Abstract

Procurement of goods and services plays a crucial role in the implementation of national development, aiming to improve public services and foster both national and regional economic growth. Procurement is essential in development activities because it ensures that various needs for development projects are met accurately and efficiently. This encompasses everything from infrastructure, equipment, and technology to services that support various sectors of development and public services. Government procurement is used to ensure that government needs are met in an efficient, transparent manner, in line with ethical principles. The goal of government procurement is to create a competitive environment, ensure efficient budget use, support local economic development, and meet established quality and reliability standards. Adhering to basic ethical standards in government procurement is fundamental and should serve as a reference and guideline throughout the procurement process. This reflects the philosophy that government procurement is an effort to obtain desired goods or services using logical and systematic reasoning, while adhering to prevailing norms and ethics according to established procurement methods and processes. Procurement ethics are norms that govern actions that should be taken and actions that are prohibited in the execution of procurement of goods or services. In the context of procurement, basic ethics refer to the norms or rules that serve as the main guidelines for participants to conduct the procurement process in a fair, transparent, and accountable manner.

Abstract

Procurement of goods and services is an activity carried out by Ministries/Institutions/Regional Apparatus which is financed by the APBN/APBD. Implementation of government procurement of goods and services must ensure the creation of legal certainty and provide protection to citizens from a series of arbitrary acts of procurement of goods and services, authority In the implementation of goods and services procurement activities, many irregularities occur, such as criminal acts of corruption. This problem poses a legal threat to Procurement Officials, Users of goods and services as well as Providers of goods and services, both from the budget planning process to planning preparation for procurement of government goods and services, to the process of handing over payments, supervision and accountability. Deviations that occur in the procurement of government goods and services have the potential to harm state finances and give rise to legal uncertainty in the application of sanctions options, whether criminal sanctions, administrative sanctions as well as demands for compensation or civil lawsuits in accordance with applicable legal regulations. There are four legal aspects in the procurement of goods and services, namely State Administration Legal Aspects, Civil Law Aspects, Criminal Law Aspects and Business Competition Legal Aspects. Abstract

An activity of collecting data that is part of the reporting activity, contains attendance data that is collected and managed to determine the frequency of attendance at an activity that can be used whenever needed, interpreted as absence. It was identified that there was an ineffectiveness in the process of collecting employee attendance lists at Toko Jaya Plastik. Then, this also raises another problem, namely inaccurate information will affect the calculation of employee salaries. Thus, a web-based attendance information system is needed so that attendance activities can be accessed by employees using smartphones. Based on these problems, the researcher took the initiative to design and implement a web-based attendance system. The programs used to design the attendance system are Visual Studio Code, MySQL, XAMPP, and Google Chrome. The researcher conducted observations and interviews with Toko Jaya Plastik, to obtain information related to the attendance application system. Then, this web-based attendance information system was developed and implemented with the PHP, HTML, Java Script, CSS programming languages ​​and using the MySQL database. Based on the results of the research and system design, it can be concluded that, after testing, the designed web-based attendance system can be implemented properly. The suggestion for further research is the development of the QR Code scan feature so that it can be done for a lifetime.

Abstract

This research aims to investigate the application of the C4.5 algorithm method in assessing the feasibility of granting credit to business partners by PT Internasional Asia Prima. PT Internasional Asia Prima is a financial industry company with various business partners in need of financial support for their growth. The decision-making process regarding the provision of credit to business partners is a critical aspect of the company's risk management. The C4.5 method is one of the artificial intelligence methods used for decision-making based on rules identified from historical data. This research collects and analyzes historical data on credit approval for business partners by PT Internasional Asia Prima. The C4.5 method is then implemented to generate a predictive model that can assist in assessing the feasibility of future credit approvals. The results of the research indicate that the C4.5 method can significantly contribute to improving the accuracy of assessing the feasibility of granting credit to business partners. With this model, the company can be more effective in identifying potential risks and optimizing their credit portfolio. The implications of this research include enhancements in risk management and the potential for increased company profitability

Abstract

The implementation of community service activities will take the form of Empowerment of E-Commerce-Based Marketing located at Rindang Garden Block B2 No. 04, Buliang Village, Batu Aji District, Batam. Based on the field interview results, the Small and Medium-sized Enterprises (UMKM) Rafflesia face challenges in marketing their products. In general, UMKM businesses have limitations in mastering information technology facilities and marketing media that are not well-known to the public. Conventional business owners feel that accounting recording is a cumbersome task. The training method used is to provide training through an online website. The methods used in the development of UMKM Rafflesia include survey methods, lecture methods, discussion methods, and training methods. The sustainability of the results of this coaching activity is expected to enable UMKM Rafflesia to manage online marketing effectively.

