implementation planning that has not been well organized, minimal knowledge from the community about ETLE Mobile, and facilities that need to be improved to support the implementation of ETLE Mobile.

Abstract

The high number of criminal offenses of theft with aggravation can be caused by the high expenditure that is not proportional to the income in Magetan Regency. The Binmas Online System Version 2 (BOS V2) application is the latest Baharkam breakthrough application that assists Bhabinkamtibmas personnel in maintaining public order. The purpose of this study is to determine the effectiveness of Bhabinkamtiba's performance and the use of the BOS V2 application by Bhabinkamtibmas in suppressing the number of thefts with aggravation (curat) in the Magetan Police jurisdiction. This research uses a qualitative approach with the type of field research. Primary data was collected using interviews, forum group discussions (FGD), and observation, while secondary data collection was sourced from document examination. Source triangulation was used to compare data from different sources. The research shows that the effectiveness of Bhabinkamtibmas performance and the use of BOS V2 have not suppressed the number of aggravated thefts in the Magetan Police jurisdiction. This is due to deficiencies in the application system and Bhabinkamtibmas, who are still having difficulty using this application.

Abstract

This study is done with the background of the existing criminal motor vehicle theft case in Magetan Regency. Motor Vehicle Theft cases have become common and still occur in Magetan. To create a conducive Kamtibmas situation, Bhabinkamtibmas must approach the community. This study aims to explain the role of Bhabinkamtibmas with the Binmas Online System V2 (BOSV2) to prevent motor vehicle theft in the jurisdiction of the Magetan Police and to determine the factors that influence the use of Binmas Online System V2 (BOSV2) by Bhabinkamtibmas of the Magetan Police to prevent motor vehicle theft. The theory used for analysis is the 6M theory and the SWOT analysis theory. The concepts used as the theoretical basis are the Bhabinkamtibmas concept, the BOSV2 concept, and the Curanmor concept. The approach used in this study is qualitative, with a tendency to explain descriptive analysis. Information obtained in this research process is obtained through primary and secondary data sources. Then, the data collection techniques were used: observation, interview, and study documents. Based on the results of the research, the role Bhabinkamtibmas use in preventing theft of motorized vehicles through the Binmas Online System V2 is not optimal, as indicated by the lack of understanding of how to operate the BOSV2 application. Therefore, this study provides suggestions for implementation improvement, learning, and mastery of function Binmas technical, especially Bhabinkamtibmas through the polribelajar.id program and ratified regulations regarding the operation of BOSV2 so that there is a definite reference in its use.

Abstract

Aggravated theft poses a serious threat to public safety and social stability in urban areas. The Tuban District Police, as the law enforcement agency in the region, continuously strives to enhance security and reduce the risk of aggravated theft. One of the implemented strategies is the Rolling Door patrol, an innovative surveillance method aimed at reducing the vulnerability of shops and small businesses to such criminal activities.This study aims to analyze the role of Rolling Door patrols in reducing the risk of aggravated theft in the Tuban District Police area. The research method employed is descriptive analysis, collecting data on aggravated theft incidents before and after the implementation of Rolling Door patrols. The gathered data includes the number of incidents, locations, times, and the modus operandi used by perpetrators.The results indicate that the implementation of Rolling Door patrols effectively reduces the risk of aggravated theft in the Tuban District Police area. Before the patrols, there was a significant upward trend in aggravated theft incidents, whereas after their implementation, a notable decrease in incidents occurred. Data analysis reveals that locations previously targeted by aggravated thieves experienced a decrease in incidents following the regular implementation of Rolling Door patrols.

Abstract

Malang Regency is one of the largest regencies in East Java Province; besides that, Malang Regency also occupies the second position in the population density in East Java Province after Surabaya City. The dense population in Malang Regency resulted in high unemployment rates in Malang Regency. Most residents of Malang Regency who do not have a profession choose shortcuts to meet their daily needs by committing theft. One type is violent theft. This research uses a type of qualitative research according to a qualitative approach according to Hardani and his team in his book Qualitative and Quantitative Research Methods (Hardani et al, 2020: 39) is scientific research by describing the collection and process of qualitative data, namely data taken descriptively from the social symptoms studied which will be checked from one source to another to answer questions until the results of the information are considered sufficient, complex and correct so that they can be used as research results. The performance of the Samapta Unit in preventing motor vehicle theft in the jurisdiction of the Malang Regional Police is still inefficient and ineffective. Note that it is inefficient due to a lack of organizational input and inability to produce a high output, so low productivity, and individual performance are still lacking. While it has not been effective, because, from the objective approach, it is proven by the inequality between the implementation of patrols and the guidelines made; besides that, the number of criminal acts of violent theft has not been prevented, and the number has increased. Then, from the internal process approach, in the Samapta unit, there are still obstacles in personnel backups that still lack coordination.

