Abstract

The results of the study show that the innovation of whatsapp-based population administration services organized by the Sempaja Barat Village Office, North Samarinda District, Samarinda City is based on the established research sub-focus, namely Relative Advantage, Compatibility, Complexity, Triability, Observability, the implementation has been carried out well even though it is not optimal. This can be seen from the findings in research, in which there are several research sub-focuses that have been running according to public service standards, including based on the relative advantages of WhatsApp services, the community feels helped and facilitates service, for the suitability of WhatsApp services in accordance with applicable service standards. , for the complexity of the whatsapp service there are still many who do not understand related to the use of whatsapp and prefer to go directly to the field, the whatsapp service is not trialled, the whatsapp service is known by the public through outreach.

Abstract

The aim of this research is to analyze and describe the implementation of E-Government in Sungai Kunjang District, Samarinda City and public opinion regarding these online-based services. The research was conducted in Sungai Kunjang District, Samarinda City. The type of research using descriptive qualitative. Data collection was carried out by means of library and field research using observation, interview and documentation methods. Data were analyzed by descriptive qualitative. Based on the data, the authors collect data, condense data, present data, then draw conclusions according to the theory of interactive data analysis developed by Miles, Huberman and Saldana. The results of the study show that the implementation of e-Government in Sungai Kunjang District has been running quite well through services using the WhatsApp application and website. The requirements for file management can be accessed through the application. The efficiency resulting from the existence of this system means that residents do not waste enough time, money and energy to take care of their needs at the sub-district and sub-district offices. Furthermore, this program can also increase the active participation of the community on various issues and problems that exist in the environment. Various kinds of the latest regulations from the city government can be directly channeled effectively to support information disclosure between the government and the community.

Abstract

This study aims to determine the role of the Department of Culture and Tourism in developing mangrove forests in Tanjung Batu Village, Derawan Island District, Berau Regency and to determine the inhibiting factors. This type of research uses qualitative research and data collection by means of interviews, observation and documentation, while the informant technique uses a purposive sampling technique as resource persons, namely the Head of Service, staff, community or visitors. The data analysis used is an interactive model developed by Milles and Huberman. The results showed that the role of the Department of Culture and Tourism in developing mangrove forest tourism in Tanjung Batu Village, Derawan Island District, Berau Regency was quite optimal in its implementation. Tourism supporting development is carried out by increasing the quality and quantity of basic infrastructure and facilities. Promotion must be carried out so that people and tourists know about these tourist destinations. Participating in exhibitions, promotions through electronic media, internet media and promotions through tourism ambassadors. The communication system is the decision of the Tourism Office in promoting mangrove forest objects and this type of cooperation continues to be held and to build communication from various parties to decisions to be taken by the Tourism Office in promoting Mangrove Forest tourism objects. The inhibiting factors are from IT limitations and product limitations.

Abstract

The purpose of this study was to find out the political strategy of independent candidates in the regional head elections in Samarinda City in 2020. The data collection techniques used were observation, interviews, documentation, and secondary data. The data collection technique uses a qualitative descriptive model put forward by Miles and Huberman. This research was conducted in Samarinda City. The research focus is product, promotion, place, price. The results of the study show that there are several strategic patterns used by independent candidates, namely the 4p, namely political product (Product), Promotion (Promotion), Place (Place), Price (Price). The first is a political product made by independent candidates to attract attention. from the people in political products there is a vision and mission as well as excellent programs that will be carried out if elected as regional heads. Many people who are quite interested in independent candidates can be seen from the independent candidates asking for support from the public until at the time of the vote count in the local elections where the independent candidates garnered 51,652 supports and when the elections were held the independent candidates managed to collect 98,245 votes. They also carried out promotions for Attracting public attention, there are several methods used by independent candidates, namely using billboards, banners, online media, and face to face places. Independent candidates visit people in traditional markets to ask for support, and for budget prices provided by independent candidates Rp. 667,000,000 consisting of independent candidates' personal funds of Rp. 560,000,000 and donations from other parties of Rp. 107,000,000.

Abstract

This study aims to identify and describe the efforts made by the Samarinda City Tourism Office in fostering the creative economy in the cultural village of Pampang. With a research focus, namely the development of the creative economy and the sape' music festival. This type of research uses descriptive qualitative research which conducts analysis through primary data in the form of interviews and secondary data in the form of documents related to the problems studied and this research goes directly to the field of research through observation, interviews and documentation to research sites in the Pampang Culture Village, Samarinda. The results of this study show how the efforts of the Samarinda city tourism office have formed pokdarwis (tourism awareness groups), provided coaching funds to several creative economy actors and repaired damaged facilities in the Pampang Culture village. The tourism office in this case also carries out sape' music festival activities and provides the tools and materials needed for these activities. Factors that are hindering the efforts of the tourism office in developing the creative economy at this time, namely the limited budget in implementing all programs, the readiness of the community that is not optimal and the limited facilities that make the tourism office help to improve it. In this case, good cooperation between the government and the community is needed in building and promoting the Pampang cultural village and there needs to be initiation from the community to hold more creative activities to attract visitors.

