Abstract

PKL seringkali memunculkan permasalahan signifikan dalam perencanaan regional. Sejumlah permasalahan yang ditimbulkan antara lain: aspek estetik, sampah, kemacetan dan berkurangnya ruang untuk pejalan kaki. Di sisi yang lain, PKL juga berkontribusi peda pendapatan daerah dan merupakan wujud berkurangnya angka pengangguran. Sebagai sebuah bagian dari sektor informal, PKL berasal dari orang-orang yang tidak dapat bersaing di sektor formal. Dengan menggunakan studi kasus sebagai metode penelitian, tujuan penelitian ini yakni untuk mengkaji permasalahan, potensi dan rekomendasi untuk perencanaan regional yang terkait PKL. Penelitian ini menyarankan bahwa PKL perlu dipertimbangkan dan dilibatkan dalam perencanaan regional dengan beberapa langkah dan prasyarat seperti dukungan pemerintah serta kejelasan model dan kebijakan.

Abstract

The co-production concept is becoming a new trend in the UK to make improvements in public services with innovative way. Loeffler pointed out that co-production in public services means professionals and citizens making better use of each other’s assets, resources and contributions to achieve better outcomes and improved efficiency (it takes two—professionals and communities). There are four types of co-production; co-commissioning, co-assessment, codesigning, and co-delivery. By using these types of co-production, public services can be developed and it involves public participation in the process. Bandung is one of the cities that have various types of programs, with these programs government tries to involve communities to work together with the government to improve public services. However, thereare some weaknesses in some programs thus making the programs’ implementation inefficient. (Needham, 2007) By using the coproduction concept, these programs can be developed to achieve maximum results. In the end, all cities in Indonesia can use the co-production concept to improve public services in their cities. All that is needed is for each city’s mayor to implement the co-production concept.

Abstract

Untuk pertama kalinya, pada akhir tahun 2015 ini, Indonesia akan menyelenggarakan Pemilihan Kepala Daerah (Pilkada) langsung secara serentak. Pilkada serentak yang akan dilaksanakan pada 9 Desember mendatang merupakan awal dari sebuah langkah penataan demokrasi di negeri ini. Sebuah langkah yang cukup besar yang menyimpan peluang sekaligus tantangan dalam pelaksanaanya. Pilkada serentak akan berlangsung di 269 daerah, dengan rincian sebagai berikut: 9 pemilihan gubernur dan wakil gubernur, 224 pemilihan bupati dan wakil bupati dan 36 pemilihan wali kota dan wakil walikota.

Abstract

Penentuan kawasan Jatinangor sebagai pusat pendidikan tinggi seharusnya tidak hanya diikuti dengan kebijakan pengaturan kawasan tersebut, tetapi harus juga diikuti dengan kebijakan pengelolaan pelayanan publiknya. Selain memperbaiki pelayanan publik yang sudah ada juga perlu dilakukan inovasi pelayanan publik agar mendukung fungsinya sebagai kawasan pendidikan tinggi Jatinangor.

Abstract

Jatinangor area is designated as an educational area. This area is growing rapidly now. Because of Jatinangor area is a part of Sumedang District, Sumedang’s local government has a big authority to manage this area. But, there are a lot of public service problems in this area, namely disorganized building development; limited health service; inadequate waste management sevices; inadequate water service, etc. The aims of this research are to describe about existing leadership; authority delegation; organization structure; coordination and budgeting Jatinangor area management. This Research used qualitative approach and descriptive method. Interview Technique was used to collect primary data. And purposive technique was used to choose the right informan for this research. Furthermore, this research used qualitative descriptive technique to analyse data. The result shows that the leader of Sumedang’s local government does not have big political will to manage Jatinangor Area. This affects organizational structure which manages the area. There is no specific agency to manage Jatinangor area. The management is conducted by common local government agencies. There are adequate coordination between Sumedang’s local government agencies and between Sumedang’s local government and West Java Province government. But, coordination between Sumedang’s local government agencies, university and society in Jatinangor area still are not adequate. Beside that, Sumedang’s local government does not provide sufficient funding to manage this area. This condition causes the public service in Jatinangor area is not optimal.

Abstract

Crude Palm Oil (CPO) produced by Indonesia comes from three oil palm plantations, namely smallholder, State Big Plantation, and Privte Big Plantation. The amount of the contribution of palm oil produced by farmers, through smallholders shows that smallholders have a strategic role. In order to balance the involvement of farmers in palm oil bussiness, which is not only dominanted by the large farmers, the independen small farmers' competitiveness needs to be increased. This study was conducted to determine the government's efforts in empowering the independent oil palm farmers, especially in taxes and retributions. The recommendations were made as follows. First, the local government must eliminate all forms of retributions that do not fit on Taxes and Retributions’s policy. Thus the region which is still put on retriburion on the plantation business permit and the letter of plantation business listing needs to erase it immediately. Second, the Local Government eliminate the double tax that burden the farmer by eliminating eliminate illegal levies usually done by middlemen with reason as the contribution payment of VAT CPO. Third, the government should review the policies on taxes and charges in connection with the government's efforts to improve the competitiveness of processed palm oil products.
