Abstract

Watershed Management (DAS) is expected in the future to provide a framework towards achieving sustainable development. Watershed management itself is a renewable resource of plants, soil and water in order to provide maximum and sustainable benefits. Watershed management is a human effort in controlling the reciprocal relationship between natural and human resources with all its activities in the watershed. The goal of watershed management is to foster the sustainability and harmony of ecosystems and to increase the utilization of natural resources for humans in a sustainable manner (RLPS, 2002) In relation to watersheds, the Central Kalimantan region is an area whose surface is a river flow. This is evident from the availability of the lanting house as a community residence on the shore of the Kahayan river. There is also the presence of Handil or Saka within the Kahayan river area which is a sluice gate or known as tabat in managing the river, as well as the culture of catching fish which is called Mihing as a tool for Dayak people in fishing. From the previous research, the dissertation research (Sihombing 2014: 89) states that there is a local culture produced by local Dayak people in managing the river which is an innovation for the community to fulfill their daily lives. (Sihombing, 2016; 223) This is what is called the Indigeneous Knowledge System, which is the knowledge system of the local community which is considered as an originality or originality of the knowledge of the community. Departing from this thought, the research that has been carried out from the dissertation research derivative then the methodology used is qualitative ethnography with the aim of further exploring and studying the indigenous knowledge system in the Dayak community in managing the river, and this is what makes the concept of indigeneous knowledge system play a role in river management is seen from a review of the perspective of local wisdom that has been ingrained. This paper is also a continuation of the results of research that has also been carried out, which found that there is a correlation or relationship between innovation and knowledge systems of local communities, is a study of Public Administration in examining more broadly the implementation and understanding of social science in formulating policies that lead to fulfillment of community life needs and management.

Abstract

The strategies identified by the Tourism Office in developing the Sipiso-piso waterfall tourist attraction are (1) Monitoring every week to find out what needs to be improved and monitor the level of tourist visits to the Sipiso-piso waterfall and evaluate the monitoring. in order to find out what other strategies can develop the Sipiso-piso waterfall and increase tourists, (2) Involve all parties in the development of the Sipiso-piso waterfall, such as the community and business people who sell in the Sipiso-piso waterfall area, so that development is carried out can produce maximum results. (3) Conducting training for business actors such as tourism awareness socialization which is carried out once a year, (4) Coordination with all offices related to tourism in developing the Sipiso-piso waterfall tourist attraction. (5) Planning programs that can be done in developing the Sipiso-piso waterfall and attracting tourists to visit the Sipiso-piso waterfall.

Abstract

The Tanjungbalai City National Narcotics Agency is a government agency that has the authority to take action to prevent and eradicate drug trafficking in the Tanjungbalai City area. Through this research it can be seen that the Tanjungbalai BNN with all its resources and efforts has carried out drug prevention by using prevention strategies through programs that are arranged systematically as in the results of the BNN Strategic Plan in which there are concrete activities of the programs to be implemented in an effort to prevention and eradication. A supporting factor in the National Narcotics Agency's strategy in preventing eradication is the support from the government and other government agencies as well as some members of the public who care about this prevention. Then what becomes the inhibiting factor in this prevention is the drug problem which is increasingly complex and requires a large amount of money to prevent it. Besides that, it is necessary to increase the number of juridical and physical personnel because human resources are important actors in a policy. However, the Tanjungbalai City BNN continues to carry out its duties to the maximum extent possible to eradicate the perpetrators of narcotics crimes.

Abstract

PT. PLN (Persero) is the only company that provides services to the public in the provision of services related to the sale of electric power in Indonesia. In the implementation of the smart electricity program (prepaid) there are several weaknesses in terms of the lack of public interest in using smart electricity (prepaid), problems with usage costs and network disruptions for online purchases. The purpose of this research is to find out how the Implementation of Smart Electricity Program (Prepaid) at PT. PLN (Persero) Customer Service Unit Pancur Batu. This research uses descriptive research method with a qualitative approach. Data collection techniques were carried out by means of interviews, observation, and documentation. The data that has been obtained is then analyzed qualitatively by reviewing all the data collected and supported by the results of interviews using the theory proposed by Van Meter and Van Horn related to policy standards and objectives, resources, characteristics of implementing agents, social and economic conditions, disposition of implementors, and communication between implementing agencies. Based on the results obtained from interviews, observations, and documentation, it is known that the Implementation of the Smart Electricity Program (Prepaid) at PT. PLN (Persero) Customer Service Unit Pancur Batu has not been running well because there are several obstacles such as lack of socialization and promotion resulting in a lack of public interest in using smart electricity (prepaid), lack of communication or coordination with partnerships so that the Smart Electricity Program Implementation process (Prepaid) has not been effective.