Abstract

This study aims to determine the Types of Community Political Participation in the 2020 Samarinda Mayor Election. Using a descriptive method with a qualitative approach where data sources are obtained from observations and direct interviews in the field. To focus on his own research by looking at the opinions of Milbrath and Goel in Muslim (2018: 17) regarding the types of political participation, namely apathy, spectators, gladiators, critics. Based on the results of this research, apathy is seen from the Bugis Tribe Community who do not pay attention to or escape from the political situation, especially in the 2020 Samarinda Mayor Election. The Spectator is the Bugis Tribe Community who only participates in voting in the 2020 Samarinda Mayor Election. Gladiators are the Bugis Tribe Community in The City of Samarinda, which took full part in the 2020 Samarinda Mayoral Election Contestation, started from voting, nominating himself to becoming the organizing team and campaigner. The critic is the Bugis Tribe Society who has a type of pressure or Non-Conventional Participation.

Abstract

The results of the study show that the application of electronic parking (e-parking) in parking management in Samarinda city is not effective. This happens due to several problems regarding not achieving targets from predetermined locations, income targets not being achieved, people prefer cash payments because electronic parking is complicated and takes a long time, there are still illegal parking attendants, there are constraints from using EDC devices, namely the network which are less stable and machine errors, lack of socialization, lack of human resources, namely supervisory staff, optimization of public roadside parking levy revenue that does not reach the target. The inhibiting factors for the implementation of electronic parking (e-parking) in Samarinda City are the limited number of parking lots that are not proportional to the number of vehicles, low community technology capabilities, low community discipline, lack of public awareness to use non-cash payments and have e-money. To overcome these problems, the Samarinda City Transportation Service must carry out socialization to all target groups so that the overall goal is achieved properly.

Abstract

This study aims to describe as a whole the Public Service Mall Innovation in Improving the Quality of Public Services in Samarinda City by paying attention to the success of innovation based on the characteristics of innovation, according to Rogers in Nurdin (2019), namely: Relative Advantage, Combability, Complexity (Complexity), Triability (Probability of Trying), and Observability (Ease of Observation). As well as identifying inhibiting factors and supporting factors. The results of the study show that the Relative Advantages of Public Service Malls have integrated services in the same building, thus saving costs, time and effort as well as online queues. While the economic advantage is only services with regional retribution provisions. The presence of the Public Service Mall Innovation is in accordance with the rules and needs of the community. The level of complexity is in the form of policy mechanisms and procedures from each agency, the internet is not maximal, there is only one elevator, and the counters are slow to open. Samarinda City Public Service Mall does not conduct trials and socialization only on social media. This Public Service Mall innovation is easy for the public to observe and every counter provides IKM. The agency with the most types of services is DPMPTSP. Meanwhile, the agency with the fewest services is Baznas. The inhibiting factors are inter-agency coordination and budget constraints. While the supporting factors are adequate facilities and infrastructure, capable human resources, and support from the local government.

Abstract

This study aims to analyze and describe Employee Performance in the Covid-19 Pandemic Era in Public Services Making E-KTP and Family Cards at the Rantau Pulung District Office and to be able to find out the supporting and inhibiting factors on employee performance in the Covid-19 Pandemic Era in providing services E-KTP and Family Card at the Rantau Pulung District Office. This research method uses a qualitative descriptive research type because it can accurately describe social phenomena, situations, conditions being observed and events, and can collect facts. The results showed that the quality of the work of employees of the Rantau Pulung District Office in making E-KTP in Rantau Pulung was not in accordance with the SOP during the pandemic which had to be done online while for Family Cards it was in accordance with the applicable SOP and for the results of making E-KTP there were still errors in address typing. The quantity of work results has not reached the target to be achieved because there are several obstacles. Employee initiative is still lacking in providing services for making E-KTP and Family Cards. Employee job satisfaction is good, it can be seen from the friendly attitude of employees. Good job knowledge can be seen from the education and abilities of each employee. Factors supporting employee performance include ability and knowledge as well as performance inhibiting factors, less stable internet network and lack of infrastructure such as a broken recording device at the Rantau Pulung District Office.

Abstract

This research is located in Kerta Bumi Village, Kuaro District, Paser Regency. This study aims to determine the efforts made by the chairperson and members of BUMDesa in developing the village-owned enterprise organization Usaha Jaya Makmur, starting from taking advantage of opportunities, optimizing carried out in each business unit, and recruiting BUMDesa management. With a research focus, namely the utilization of opportunities, optimization, and recruitment. Data collection techniques used are observation, interviews, and documentation. From the results of the study it was found that the efforts made by BUMDesa management in BUMDesa development were going well, this was shown by the increase in business units in BUMDesa by taking advantage of existing opportunities and BUMDesa which maximized each business unit so that it continued to run well and get good response from the community. Furthermore, recruitment was carried out by means of village meetings which were attended by village officials, BPD, RT heads, and several members of the community. From the recruitment that was carried out, it produced leaders and members who had good performance and cooperation, thereby encouraging smooth development of BUMDesa. Where they trust each other and are open to each other's proposals. On the other hand, it can be said that the BUMDesa chairman carries out his duties well where he is not only the initiator of ideas, but the chairman also participates in all activities carried out by BUMDesa members.