Abstract

The creation of public security and order must be based on the condition of the community that gets legal certainty. Still, in fact, in the jurisdiction of the Madiun City Police, many cases of online fraud are not accompanied by optimal handling by the Madiun City Police Criminal Investigation Unit. The purpose of this writing is to find out how the performance of investigators in handling cases and find solutions to the factors causing the low number of online fraud case resolutions in the jurisdiction of the Madiun City Police. This writing uses a qualitative approach with observation data collection techniques, documentation studies, and interviews. By using performance theory and SWOT analysis, the author found that in the process of resolving online fraud cases, there were still zero because investigators had difficulty finding the perpetrator's position and the lack of technological facilities that could support the implementation of tasks, besides that there were also inhibiting factors in handling the resolution of online fraud cases, starting from an inadequate budget and members never carrying out Specialist Development Education (Dikbangspes) related to cybercrime. Based on the author's findings, the performance of the Madiun City Police Criminal Investigation Unit in handling online fraud cases to improve case resolution was less than optimal. It is recommended that members of this unit undergo special training in cybercrime and acquire special equipment for information technology and handling of electronic evidence to increase the resolution rate of online fraud cases.

Abstract

Theft with weighting moment This become the most frequent crime happened. Various types of backgrounds become reasons somebody acts criminal curate, good factors economy or personality someone who is a recidivist. For that, the Tipidum Unit Criminal Investigation Unit Malang Police continues to make an effort to improve and evaluate every process of Handling Act criminal curate. Effectiveness management and methods of investigation become the main in the Success Disclosure Act criminal cheating. Study This uses an approach based on the problems that occur and needs descriptive analysis of nature. Approach qualitative also fits with the type of study field so that the researcher can describe findings in the field with clear and easy understanding. Based on the results of research conducted by the author, the Implementation Investigation Act criminal theft in the jurisdiction of Porles Malang can be said to be effective. This is marked by its suitability implementation investigation conducted​ with Criminal Investigation Regulation No. 1 of 2022 concerning Investigation SOP Action Criminal. Effectiveness This is also marked by the competence possessed. Criminal Investigation Unit personnel Criminal Investigation Unit Malang Police can be categorized as good. A low percentage of settlement acts are criminal nozzles due to several factors, such as the characteristics of the legal area of Malang Police and the situation and conditions of the jurisdiction of Polres Malang. Abstract

The study "Analysis of the Development of Terrorist Groups in the Sidoarjo Police Jurisdiction" investigates the activities of terrorist groups in the Sidoarjo area, analyzes the driving factors, and evaluates early detection efforts. This study uses the mixed method embedded model to explore various aspects of terrorism. It was revealed that early detection by the Sidoarjo Police Security Intelligence Unit was hampered by equipment damage, inefficient budget allocation, and inadequate program management systems. This indicates the need to strengthen and improve efforts to prevent terrorism in the region. This study also highlights the driving factors for the development of terrorist groups, such as the evolution of tactics and techniques, the social conditions of apathetic and easily provoked communities, and the existence of individuals/groups who take advantage of terrorist groups for specific purposes. In addition, worrying developments were also found in the Sidoarjo terrorist group, including the ability to make weapons, youth cadre programs, and support for terrorist groups abroad. Other significant findings are the identification of essential figures in the local Jamaah Islamiyah group, such as Usman Bin Sheff, Umar Patek alias Hisyam, and Zulkarnaen, as well as the phenomenon of former terrorist convicts returning to the terror network even though they have pledged allegiance to the Republic of Indonesia. This research is expected to contribute to the scientific study of terrorism, enrich the understanding of the community and security forces regarding the dynamics of terrorist groups, and increase public awareness of the threat of terrorism.
