Abstract

Jatinangor Subdistrict is one area in Sumedang that has potential for rental housing business. In recent years, the number of rented house in the Jatinangor continues to increases. Therefore, the Government made the rental Sumedang District as one source pendapaten area by taxing the rental of the house. Taxation policy is set out in Local Regulation No. 52 Year 2001. Then because of the overlap among VAT and income tax, the policy was revoked in 2008 and revised to Local Regulation No. 8 Year 2010. The tax rate is set at five percent and subjected to small rented house with rooms above 10. This paper tries to analyse taxation regarding to rental potential using the data in 2008. The potential seen by taking a sample of 105 rented homes spread over four villages in the district Jatinangor. The potential is then calculated by multiplying the tax rate leases with rental income every home sampled. Data processing results of this study show that the District Jatinangor has huge potential in terms of the rental tax of Rp.921.018.638. Unfortunately, this potential cannot be excavated to the maximum by the District Government Sumedang due various barriers.

Abstract

Local government effort to improve the welfare of civil servants in local government has been continued to be made. However, this practice allegedly bankrupted precisely Budget Reveneus and expenditures (APBD). As a result of capital expenditures for development cannot run optimally because the budget must be spent for personnel expenditure reached 70 percent. Some things are considered to be causing it is the large number of employees, the absence of clear parameters in determining the nominal standard allowances, and political factors. To that end, the government should immediately find an alternative solution in the short term that is applicable while running a program of bureaucratic reform

Abstract

The result of Local Election in Bandung District on 2010 has shown some tendency on voting behavior. Findings in the first roud election indicate that some candidates dominate certain sub districts where they live. In the second round there is some voters’ movement because some candidates don’t pass to the second round. Some voters who choose candidate from PDIP coalition in first round change their preference to candidate from Golkar coalition in second round. Meanwhile sub-districts who won by candidate from PKB coalition in the first round has moved to candidate from Golkar coalition and PKS coalition in the second round. It can be concluded that there is “political thinking” phenomena in Bandung District. Voters who prefer candidate from Moslem Party (PKB coalition) will vote candidate from other Moslem Party (PKS coalition), whereas voters who prefer candidate from Nationalist Party (PDIP coalition) will vote candidate from Developmentalism Party (Golkar ). It took more depth research to dig up the existence of political thinking.

Abstract

The data collected from the Central Bureau of Statistics show that the average population growth rate in the province of West Java (2003 - 2009) amounting to 1.81%. During this period the population growth rate decreased most sharply in 2003, reaching 3.06%. If the trend growth rate of this decline continues over time, later may be the rate of population growth in this province to zero or even reverse to negative. This paper will discusses the factors that affect population growth rate decline as birth rates (fertility), mortality (mortality), migration among regions and the province of the momentum of population growth that is hidden in this area.

appropriate step to improve the condition of Indonesia, which in 2003 declared the sixth poorest country in the world. Meanwhile, World Bank states that the empowerment and community participation is a strategic step to address the problem of poverty, economic, social and cultural rights. In line with that, the Indonesian government issued Law No. 22 of 1999 on Regional Governance and Law No. 25 of 1999 concerning the Central and Regional Financial Balance which explicitly states that public participation is premised governance and local development of a democratic, transparent and accountable and to realize this, the Minister of Interior issued Circular Letter No. 050/987/SJ/2003 about guidelines for the implementation of participatory development coordination forum. With that background, this research is carried out to identify shapes and mechanisms of as well as efforts to increase public participation in Kelurahan Utama Kecamatan Cimahi Selatan. One of the results of this research indicates that people understanding of community participation is still limited to the participation of all communities in any development activities, both proclaimed by the Central Government and specified in the deliberations of development

