Abstract

This study aims to identify the determinants of community permissiveness toward illegal mining in Sambutan Sub‑district, Samarinda City. Using a quantitative, associative design, the research evaluates relationships among multiple variables. Fieldwork was conducted in neighbourhood units (RT) 18 and 20, with a sample of 62 respondents.   Data were collected through questionnaires and documentation, then analysed with Product‑Moment correlation, partial correlation, multiple linear regression, prediction‑accuracy tests, and the coefficient of determination.   The results indicate that educational level, corporate strategies, and the involvement of local actors exert positive and significant effects on community permissiveness. Together, these three variables account for 86.4 per cent of the variance in permissive attitudes, while the remaining 13.6 per cent is attributable to other factors not examined in this study.

Abstract

Study of Application of E-Government Information Technology as A Government Communication Medium to The Community (Case Study of The DPRD E-Government Website in Paser Regency, East Kalimantan). This research aims to find out how the application of e-government information technology as a medium of government communication to the public (case study of the DPRD e-Government website in Paser Regency, East Kalimantan) in achieving the efficiency of the successful implementation of e-Government on website media. This study uses a qualitative approach with a descriptive method. The data collection techniques used are semi-structured interviews and documentation. The research informants are the chairman of the Paser Regency DPRD, the operator/admin of the Paser DPRD website manager, related employees, and the community in Paser Regency who know and are involved in the implementation of the Paser Regency DPRD e-Government website media. The results of the study show that based on socialization factors, workflow mechanisms and, community participation, the application of e-Government on website media has not fully run according to the government's goals due to the incomplete media system and lack of public knowledge on the website. Socialization factors, for example, the information and communication department of the DPRD has not conducted socialization directly to the community, so community participation still needs to be increased. In the flow of the website work mechanism, the website manager has not been able to manage the website as a whole, requiring coordination with parties related to website management so that the application of e-government on the website can run as intended.

Abstract

Pesatnya perkembangan teknologi informasi dan komunikasi telah mendorong pemerintah daerah untuk mengadopsi konsep kota pintar dalam meningkatkan pelayanan publik. Penelitian ini bertujuan untuk menganalisis implementasi Peraturan Wali Kota Samarinda Nomor 79 Tahun 2022 tentang Masterplan Kota Pintar Samarinda Plus. Dengan menggunakan metode deskriptif kualitatif dan model implementasi George C. Edward III (komunikasi, sumber daya, disposisi, dan struktur birokrasi), penelitian ini mengeksplorasi faktor-faktor pendukung dan penghambat. Hasil penelitian menunjukkan bahwa implementasi kebijakan secara umum telah dilaksanakan sesuai dengan ketentuan yang ada. Namun, masih terdapat tantangan, terutama terbatasnya sosialisasi kepada masyarakat dan lemahnya integrasi antar beberapa organisasi perangkat daerah. Penguatan komunikasi, sumber daya, dan kolaborasi antar lembaga diperlukan untuk mengoptimalkan luaran kebijakan

Abstract

This research aims to conduct an in-depth analysis of the issues of morality and LGBT identity within contemporary social dynamics through a qualitative approach using literature study methods. Data were collected from a secondary source, namely, scientific journals. The analysis was conducted with a thematic approach to identify the main patterns in the developing perspectives within the relevant literature. The research results indicate that the construction of morality and LGBT identity is influenced by various social, cultural, and political factors, and undergoes transformation along with changes in social dynamics. This research contributes to understanding the complexity of LGBT issues in the context of morality and identity, and offers insights for the development of inclusive social policies and practices.

Abstract

This study aims to measure and analyze the Excellent Service (Pelayanan Prima) in the Issuance of Birth Certificates at the Kolaka Regency Population and Civil Registration Office (Disdukcapil). The research is grounded in the six competencies of excellent service proposed by Priansa (2017): Ability, Attitude, Appearance, Attention, Action, and Accountability. The study employed a descriptive qualitative approach and was located at the Disdukcapil Kolaka. Primary data were collected through in-depth interviews with six informants, including service staff and community members, and field observation, supported by secondary data from literature and documentation (Ade Fitri, 2025). Data analysis utilized the descriptive qualitative technique involving data reduction, data display, and conclusion drawing/verification (Sugiyono, 2017). Findings indicate that overall service implementation is good, particularly in Accountability and Action, with documents processed quickly (3 days, faster than the 5-day target) and confirmed as free of charge. However, service quality is hindered by three main issues : 1) Ability: Shortage of human resources and low public awareness of procedures, leading to incomplete application files; 2) Attitude/Appearance: Staff occasionally display a less focused or indifferent attitude (cuek) during interactions, as reported by applicants, and struggle to manage the unreliable SIAK (Population Information System) due to unstable network connectivity ; and 3) Action: System errors force manual procedures, causing delays not compliant with the Standard Operating Procedure (SOP). The research confirms that these non-optimal competencies inhibit the full realization of Excellent Service. Research Implications: The study highlights the need for a focused effort by Disdukcapil Kolaka to enhance staff technical skills in handling the SIAK system and to improve the non-physical aspects of staff conduct, such as focusing on professionalism and customer-facing communication. Originality/Value: This research is critical as it offers a specific diagnostic assessment of the quality of birth certificate issuance in Kolaka using the comprehensive Priansa (2017) competency model, filling a gap in the literature regarding local public administration performance.
