Abstract

Pangandaran, a tourist destination located in Ciamis Region,, becomes an important part in economic growth of West Java, Indonesia. Unfortunately, it is s not managed optimally, yet. Therefore, this paper suggests several organization models as alternatives for managing this area optimally.The methodology of the paper is qualitative research. The tool of analysis is case study. Primary data was collected through depth interview with the officials of Tourism and Culture Office of Ciamis Regency, and through Focus Group Discussion with several Regional Organizational Apparatus who were in the management team of Pangandaran Tourist Area. Whereas, secondary data was collected from some relevant documents.

Abstract

Regarding the importance of public awareness in achieving tax compliance, it required a competent tax administration. The competence of tax authorities are an important factor in determining taxpayer compliance, especially in the self assessment system. Lack of ability from tax authorities will have an impact on the low rate of taxpayer compliance in meeting its obligations. Therefore, in this context required a deep understanding of the tax authorities within the framework of the ability to see taxpayer compliance. Besides the ability of tax authorities, there is important factor that determine tax compliance, namely the tax audit. Tax audit is part of the tax administration that has functions to assess taxpayer compliance both formal and material. For taxpayers with low compliance rate is expected to do another inspection, to provide positive motivation for subsequent periods that goes along with the main purpose of the tax audit which is to keep the taxpayer compliance in taxation obligations. That way, the examination has a positive impact on taxpayer compliance in implementing the taxation obligation, namely to prevent the smuggling of tax by the taxpayer under investigation. Aspect capability of tax authorities, tax audits and tax compliance has a correlation to one another that are connected in a tax administration with self-assessment tax system

Abstract

The aim of this research was to analyze the influence of controlling function by Inspectorate’s in improving the performance of civil servants (Case study of Regency Tapanuli Tengah). The concept of controlling used Robbins and Coulter’s (2006) theorywhich consists of three dimensions namely (1) standard; (2) measurement; and comparison; (3) action. The performance concept used Mitchell’s (1985: 391) theory which consists of two dimensions (1) ability; and (2) motivation. These three controlling dimension were applied to analysis performance apparatus in Regency Tapanuli Tengah. To indentify the three influence of dimension, a survey approach was conducted through a proportional sample of 144. The data were analyzed using Path Analysis, in the LISREL (Linear Structural Relation) program. The value was found out each dimension as follows; (a). Influence standard (X1) to performance apparatus (Y) is 0.362 (low category), influence measurements and comparison (X2) to performance apparatus (Y) is 0.371 (low category), influence action (X3) to performance apparatus (Y) is 0.251 (very low category). The effect (X1, X2, X3) to Y is 69.62% (strong category, and the residual is 30.38% influenced the other dissimilar factor (epsilon).

Abstract

If the wave of globalization may inspire democratic understanding and its implementation in Indonesia, then the Pancasila Democracy which has similar meaning with the broad definition of democracy will bring advantages for political, economic, and social condition. In the contemporary era, democracy that has been always elaborated was the democracy that originally came from the West. It has also been socialized only in its narrow definition; therefore, democracy is only commonly understood as political democracy. However, in broad definition of democracy – called by Held as democracy autonomy - the State has an obligation to guarantee that people have easy access not only to political affairs but also to social and economic ones. For that reason, it is necessary to examine several regional elections that have been held successfully. Democracy was not violated when provincial election budget was used for facilitating people to access their neglected economic and social rights. It is difficult to establish democracy in the midst of extreme poverty. New order had made its own interpretation to Pancasila Democracy, and nowadays a more suitable interpretation needs to be made through normative and pragmatic studies.

Abstract

Implementation of ethics in public service has not run as expected. The systems weakness that supported by lack of quality and quantity of human resources act as inhibiting factor to achieve high performance in public services. In addition, moral and ethical violations that occurred generate some dilemma. There is high expectance to achieve professional and accountable public service, but on the other hand, moral and ethical issues are problems that are not easy to be addressed. For that matter, ethics must always be considered in every phase of public service. If every apparatus implement ethics in public service, then organization will achieve high performance. Therefore, ethics as one mportant element in public service must constantly be developed to meet public expectations.