Abstract

The non-cash transaction policy on toll roads aims to improve services to toll road users. However, in the implementation process, several problems were found, such as traffic jams due to a lack of balances, machine errors at the toll gate and transactions made in cash. This study uses descriptive research method with a qualitative approach. Data collection techniques are carried out by onterviewing, observing, and recording documents related to the implementation of non-cash transaction policies on toll roads. The data obtained was then analyzed qualitatively by reviewing all data collected and supported by interview results. The results of the study were measured based on the Van Meter and Van Horn Implementation models. In standard indicators and policy targets, the implementation of the policy has not fully complied with the established standards so that the objectives have not been fully realized. Human resources carry out their respective functions and non-human resources in the form of equipment already exist and functioning at all toll gates. Communication between organizations and activity implementers shows that executors routinely coordinate and communicate with other stakeholders. The characteristics of implementing agents show that policy implementers know and understand the policy of non-cash transactions on toll roads. In terms of social, economic and political conditions, it was found that there were many road users whose awareness was still low and road users considered the MKTT toll tariff to be quite expensive. The attitude of the implementer in carrying out the non-cash transaction policy on the toll road is quite responsive when a problem occurs.

Abstract

Community Leadership and Participation have important values in Development Planning. This study aims to determine the effect of village head leadership on community participation in development planning in Padang Bulan Village, Medan Baru District, Medan City. The type of research used is associative research using quantitative data analysis. The population that was sampled in this study was the people who were recorded as residents of the Padang Bulan Village, Medan Baru District, Medan City, amounting to 98 people. This research instrument uses a questionnaire with Likert scale measurements whose data will be processed by Structural Equation Modeling (SEM) analysis in the Smart Partial Least Square (SmartPLS) program, which consists of two models, namely, the measurement model (outer model) and structural model (inner model). The results showed that the leadership at the Padang Bulan Sub-District Office, Medan Baru District, Medan City was in the very high category. Community participation in development planning in the Padang Bulan sub-district, Medan Baru sub-district, Medan City is in the high category. The coefficient of determination (R Square) is 0.899 indicating the magnitude of the influence of leadership on community participation in development planning is 89.9% and the remaining 10.1% is influenced by other variables outside of this research. These results indicate that leadership has a positive and significant effect on community participation in development planning in Padang Bulan Village, Medan Baru Subdistrict, Medan City, where if leadership increases, community participation in development planning will also increase in Padang Bulan Village, Medan Baru Subdistrict, Medan City.

Abstract

Innovation is a must for local governments, including village governments. Law No. 83 of 2017 concerning the establishment of general guidelines for village innovation programs is used to explore the potential of resources by utilizing the capital owned by the community. This study aims to answer how social innovation is in the development of rice field tourism villages and what assets or capital contribute to the development of rice field tourism villages in Pematang Johar Village. The method used is a descriptive method with a qualitative approach. Data collection techniques were carried out by interview, observation and documentation. The results showed that the development of rice field tourism villages has social innovation criteria, namely overcoming social problems, creating new institutional relationships or collaborations, increasing community capacity, improving community welfare and having a sustainable or long-term effect. The capital that contributes is natural capital that contributes to the object of attraction in the form of a very wide expanse of rice fields, cultural capital that is still preserved and displayed to attract the attention of tourist visitors, social capital shown in interaction and a sense of belonging, capital for building contributes to accessibility and political capital contributes to the institutional component.