Abstract

This research aims to evaluate the effectiveness of billboard tax and its contribution to regional revenue (PAD), especially in the context of regional autonomy, which requires local governments to continuously increase their revenue. One of the efforts to achieve this is by optimizing the collection of local taxes, including billboard taxes. Billboard taxes in Batam City provide a significant contribution to local revenue, although in practice, it has not yet reached its full potential. Additionally, tax targets are often set based on past performance rather than actual potential. This study was conducted from April to July 2019, with the research object being the Regional Revenue Office (Dispenda) of Batam City. The sampling technique used was non-probability sampling, specifically purposive sampling, utilizing financial reports from 2019 to 2023. Data analysis was carried out using multiple regression to test the hypothesis. The results of the analysis showed that, simultaneously, the effectiveness of billboard taxes and their contribution significantly affect regional revenue. Partially, the effectiveness of billboard taxes has a significant relationship with PAD, while the contribution of billboard taxes also significantly influences PAD in Dispenda Batam City.

Abstract

This community service project highlights the importance of implementing an effective financial reporting system at SMK Batam Business School to ensure transparency, accuracy, and financial sustainability. Through an assessment of efforts to improve financial management, the study found that SMK Batam Business School has taken significant steps such as staff training, the implementation of modern accounting software, and improving understanding of applicable accounting standards. In addition, the school has enhanced its financial reporting processes by preparing regular financial statements and closely monitoring the budget. These efforts have ultimately strengthened financial management, improved the accuracy of financial information, and increased transparency and accountability. This study provides valuable insights for other educational institutions seeking to improve their financial management systems.

Abstract

This research aims to find out and understand the Urgency of Implementing e-Catalogs in the Implementation of Selection of Procurement of Goods/Services Through Providers (Empirical Study in the Kampar Regency Regional Government) which is one of the Planned Methods for Selection of Providers at the Planning stage of Procurement of Goods/ Services as well as an assessment of performance of the procurement of goods/services based on the opinions of the public and procurement actors (non-providers and providers) with the aim of knowing the progress of E-catalog procurement in the Government Procurement of Goods/Services process in accordance with the Goals and Policies and Principles of Procurement of Goods /Government Services. The subjects in this research were all regional apparatus within the Kampar Regency Government. Data analysis is quantitative which is used to process data sourced from Electronic Catalog (e-Monev) publication data and the General Procurement Plan Information System (SiRUP) of the Government Goods/Services Procurement Policy Institute and the Goods/Services Procurement Section of the Kampar Regency Regional Secretariat.

Abstract

The contract that occurred between the Public Works and Spatial Planning Office (PUPR) of Pekanbaru City and PT Pusat Pendidikan Nasional is a consulting service contract for the preparation of academic manuscripts and the regional regulation on domestic waste water of Pekanbaru City in the form of a contract in the form of a Work Agreement (SPK) worth Rp. 93,610,000 signed by the Commitment Making Officer (PPK) of the Pekanbaru City PUPR Office with the director of the National Education and Training Center. The implementation of this consulting service contract deviates from the rules contained in Presidential Regulation Number 16 of 2018 concerning Government Procurement of Goods and Services. Judging from the Good Faith Theory in contracting, the implementation of this contract is contrary to the Good Faith principle of Article 1338 (3) BW, because the PPK has contracted when the budget is not yet available for payment of achievements, so it includes doing frod/tricks that hide a fact. If it is related to the principle of contractual balance, the contract is considered unfair, because as a process, an ideal contract should be able to accommodate the fair and equitable exchange of interests of the parties at every phase or stage of the contract. This contract does not include in detail the fine clause if the service user defaults or the compensation that should be received by the service provider if he is late in receiving work performance. In this case, the Public Works Office of Pekanbaru City has defaulted on the implementation of the contract and was negligent of its obligations to the detriment of the National Education and Training Center. Until finally the conflict resolution was carried out with the Yielding strategy, namely the service provider relented and was willing to be paid without receiving compensation. So it can be concluded that the PBJ activities at the City/Pekanbaru PUPR Service are not in accordance with the legal procedures/mechanisms for Procurement of Goods/Services.

Abstract

Elections are a celebration of people's democracy which should be conducted honestly and openly. The main purpose of elections is to find leaders who are able to improve the conditions of society, especially for those who have difficulty meeting the necessities of life for themselves and their families. Elections are expected to be a path for Indonesian citizens towards prosperity, as mandated by the 1945 Constitution. However, in reality, elections are still characterized by various difficult challenges that must be faced by all Indonesian people. One of them is the existence of fraudulent practices that are difficult for the state to fully control, in this case election organizers. This fraudulent practice occurs among all parties, organizers, voters and election participants. They are intertwined with each other. Public apathy towards holding elections is one of the reasons. Another reason is the massive practice of money politics that occurs. The need for money in society is still very high, so the risk of manipulation by the power of money in elections is a reality that must be taken seriously for the future of Indonesian democracy. However, the success of the election is a success for Indonesian democracy. As a sovereign country, elections are a way for Indonesia to achieve the ideals of prosperity for all its people.
