Abstract

This article elucidates some ideas for Regional Governments to act changes in providing public service in order to recover their public trust. First, the governments public servants must understand and be commited to the vision and missions of their organisation. Second, the government must concentrate on its functions of regulating and delegate its functions of servicing, empowering, and regional developing to its community and etrepeneurs. Therefore, the governments must identify and take over which services cannot be provided by private organisations and fot that they must improve their public service management.

Abstract

Direct election of Local Governor (PILKADA) so far does not give as good impacts as imagined yet due to the unrealised hopes buillt by the concept. The concept is supposed to promote a process of learning on democracy for the people and of course to promote ideal leaders of local governors. However, the economic and social costs caused by the election are not paid off by its result as there are some negative influencing factors, such as the incompetence of the local election commite (KPUD), misuse of power by the ruling and campaigning candidates, the unethical behaviour of refused candidates. The direct election will give its promising benefits when the system, the actors and the people are supportive of ethical, transparent and accountable process of the election.

Abstract

Research in administration sector, particularly state administration is one of the functions hold very important role in the efforts to improve the implementation of government towards good governance. Actually the condition of research in state administration sector in Indonesia up to now is considered remain suspended on output point and has not reach the outcome yet. As a matter of fact it is a national cost which is not in proportion with the benefit according to expectation. It is expected that the result of the research should become a better quality result in the future so that it can be used maximally, and can be more useful in providing input for material in making decision properly, either for the sake of administration science development or supporting the administration practitioner in the government’s environment in particular.

Abstract

This article explain about the result of the research on impact of the expansion of region, a case study in Kabupaten Tasikmalaya. The impacts studied are the ones over the development of social life and regions infrastuctures. This study finds out that the expansion of region maintains and even broadens the developments gaps between urban and rural areas. The gaps occur in many sectors such as income, education, health, and public facilities. This study suggests that a feasibility study must be done prior to expansion of region so that no significant gaps occur between the old and new regional.

Abstract

Social capital is a set of values or norms informally shared by a group of people that enable them to cooperate with each other. The social capital which is built and developed in a society allows the people to do their social functions effectively and redeems any social conflicts happened at a certain scale. In Indonesia, for example, the society has large defisit of social capital, which was built within colonial and feodal policies. The defisits are reflected in the way the people live, in which the grow a dishamony, live in fear and distrust of each other. Therefore, it is a collective responsibility that the people do a socio-cultural transformation towards a stronger and healthier social capital.

Abstract

Pelatihan berbasis kompetensi adalah sebuah kombinasi yang kompleks dari atribut-atribut yang terdapat dalam kriteria kinerja yang menggunakan proses belajar dan standar-standar kompetensi yang terukur. Oleh karena itu pelatihan berbasis kompetensi tidak hanya bergantung pada standar-standar performance tetapi juga melatih peserta untuk terlibat secara aktif dalam training program dan berhubungan dengan proses belajar mandiri setelah para peserta pelatihan memperoleh standar-standar kompetensi yang diterima selama pelatihan. Dalam hubungannya dengan Lembaga Administrasi Negara sebagai instansi Pembina Diklat PNS, meskipun sejak tahun 2001 telah mengembangkan kurikulum berbasis kompetensi yang selanjutnya disebut sebagai Diklatpim namun kendala-kendala seperti ketidakjelasan konsep kompetensi, absennya standar-standar pengukuran kompetensi, lemahnya hubungan antara Diklat dengan pengembangan karir serta intervesi politik dalam peningkatan pejabat struktural menjadi hambatan utama dalam pelaksanaan Diklat berbasis kompetensi khususnya bagi Diklatpim TK II.

Abstract

The performance of the Regional Government of Bandung City in preventing and taking care of fire is still being questioned as it is noted that during the last five years there have been 4 to 6 blazes a day. The author sees that in some aspects the fire service is lacking, such as in the aspects of institutional, funding, mapping, and coordinating. Therefore, the efforts to be done by the institution in change are among others: a) preventing blazes through building inspections, law enforcement, consulting Fire Emergency Plan of planned buildings. b) mapping likely areas in fire, c) building well-trained fire brigade, and d) technical assistance for handing blazes. Whereas. Managerial efforts to be done are: a) designing and implementing a Master Plan of Fire System, and b) resource need analysis.