Abstract

Ruang Laktasi adalah ruangan khusus bagi ibu yang menyusui, yang mana akan menampung ASI nya untuk putra putrinya di rumah. Ruangan ini diperuntukkan bagi Ibu pekerja yang tidak sempat atau jauh dari buah hatinya agar sang anak tetap mendapatkan ASI ekslusif dari Ibu. Mall delI Park Mendukung digalakkannya pemberian ASI eksklusif, beberapa mall juga sudah menyediakan ruang ASI atau ruang khusus untuk menyusui, sehingga para Ibu masih tetap bisa memberikan asupan ASI tanpa menghalangi hobi nge-mall mereka. Penelitian ini bertujuan untuk mengetahui dan mendeskripsikan KebijakanRuang Laktasi di pusat perbelanjaan Koto Medan. Penelitian ini menggunakan metode kualitatif. Pengumpulan data yang digunakan oleh peneliti adalah dengan teknik wawancara, observasi, serta dokumentasi sebagai pendukung penelitian. Data diperoleh yang diperoleh dianalisis secara menggunakan teori implementasi yang dikemukakan oleh Van Meter dan Van Horn, yang meliputi Standar dan Sasaran, Sumber Daya, Karakteristik Agen Pelaksana, Komunikasi, Disposisi Implementor, dan Lingkungan Ekonomi, Sosial, Politik. Hasil dari penelitian ini menunjukkan bahwa pelaksanaan Kebijakan Ruang Laktasi di Mall Deli Park Medan belum berjalan dengan baik, Apabila dianalisis menggunakan model implementasi Van meter dan Van horn, pada indikator Standar dan Sasaran Kebijakan tidak memiliki landasan yang kuat, dan pelaksanananya masih sangat kurang, pada indikator Sumber Daya, sudah cukup baik,  dana yang dimiliki pun juga mendukung program karena merupakan milik swasta, tetapi dalam fasilitas ruang laktasi masih dibutuhkan perbaikan. Pada indikattor Komunikasi dari pihak Mall dan Dinas kesehatan kota Medan belum terjalin komunikasi yang baikdan tidak ada koordinasi. Pada indikator Karakteristik Agen Pelaksana cukup bagus dengan komitmen dari pihak swasta dalam pengadaan ruang laktasi di mall deli park kota medan. Pada indikator Disposisi Implementor pengetahuan dan pemahaman terhadap kebijakan ini masih kurang karena tidak adanya kerja sama langsung antar pihak swasta dan dinas kesehatan medan, kemudian pada indikator Kondisi Lingkungan Sosial Ekonomi Politik sangat mendukung dalam pelaksaan ruang laktasi ini dikarnakan sangat memberikan dampak yang posistif bagi masyarakat.

Abstract

Penelitian ini dilatarbelakangi oleh beberapa kasus yang ditemui pada program keluarga harapan diantaranya adanya istilah program keluarga harapan hanyalah sebuah program yang menunda kemiskinan tapi tidak memberantas kemiskinan itu sendiri. Beberapa yang menjadi penyebab terjadinya hal tersebut kurang kompetennya petugas dari pendamping PKH dan kurang pedulinya masyarakat penerima manfaat dalam mengatasi angka kemiskinan pada didirinya. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian deksriptif dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan teknik wawancara, observasi, dan dokumentasi. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan dokumentasi.  Kemudian informan yang digunakan dalam penelitian ini adalah keluarga penerima manfaat dan masyarakat miskin yang belum menerima PKH di kelurahan Binjai. Teknik analisis data yang digunakan, berdasarkan reduksi data, penyajian data, dan penarikan kesimpulan dan verivikasi data. Sedangkan teknik keabsahan data  menggunakan triangulasi data. Hasil dari penelitian ini menunjukan bahwa pelaksanaan program keluarga harapan di kelurahan binjai kecamatan medan denai fasilitator, pelaksanaan program sudah dilakukan dengan sangat baik oleh pendamping PKH yaitu memotoring mereka yang menerima bantuan harapan dan juga memotivasi para penerima keluarga manfaat. Dari segi pendidikan sendiri pendamping pkh dikelurahan binjai melakukan pertemuan minimal seminggu sekali kepada penerima manfaat yaitu memberikan pembelajaran berupa modul kepada keluarga penerima manfaat. Dari segi perwakilan masyarakat sendiri pendamping PKH membantu dan mendampingin para penerima manfaat apabila ada keluhan yang terjadi pada mereka seperti menggunakan lembaga luar untuk membantu para penerima manfaat sendiri.

Abstract

The purpose of this study was to analyze the effect of inherent supervision on the work discipline of employees at the Regional Income Management Agency of Asahan Distict. This research design uses associative research with quantitative methods. The population and sample used are all civil servants at the Regional Income Management Agency of Asahan Distict with a total of 76 employees. The research instrument used was a questionnaire and the determination of the score using a Likert scale. The data analysis technique is through the Structural Equation Modeling model through the Partial Least Squares (PLS) application. The results of the research obtained are that inherent supervision has a score of 3.51 and is included in the high-level category, work discipline is included in the high-level category because it has a score of 3.48. Inherent supervision has a positive effect on work discipline. The T-statistic value obtained is 118.648 and the T-table value is 1.67, then T-statistic>T-table (118.648>1.67) and a significance value of 0.000, this means that the hypothesis can be accepted. The accepted hypothesis explains that the inherent supervision variable has a positive and significant effect on employee work discipline at the Regional Income Management Agency of Asahan Distict. The value of R Square in this study is 0.919 explaining the influence of inherent supervision on employee work discipline at the Regional Income Management Agency of Asahan Distict is 91.9%.