Abstract

Proses reformasi yang terjadi dalam kurun waktu sepuluh tahun terakhir telah membawa babak baru dalam kehidupan sosial dan politik di Indonesia. Reformasi yang ditandai dengan perubahan tatanan sistem politik, munculnya partai politik baru serta tuntutan pemerintahan yang profesional, transparan, responsif dan akuntabel ternyata dalam implementasinya ibarat jauh panggang dari api. Banyak persoalan yang muncul dalam membangun kelembagaan instrumen demokrasi. Sejumlah persoalan seperti derajat pelembagaan partai politik yang rendah, kurangnya profesionalisme birokrasi, praktek korupsi serta kuatnya tarikan kepentingan politik menyebabkan upaya untuk membangun kelembagaan politik dan birokrasi yang profesional menjadi sulit tercapai. Berpijak pada persoalan itu dan bertepatan dengan Dies Natalis Magister Administrasi Publik Universitas Gajah Mada (MAP- UGM) Yogyakarta yang ke – 15 pada tahun 2008 digelar seminar yang melibatkan politisi, pakar, praktisi, birokrat dan pengamat yang selama ini menggeluti masalah politik dan pemerintahan untuk mencari formulasi atas beragam persoalan tersebut. Makalah hasil seminar itu kemudian dibukukan dan diberi judul Governance Reform di Indonesia : Mencari Arah Kelembagaan Politik yang Demokratis dan Birokrasi yang Profesional.

Abstract

Nowadays, quality human resource becomes capital of an organization, which influences performance. Both public and private organizations need competency based human resources management to gain and maintain competent employees. Competency standard is essential for assessing employee’s competency. Therefore, in order to implement competency based human resources management, competency standard is the very first thing to create and it must be used in human resources management processes, like recruitment, placement promotion and development. Some model are used to create Competency Standard, but Indonesian Human Resourches Management has not already decided the model to create competency standard. It causes the model of competency standard one of government organization may different with another organization. Thus, the model of competency standard have to be decided as a guideline to create competency standard for Indonesian Government Apparatus. This way, quality human resources will be gained and maintained, and eventually they will help organization increase its performance.

Abstract

Tahun 2010 – 2011 merupakan tahun yang bersejarah bagi Lembaga Administrasi Negara (LAN). Mengapa demikian? Karena dalam periode tahun tersebut, LAN telah membuat catatan sejarah baru dalam perkembangan organisasinya. Beberapa langkah bersejarah yang dilakukan selama periode tahun tersebut, antara lain adanya beberapa perubahan yang diarahkan pada aspek-aspek kelembagaan, khususnya yang menyangkut masalah ketatalaksanaan dan sumber daya aparatur, baik Sumber Daya Manusia (SDM) maupun Sarana dan Prasarana. Apa yang dilakukan oleh LAN tersebut, memang tidak terlepas dari upayanya untuk mensikapi dan melaksanakan salah satu program strategis nasional, yakni Reformasi Birokrasi. Reformasi Birokrasi di Indonesia sebenarnya merupakan suatu rangkaian perubahan yang terjadi sebagai salah satu bentuk implikasi dari adanya gerakan reformasi pada tahun 1997 sebagai dampak krisis multidimensi, yang kemudian mengakibatkan “runtuhnya” pemerintahan Orde Baru yang ditandai dengan mundurnya Presiden Soeharto dari kursi kepresidenan pada tanggal 21 Mei 1998, dan digantikan oleh Presiden Habibie yang pada saat itu menjabat sebagai Wakil Presiden

Abstract

Local elections in Indonesia have brought immediate changes to the political conditions. Direct Democracy that was expected to bring maturity instead falls apart at the implementation level. Political practice that is driven by money to win particular contestant in turn bring negative effect on bureaucracy that eventually not value-free and filled by political interests. Bureaucracy positions which ought to be neutral nowadays become partitioned off into various attrations of politics. Political party that play vital role as the main gate to construct political maturity of society also experienced failure, although political parties play a vital role to improve governance.
