Jurnal Ilmu Kesejahteraan Sosial or Journal of Social Welfare (JIKS) is an academic journal on social welfare issues. JIKS invites academia and practitioners to send their articles to contribute their research and experiences in social welfare. A research article should be from original research and assess its contribution to social welfare. The conceptual study focuses on the empirical development of theory or concept in social welfare issues. The article can discuss theories and concepts based on themes and intervention levels. Abstract

During Millennium Summit 2000 the United Nations (UN) has declared the Millennium Development Goals. The UN acknowledges the importance of poverty problems. The first goal of MDGs is to eradicate extreme poverty and hunger The declaration also mentioned that proportion of people whose income is less than one dollar a day and people who suffer from hunger should decrease by half in 25 years (from 1990 to 2015) Related to poverty problems The 8th goal of MDGs is to develop a global partnership for development Global Partnership, in this case, could be seen by giving opportunities for people from developing countries to learn about the nature of poverty and the policy and programmes related to poverty reduction that have been developed the developed countries. In this case, the developed country which will be described is Australia as one of the neighbouring countries which has achieved highest standard of human development. Abstract

The various policies which related to HIV/AIDS in Indonesia is continue to be developed in line with the increasing number of HIV/AIDS cases in Indonesia since the cases were first found in 1987 By using the framework of a retrospective policy analysis (analysis of policy), this paper will review the formulation of the policy and its contents, seen from several dimensions that are interconnected with one another, ie the contents of the policy (content), national and international contextual conditions (context), policy-making (process) and the actors that play the role and influence in the policy-making (actors) Policy analysis is described based on three periods. The first period (1994-2002) the Indonesian Government developed the National Strategy on HIV/AIDS policy that applied nationally, and the involvement of various sectors In the second period (2003-2004), there was a revision of the National Strategy on HIV/AIDS because the transformation of national and international contextual conditions The increasing numbers of HIV/AIDS cases by the year 2005 in Indonesia, has accelerate the desire of government to formulate the PMTCT strategy more

Abstract

This research was conducted to determine the understanding of the concept of bullying from the teachers, students and the perpetrator, the victim's parent and also the efforts to prevent bullying and the constraints to eliminate bullying in schools. This research was conducted with qualitative research approach and descriptive research with research sites in SMUN in South Jakarta. The survey results revealed that the school including teachers, perpetrators and victims of bullying and parents do not understand about bullying which is still a lot of bullying occurred at school However the school has sought to minimize with various efforts such as granting sanctions against perpetrators, although bullying often happens outside the school environment so that it is difficult to detect In addition there is a tendency also from the school to cover up the problem of school bullying because this is one leading school in South Jakarta district
