Abstract

Artikel ini membahas mengenai pemberdayaan perempuan berpendapatan rendah oleh Koperasi Mitra Dhuafa (KOMIDA) Cabang Cileungsi melalui kebijakan keuangan inklusif. Masalah tingkat kemiskinan di Bogor Jawa Barat yang masih tergolong tinggi dapat diatasi dengan meningkatkan kontribusi perempuan dalam dunia usaha. Perempuan dikatakan memiliki kewajiban domestik mengurusi rumah tangga berdampak pada tingkat partisipasi angkatan kerja perempuan yang lebih rendah dari laki-laki. Oleh karena itu mempermudah akses keuangan terhadap perempuan berpendapatan rendah adalah salah satu solusi disamping perlunya menerapkan pemberdayaan non keuangan bagi mereka. Penelitian ini bertujuan menguraikan dan menganalisis pemberdayaan yang dilakukan KOMIDA melalui keuangan inklusif, serta menjelaskan dan menganalisis bagaimana pemanfaatan pembiayaan oleh anggotanya serta dampaknya terhadap kesejahteraan keluarga. Penelitian ini menggunakan pendekatan kualitatif dengan jenis deskriptif. Hasil penelitian menunjukkan perempuan berpendapatan rendah mampu memanfaatkan pembiayaan untuk memulai dan mengembangkan usahanya sehingga berhasil meningkatkan pendapatan dan kesejahteraan keluarga. Pemberdayaan berhasil melatih anggota dalam pengelolaan keuangan dan mempersiapkan masa depan dengan menabung. Namun pemberdayaan nonkeuangan belum efektif karena besarnya beban kerja yang diberikan kepada petugas lapangan. Oleh karena itu perlu memperhatikan pengurangan beban kerja petugas lapangan dan menjadikan pelayanan nonkeuangan sebagai kegiatan khusus di luar tanggung jawab petugas lapangan.

Abstract

The growth in the number of BUM Desa (Village-Owned Enterprises) is increasing in line with the issuance of the Village Law. The number of BUM Desa, which currently reaches 47,717 units, should be appreciated. However, in light of its development, it is necessary to observe it from various sides, not only in terms of quantity but also in terms of quality. Therefore, it is essential to study how a conceptual review of the measurement of BUM Desa development. The purpose of this research is to carry out a literature study to determine the conceptual description of the development of BUM Desa. This study uses a non-systematic literature review method by exploring the literature and the results of previous studies related to the development of BUM Desa. The results of the study show that BUM Desa is a business entity that has the characteristics of a social enterprise, commercial institution, and local enterprise that form an integral part of the management of BUM Desa. Measuring the development of BUM Desa needs to consider these three characteristics in compiling its parameters and indicators. Therefore, BUM Desa can be said to be developing if it has succeeded in running social enterprises, commercial enterprises, and local enterprises. There is no standard in measuring the development of BUM Desa that can be used as a reference in general, so there are many different thoughts on the matter. Alternative parameters that need to be considered in measuring the development of BUM Desa include social value, civil society, innovation, financial perspective, customer perspective, business process perspective, growth and learning perspective, local potential and local wisdom.

