Abstract

Quality is the most basic or fundamental of the performance capabilities. Quality is the ability to serve the customer’s needs. Quality in service often occurs during service delivery, usually in an interaction between the customer and provider. One method of achieving high quality service is through Total Quality Service (TQS). The performance of TQS could be measured by Service Quality score (SERVQUAL Score), which has five dimensions: Tangible, Empathy, Reliability, Responsiveness, and Assurance (TERRA)

Abstract

This article presents the result of the study about direct local government election process in several districts in Indonesia. Local government elections, known as Pilkada, have conducted since mid-2005, there are hundreds of regions (provinces, districts and municipalities) have conducted Pilkada, and hundreds move will do the same in the years ahead. This study finds that there are lots of problems still occur during direct local government election process. There main problems are institutional problems, preparation phase problems and implementation phase problems. Institutional problems which are still arise during the direct local election such as lack of independency and profesionalism of local government election are insufficient time for local electoral body to prepare the election process; lack of clarity about recruitment mechanism of PPK, PPS and KKPS; and lack of socialization program. Finally, problems occurs during implementation phase of pilkada are the weaknesses of data updating, problem in candidates recruitment, infringements during the campaign, lack of managementof logistics and budget accountability. This study recommends that government should reformulate the rule of direct local government election.

Abstract

In 2004, Indonesian hold a direct election for the first time. Many complements came from international for succesfull direct election we had. Besides some points about unsuccess story related to implementation direct election to elect representatives council both DPR and local representative council named DPRD (province and city/regional). Those important points are unvalid paricipants data, late logistic distribution, and money politics. To know this conditions, evaluation the content of direct election policy and implementation for DPR, DPD and DPRD is the most strategic step to increase the performance of direct election for the future.

Abstract

Training organisation (TO) has a very strategic role in developing the quality of human resource of Indonesian government apparatus. The many changing policies concerning the existence of TO has always been the main issues in building and managing TO, especially in local government context. This phenomenon has raised the issue of how and when to start developing the capacity of TO located in provincial or local governments. To start with NIPA Bandung regional office has conducted a research on identifying effective models of TO capacity building. This article is the result of the research and highlighted that there are three development models for TO, namely, expansion, equilibrium and survival models for high, medium and low capacity TO respectively. This research concluded that NIPA – as the supervising body for public service training – should revise its policy on evaluating the capacity of TO, especially the policy on accrediting and certifying TO.

Abstract

The regulation of The Regional Financial No 17/2003 says, that the management of the public finance is based on the performance budgeting principal. Its means that the allocation of the budget is a part of the governmental management. The performance it self is measured by the standard of performance that consist of input, output, outcomes, benefit and impact performance. So that, the measurement of performance is very important as a basis of accountability to the society as a services achievement.

Abstract

Private Investment in one of the ways the government taken to recover from the last monetary crisis. The related efforts, however, slow down due to complicated problems in public services. Hence, in year 2006, the Government issued the Presidential Decree No.3/2006 on Policy Package for Enhancing Investment Climate. It is believed to be the starting point of public service reform programs. Prior to that, several policies have already been delivered, such as the Public Affair Ministerial Decree No. 25/1998 on One Roof Service. The goal of both policies is to improve public service deliveries to become as fast, cheap, right, and accountable as possible in accordance with those principles to be fulfilled so as to create good local governance. Yet, so far the public service is still the existing issue in enhancing investment in Kabupaten/Kota in Indonesia and it is assumed, owing to the negligence towards the GLG principles. In the light of the phenomenon, the study was conducted to formulate strategic recommendation and action plan for the implementation of GLG principles in public services reform. This article sums up the study which reveals some facts on: 1) the efforts taken by Regional Government in reforming public service, 2) the quality of public service in Kabupaten/Kota, 3) the implementation of GLG principles in public service delivery, and 4) the policy recommendation and action plan for implementinng GLG principles.
