Predictability of the National Final Examination Score in Secondary Schools and intelligence quotient to Students' Achievement in Senior High Schools. The aim of this study was to determine the ability of the Ebtanas score (NEM) and intelligence quotient (IQ) to predict students achievement in Senior High Schools. The data were obtained from the existing documents of the public SMUs in Surakarta Municipality, and were then analyzed by regression technique. The result showed that the NEM could be used to predict students achievement in Senior High Schools, whereas the IQ couldnot. The NEM seemed to be considered as an entry behavior and prerequisite for higher learning. Therefore, it could be suggested that the selection of students should be based on the NEM obtained from the lower level of education rather than on students' IQ.

Curricular Validity of the Test Items for the Elementary School and Secondary School Ebtanas. This study was carried out to know if the test items in the Ebtanas fulfilled curricular validity. Data were collected by documentary study from the Bahasa Indonesia test items administered in the elementary school, junior high school and senior high school Ebtanas since 1985/1986. The data were analyzed by percentages. It was found out that, in terms of items relevance to the curricular objectives and material representativeness in each topic, the test items did not fulfill curricular validity.

The Effect of Exercise Methods and Motoric Abilities on Learning Outcomes in Football. This experimental study was designed to examine the effect of exercise methods on learning outcomes in football course attended by students with different motoric abilities. It involved 40 students of State University of Medan (Unimed) selected purposively. The study applied BMA Test to test students' motoric abilities and the AAHPER Football Test to identify their learning outcomes. Analyses of variance and t-test were used to analyse the data. It was found out that there was no difference in learning outcomes between the students attending physical exercise and those attending mental and physical exercise combined. Students with high motoric abilities gained higher achievement by physical exercise than those attending mental and physical exercise combined.

John Dewey's Philosophy of Education and Its Implications to National Education. John Dewey is most productive educator-thinker in the United States. Sometimes his philosophy of education is called pragmatism in terms of his intention on practical utilities for human lives. Thinking seems to be a central focus in his theory and an instrument for measuring progresses so that his thought is also called instrumentalism and progressivism. His most important thought is democratization in education. Beside its negative aspects, the thought contains positive aspects valuable for developing our national education based on the Pancasila.

The Difference of Socialization Capability between Pupils Attending and Pupils Not Attending Extracurricular Activities. This study was designed to investigate the difference in socialization capability between pupils attending and pupils not attending extracurricular activities. There were 70 elementary school pupils selected randomly to be the sample, consisted of 35 pupils attending and 35 pupils not attending extracurricular activities. The data were collected by check lists and interviews, and were then analyzed statistically by t-test. The result revealed that the socialization capability of pupils attending extracurricular activities was better than those not attending extracurricular activities.

Effects of Group Size on Productivity in Learning Group Discussion. This experimental research was designed to test the productivity difference between small group, medium group, and large group in problem solving discussion. The subjects were 36 students drawn randomly, which were assigned to discuss in the three kinds of group. The group product was ideas for solving problems posed, which were then evaluated quantitatively and qualitatively by three "judges" working independently. The analyses of variance and t-test were applied to analyse data. It was found out from the data analyses that the quantity of ideas produced by the three kinds of group had no significant differences, but the solution ideas produced by the medium group (with 6 members) were highest in quality.

Toward Desentralization in Managing Educational Administration. The implementation of Undang-Undang No. 22/1999 on Regional Government, or called Regional Autonomy, and Undang-Undang No. 25/1999 on Finance Balance between the Central and Regional Government has a large number of implications, including to needs for decentralization of educational administration. Some aspects need to be taken into account in implementing decentralization of educational administration: national intentions, social justices, regional needs, implementation efficiencies, and reform capacities.

Improvement of Skills in Classroom Management for the New Mathematics Teacher in the Junior High School. This study was an effort to improve teacher's skill in classroom management. It was a two-cycle classroom action research involving the new mathematics teacher at the SLTP I Jember. Using a descriptive qualitative analysis on the results of observation and interview, it could be concluded that the new mathematics teacher's skill in creating, keeping and recovering the optimum learning condition seemed to be improved. The result suggests that this classroom action research can be used as supervision model by the school principal. When a trouble cannot be solved by the teacher, he needs to cooperate with another teacher, counselor, school principal, and the Parent Teacher Association (PTA).

Study on Strategic Challenges in Realizing the Educational Decentralization. This study was aimed to obtain data on the implementation of educational decentralization. A meta-analysis was applied in this study, by combining primary and secondary data. The data were obtained from studies held on 1993, 1999, and 2000 by the Ministry of National Education and by the Department of Law. The result revealed that our regional conditions did not contribute to the implementation of educational decentralization. The school management was ineffective and inefficient. Budgets for education were inappropiate. The parent participation was relatively low, but the quantity and quality of human resources in the schools were good enough.

The Communication Education Curriculum and The Challenges of Informational Technology. Communication education has recently attracted high school graduates in Indonesia. There is a challenge of how communication education fulfills their needs and the employment market in general. Based on the case, this article suggests modification of communication curriculum to adjust educational system since Indonesia adopt two higher education levels, undergraduate and graduate. The curriculum of undergraduate focuses on practical and basic courses, while the graduate focuses on theory, philosophy and problem analysis. On relationship with the curriculum modification, the communication education institution must provide communication laboratory to support teaching and learning process suited to the development of information technology.