Abstract

                                                 ABSTRAK Kelompok tani atau poktan menjadi salah satu wadah penting untuk petani dalam proses pemberdayaan petani. Poktan memiliki beberapa manfaat diantaranya adalah sebagai waah petani untuk lebih mengembangkan potensi yang dimilikinya agar dapat mengelola wilayah pertaniannya menjadi lebih baik. Tidak hanya itu, dengan adanya poktan para petani juga dapat lebih leluasa untuk saling bertukat informasi, berdiskusi dan mencari olusi atas kendala atau masalah yang sedang dihadapi. Namun dalam proses pemberdayaan petani, tidak hanya dibuthkan peran aktif dari actor internal saja yakni Poktan beserta anggotanya tersebut. Namun proses pemberdayaan ini akan lebih maksimal bila didukung oleh pemerintan setempat yang berperan sebagai actor eksternal. Kedua actor ini pn perlu bersinergi untuk mencapai tujuan yang sama, yakni kondisi petani yang lebih berdaya. Studi ini bertujuan untuk menjawab pertanyaan penelitian: Bagaimana proses pemberdayaan dilakukan di Poktan Gunung Batu? Guna menjawab permasalahan ini penelitian dilakukan dengan menggunakan metode kualitatif. Data dikumpulkan melalui observasi dan wawancara mendalam dengan pengurus anggota kelompok tani Gunung Batu, kemudian dianalisis secara kualitatif. Hasil penelitian menyimpulkan bahwa proses pemberdayaan yang diberikan oleh pemerintah setempat selaku actor eksternal membawa banyak perubahan untuk menjadikan petani lebih berdaya. Bahkan ketua poktan sampai bisa menjadi salah satu perwakilan dari Indonesia untuk mengikuti pelatihan petani kopi di Belanda. Maka dari itu dapat dikatakan bahwa proses pemberdayaan tidak hanya memerlukan peran aktif dari poktan saja (pengurus beserta anggota-anggotanya). Namun juga perlu peran aktif dan dukungan berupa program dari pemerintah setempat sebagai actor eksternal sebagai pendukung agar tujuan bersama yakni pemberdayaan petani dapat dicapai lebih optimal dengan membawa banyak manfaat bagi pihak petani, desa maupun pemerintah.Kata Kunci: Peran kelompok tani, bentuk pemberdayaan, sinergitas

Abstract

Abstrack. Some studies explained that the Program Keluarga Harapan (PKH) gave a positive contribution for improving the health, nutritional status and education level of Beneficiary Families (Keluarga Penerima Manfaat). However, this program still had limitation for family-economical improvement, which is shown as graduated KPM for 2019 were only 12% of graduated KPM on 2017 and 2018. Therefore, targeting of graduated-capable KPM became PKH policy objective, not only just ensuring the sosial assistence was on target, but also ensuring poverty alleviation by creating socially and economically independent KPM. To achieve this target, the Ministry of Social Affairs developed a accelerated-graduation strategy by adopting The Consultative Group to Assist the Poor/CGAP model. This research tried to analyze the process of the KPM PKH graduation strategy within the Results-Based Management (RBM) framework in Cianjur. RBM as approach of result-based strategic planning, focused on analyzing assumptions and risk to achieve each result at the output, outcome and impact level (UNDP, 2009). The main data collection used in-dept interviews with 21 informants that represented as the Central Government, Local Government, PKH Human Resources and KPM PKH in Cianjur. From this research resulted 5 (five) processes in the strategy used in Cianjur. There were first, accelerating changes in the mindset and behavior of KPM through Family Development Session; second, ensuring program complementarity for KPM; third, monitoring the socio-economic development of KPM and mapping of KPM's potential graduation; fourth, KPM entrepreneurship assistance; and the fifth meeting of potential KPM (Rembug KPM). Abstrak. Berbagai penelitian menunjukkan bahwa Program Keluarga Harapan (PKH) memberikan kontribusi positif terhadap peningkatan kondisi kesehatan, status gizi dan tingkat pendidikan Keluarga Penerima Manfaat (KPM). Namun demikian, kemampuan program dalam meningkatkan perekonomian keluarga masih sangat terbatas, yang tercermin dari rendahnya proporsi KPM yang lulus (graduasi) hingga 2019 hanya sekitar 12 persen dari KPM tahun 2017 dan 2018 yang graduasi. Oleh karenanya, targeting graduasi KPM berdaya menjadi arah kebijakan PKH saat ini, bukan lagi tentang sekedar memastikan bantuan tepat sasaran, namun utamanya bagaimana mengentaskan kemiskinan dengan menghasilkan KPM mandiri secara sosial dan ekonomi. Untuk mencapai target tersebut maka Kementerian Sosial mengembangkan strategi percepatan graduasi yang mengadopsi model graduasi The Consultative Group to Assist the Poor/CGAP. Penelitian ini mencoba menganalisis process terhadap strategi graduasi KPM PKH dalam kerangka Result Based Management (RBM) di Kabupaten Cianjur. RBM sebagai pendekatan perencanaan strategis berbasis hasil (result), berfokus pada analisis asumsi (assumption) dan risiko (risk) untuk mencapai masing-masing result pada level outputs, outcomes dan impact (UNDP, 2009). Pengumpulan data utama menggunakan in-dept interview pada 21 informan yang merupakan representasi Pemerintah Pusat, Pemerintah Daerah, Sumber Daya Manusia PKH dan KPM PKH di Kabupaten Cianjur. Hasil riset menunjukkan bahwa terdapat 5 (lima) proses dalam strategi graduasi yang digunakan di Kabupaten Cianjur. Diantaranya pertama, percepatan perubahan pola pikir dan perilaku KPM melalui Pertemuan Peningkatan Kemampuan Keluarga; kedua, memastikan komplementaritas program bagi KPM; ketiga, monitoring perkembangan sosial ekonomi KPM dan pemetaan KPM potensial graduasi; keempat, pendampingan kewirausahaan KPM; dan kelima pertemuan KPM potensial (Rembug KPM).

