Abstract

The establishment of new regional government is intended to improve the peoples welfare in that region. However, it should be noted that this establishment should cosider the gap between the urban and rural areas. It is believed that the establishment will widen the gap since the mobilization of all regional potentials to improve welfare is hindered by this regional differences. The effort to increase the economic growth of the regions can be carried out by optimizing the core potentials, and inviting investor to increase the regional revenues.

Abstract

This article is aimed for seeking the influence of training and education for structural positions after completing such programme. The influence of training and education programme can be measured easily in terms of achievement of work performance they obtain in the organisation. Furthermore, the length of time is another matter. The changes of the current situation and condition both internal and outside of the organisation have been undergone significantly.

Abstract

Dalam 20 tahun terakhir terjadi perubahan yang dramatis atas dunia ini, dan suatu bentuk peradaban yang dramatis atas dunia ini, dan suatu bentuk peradaban baru sudah berproses pada saat dimulainya zaman milenium baru. Proses perubahan yang sangat cepat, tak terduga dan tak dapat diprediksikan ini memiliki konsekuensi yang sangat luas, baik terhadap peran pemerintah , warga negara, kelompok organisasi dan masyarakat yang juga berubah dengan cepat. Berdasarkan pilihan sendiri atau karena tekanan dan keharusan untuk beradaptasi agar dapat ‘survive’, organisasi-organisasi publik dan swasta serta sistem manajemen melakukan transformasi.

Abstract

Nowadays, it is time to execute the reformation of civil services in Indonesia, especially in the framework of answering the implementation of the Board Guielines of State Policy in creating good governance and answering the people aspiration on the implementation of clean, transparent and responsible government. The reformation through the functioning was significantly needed in the framework of developing profesionalism, supporting the implementation of regional autonomy and the endeavors of economic recovery.

Abstract

Fast dramatic and unpredictable change of world has a wide consequences on the changing role of government, citizens, organisations and society. This requires both public and private organisations to reform themselves and their management system so as to get to their highest capacity. In terms of regional government, organizational capacity is the ability and competency of government as well as the efficiency in planning, implementing, managing and evaluating policies, strategies or programs designed for the impacts on the society. In the framework of the organizational capacity, human resource management devellopment is an important dimension for develoving the internal capacity of organization. The article begins with an explanation of the backgrounds that shows the importance for develoving the organizational capacity of public sector, then continues by presenting some HR experts experiences, their principles and methodsin meansuring and evaluating HRM capacity in their countries. It finally discuss some normative but applicative prescriptions for develoving the internal.

Abstract

Like in business sector, investment is also required in human resource through education and training. The basic assumption of the theory of human resource investment is that education and training will improve knowledge, skills and working productivity of the employees so that they will get appropriate compensation throughout their career. The success of all efforts to improve the quality of human resource really depends on the success of human resource investment. Therefore, in carrying out human resource investment, it is necessary to pay attention to the plan and strategy which are going to be delivered. Human resource investment will hopefully develop the characteristic of employees who are creative, adaptive, innovative, and responsible.