Abstract

Structuring Urban Transportation System in Indonesia is an important problem to overcome. The enactment of Law no. 22 year 2009 regarding Road Traffic and Road Transportation is the one of government's commitment in arranged system of transportation. Bandung City as one of Metropolitan Cities in Indonesia is also facing a complex transportation problems. Based on the research, the availability and adequacy of transportation facilities and infrastructure are still inadequate to satisfy the society. Public transportation in Bandung City is not comfort and safety yet. The levels of comfort and safety of transportation infrastructure are still low and the shelter needs becomes quite important. Meanwhile, levels of security and comfort of other transportation infrastructure such as parking and terminal are also considered low. To fulfill the availability and feasibility of transportation infrastructure, the local government has been implementing various policies such as Local Regulation no. 2 year 2008 regarding Implementation of Transportation in Bandung, since some regulatory barriers such as lack of clarity and authority, lack of coordination among relevant agencies and low public awareness of the utilization of transportation facilities and infrastructure, causes implementation of the regulation is not optimal.

Abstract

Dunia birokrasi memang unik. Mungkin karena keunikannyalah, maka birokrasi ini dapat bertahan dalam situasi apapun. Dalam keadaan stabil, khaos, perang atau bahkan dalam keadaan hancurnya suatu Negara sekalipun, kecuali kiamat. Lantas apa sebenarnya yang menjadi keunikan birokrasi, termasuk kemampuannya untuk bertahan dalam segala situasi? Birokrasi adalah sebuah tipe organisasi yang menjalankan fungsi fungsi administrasi dan manajemen dalam skala besar. Batasan ini merupakan batasan yang diramu dari teori dan konsep sebagaimana banyak dikembangkan oleh para ahli administrasi, organisasi, dan manajemen. Dalam batasan ini, sebenarnya birokrasi memiliki makna yang luas dimana ia adalah merupakan salah satu tipe organisasi, kemudian ada proses administrasi dan manajemen yang dilakukan dalam upaya mengoperasionalisasikannya, dan berada pada lingkup organisasi yang berskala besar. Paling tidak, itulah pandangan yang dikemukakan oleh para pengkaji birokrasi seperti: Weber (dalam terjemahannya oleh Henderson dan Parsons, 1947); Gifford & Pinchot (1993), Blau dan Meyer (2000).

Abstract

Nowadays, we watch and read on public media so many government officers were indicated to corrupt. The writer suggests that it is due to the failed methods of selection. There are many methods of competency assessment that can be used to select employees for a position, unfortunately the interdependencies between the selection criteria is less considered, so there is certainly a missing link between those criteria, they do not act as an integrated element. In this article, the writer proposes a method, in which some selection criteria are integrated, to obtain better results of competency assessment. This method is preceded by the determination of selection criteria, and then the interconnection between the criteria developed in a model of decision-making. The measurement of each criterion is done using a tool called the Analytic Network Process (ANP). The result is the value of the total weight of all criteria, and then it is ranked to get the top participants for selection.

Abstract

Perang dunia II pada dekade terakhir kolonialisme Belanda di Indonesia membawa sejumlah konsekuensi logis yang cukup signifikan bagi Belanda. Pendudukan Nazi Jerman di negeri kincir angin itu telah mengakibatkan kemiskinan pada titik klimaks. Kini, negeri yang dulu terpuruk itu menjadi salah satu negara dengan ekonomi paling kuat dengan peringkat terbesar ke tujuh untuk Produk Domestik Bruto (PDB) per kapita. Michiel S. De Vries, seorang professor Administrasi Publik pada Institute of Management Research, Radbound University Nijmegen, kemudian menyoroti fenomena ini dengan metode penelitian longitudinal. Ia mengamati perubahan fokus dan fleksibilitas kebijakan publik pemerintah Belanda dari tahun 1940 hingga 2000. Periodisasi yang kemudian disebutnya dengan istilah generasi kebijakan ini dibaginya ke dalam lima periode. Dengan pisau analisis teori ekonomi tentang kelangkaan dan perpaduan teori sosiologi mahzab fungsional-struktural serta teori kebudayaan, penelitian ini menghasilkan salah satu temuan pentingnya yakni isu yang diabaikan dalam kebijakan periode sebelumnya, bisa jadi isu yang krusial untuk mendukung kesuksesan kebijakan berikutnya.