Abstract

This paper aims to conduct a conceptual study of factors that drive life satisfaction in the work domain for female workers. They experience several problems related to human resource policies related to their personal and work life. The dual role as breadth winner and housewife often take place. Life satisfaction is interesting to be discussed due to the well-being challenges for female workers. The framework is built by “Top-Down” and “Bottom-Up” theory. The author conducted an electronic-based data search from 58 articles during the 2019-2021 period. Several factors affect job satisfaction, such as need fulfilment, self-development and work pressure. The discussion section will explain the factors driving workers' life satisfaction to life, especially for female workers.

Abstract

Dalam rangka meningkatkan kesejahteraan masyarakat peternak layer, salah satu pendekatan yang cukup menonjol adalah dengan melakukan pengembangan ekonomi masyarakat di tingkat lokal (local economy development/LED). PEL memperhatikan aset yang dimiliki oleh masyarakat (community assets), seperti modal manusia, modal sosial dan modal finansial. Pembahasan terkait ketiga hal tersebut dalam artikel ini dapat dilihat pada proyek “kandang percontohan ayam petelur” yang responsif terhadap perubahan iklim. Yang merupakan langkah awal yang baik dalam mengembangkan ekonomi lokal melalui peternakan ayam petelur. Proyek ini merupakan hasil kerjasama jaringan organisasi global antara Paguyuban Peternak Rakyat Nasional (PPRN) dengan PT. Cargill Indonesia dan USAID APIK. Artikel ini bertujuan untuk mendeskripsikan proses dan bentuk interaksi antara organisasi global dan komunitas lokal dalam PEL dan dampaknya terhadap kesejahteraan sosial baik bagi peternak maupun masyarakat. Penelitian ini menggunakan pendekatan kualitatif dengan jenis penelitian deskriptif. Pengumpulan data primer melalui observasi dan wawancara mendalam. Informan dipilih secara purposif dan snowball serta menggunakan coding untuk analisis data. Dengan menggunakan kerangka The Hexagonal of Local Economic Development, diharapkan hasil penelitian ini dapat menggambarkan proses LED oleh komunitas peternak layer dan interaksi global-lokal yang terjadi pada LED melalui usaha peternakan ayam layer untuk pembangunan wilayah dan ekonomi Kabupaten Blitar serta dampak sosial ekonomi bagi komunitas peternak dan masyarakat sekitar.

Abstract

This research discussed the impact of relocating from Kampung Pulo in East Jakarta that was exposed to the environment by the local government of the capital (DKI) Jakarta due to their initial condition occupying the slums on the Ciliwung River were often affected by flooding when the rainy season. The research also illustrated the impact of relocation on the health of Kampung Pulo residents in their environment, health facilities and reality they perceived. This research was a qualitative study presented descriptively. The results stated that there were changes, namely changes that occurred in the health condition of Kampung Pulo residents, when the flood felt the mud entered into their homes and the threat of diseases such as diarrhea, vomit and skin diseases aggravated by the condition of unavailability of sanitation, such as the availability of toilets and water needs and could be seen that many of their homes di not have such facilities. But after the relocation they got excellent sanitation and water proved in each unit of flats had a lavatory, raw water that can be cooked to be used to cook and drink, a sink as well as a clean and separate cooking place, other than that. This research could also see that the health level of Kampung Pulo residents increased, they were not suffering from any disease as suffered at Kampung Pulo, a fundamental change in their health.

Abstract

In achieved the development in rural area, there needs to be empowerment of the rural community. The success of rural community empowerment is determined by the existence of a capable change agents to help communities improve their own strength. Desa Kaliabu, Central Java became one of the villages that succeeded in community empowerment by the utilization of Information and Communication Technology (ICT) due to the existence of change agents. Methodically using qualitative research method, this study describes the role of change agents at Desa Kaliabu in community empowerment by the utilization of ICT. This study reveals that change agents in Desa Kaliabu have educational, technical, representational, and facilitative roles and skills. Educational roles are owned consisting of Consciousness-raising, informing, and training. The technical roles consist of the ability to use computers and financial control. Meanwhile the representational roles consist of advocacy, networking, and sharing knowledge and experience. While facilitative roles seen from the existence of personal communication, utilization of skill and resources, social animation, and mediation.

Abstract

According to the data of the Central Bureau of Statistics (BPS) East Java (2017), the percentage of poor people in East Java was 11.20 percent or 4.41 million people. This figure was still high compared to the national average poverty rate which was 10.12 percent of the total population. Poverty in the East Java region is dominated by rural poverty as many as 2.95 Million People and the other was due to urban poverty as much as 1.46 million people. In Tamansari Village, a rural settlement area at the foot of Mount Ijen makes the village the spearhead of public services, cultural centers, and local economic drivers. This research discusses the impact of local economic development (LED) through community-based tourism (CBT) in Tamansari village, Banyuwangi Regency, Indonesia. The research area and using qualitative approach with descriptive research. While collecting data using in-depth interviews with 30 informants consisting of local government, local economic organizations, and local communities. The results of this research show a positive impact, the first impact of LED on work behaviour , in the second impact of LED on Family Financial Management the conditions, The third impact of LED on the Improvement of the Family Economy, The fourth impact of led on changes in mindset and behavior of stakeholders in the community. Based on the results of this research note that local economic development through community-based tourism in Tamansari Village prioritizes the interests of local communities. This condition should be carried out sustainably and be connected with human, social and cultural, and physical resources.

Abstract

There are generally agreed by both professional workers and laymen that the resilience of families is influenced by emotional climate of the family. This study aims to provide an overview of resilience in families with children who have cerebral palsy, who attend YPAC (Foundation for Disabled Children), which is the only centre for cerebral palsy services in Jakarta. Qualitative research was used to analyse a case study featuring three (3) separate families, with each family having two (2) children with cerebral palsy. The result of this study describes the Family Resilience by looking at risk factors and protective factors in families with Cerebral Palsy children and all their limitations. Risk factor is the condition of the informant, who has insufficient and unstable income. On the other hand, family members also receive discrimination regularly, and even experienced physical violence. Meanwhile, protective factor is a source of strength from their personality or values of each member of the family, commitment, and support from the surrounding environments, such as extended family, friendship groups, neighbours, and institutions. Social support becomes a source of strength for the family and keeps their fight with their children with cerebral palsy. Apart from internal factors, their relation to their environment also supports the family’s resilience.
