Abstract

The Microsoft v. United States (2018) case stands as a landmark in the discourse of international law concerning jurisdiction over digital data in the era of global information exchange. The dispute began when the U.S. goverment, thourgh the Federal Bureau Of Investigation (FBI), issued a warrant to microsoft to provide email data of a criminal suspect stored on its servers located in Ireland. Microsoft refused on the grounds that data stored outside the U.S. territory could not be accessed under the domestic legal framework, namely the Stored Communications Act (SCA) of 1986. This conflic ignited a global legal debate on data sovereignity and cross border privacy protection. This article aims to explore the jurisdictional conflict and the legal diplomatic response thourgh the enacment of the CLOUD Act. Using a normative juridical approach, the article also discusses the broader impact on internaational law, digital plomacy, and the strategic role of higher educations institutions in promoting digital legal literachy.

Abstract

Mental health has become an increasingly important issue amid the growing pressures of modern life, particularly in the workplace. Job demands, performance targets, and the dynamics of social relationships at work can trigger stress that negatively affects employee productivity and well-being. However, low awareness and social stigma surrounding mental health issues often result in stress going undetected at an early stage. This study aims to identify employee stress levels at a company in Batam City using a data mining approach. Data were collected through the distribution of questionnaires based on the DASS-21 (Depression Anxiety Stress Scales), which measures three main aspects: stress, anxiety, and depression. The data were analyzed using the Python programming language, with stages including preprocessing, transformation of scale values into numerical form, and the construction of a classification model using the C4.5 algorithm (Decision Tree Classifier). The results showed that the classification model was able to identify stress levels with an accuracy of 67%. The best performance was observed in the moderate stress class (class 1), with a precision value of 0.71 and a recall of 0.79. In contrast, the classification performance for minority classes such as no stress (class 0) and severe stress (class 2) was relatively low. These findings suggest that the C4.5 algorithm is reasonably effective in recognizing dominant stress patterns but requires further data processing and class-balancing techniques to improve overall model performance. This study is expected to serve as a foundation for early detection and more accurate handling of workplace stress

Abstract

This study discusses the design and implementation of a delivery robot system based on object detection using a camera with the YOLOv5 algorithm. The system is designed to operate autonomously in a limited-space MSME warehouse environment, equipped with a gripper and forklift mechanism to pick, lift, and deliver box-shaped goods. The dataset used includes ±300 images at various distances, positions, and lighting conditions. The test results show that the detection accuracy reaches 96.67% in low-light conditions and 83.33% in high-light conditions. The robot is able to operate for 1 hour 15 minutes with a maximum lifting capacity of 1 kg and optimal performance at loads up to 700 g. The implementation of this system has the potential to increase the logistics efficiency of MSMEs by reducing reliance on manual labor, accelerating distribution, and improving the accuracy of goods handling.

Abstract

The distribution chain of plantation commodities continues to encounter persistent structural challenges, particularly effecting the bargaining position of farmers, who remain at a disadvantage when negotiating with intermediaries. This issue is notably experienced by cocoa bean farmers in Southeast Sulawesi. In response to this, the present study examines the development and implementation of an Artificial Intelligence (AI)-based information system utilizing fuzzy logic algorithms to predict and recommend cocoa bean selling prices in real time. The system also visualizes real time market price fluctuations through dynamic graphs. Designed not only to enhance farmers’ acces to timely and accurate market information, the system also aims to improve their bargaining power and contribute to more transaparent and equitable pricing practice. Furthermore, the system serves as decision support tool for local governments by providing reliable, data driven insights for policy formulation. Research used SWOT approach and was analyzed descriptively qualitatively. The prediction system achieved an accuracy rate of 92%, determined by comparing product price values calsulated using fuzzy logic algorithms with actual market prices. Price prediction information system is implemented as a mobile application, making it accesible to farmers, buyers and relevant government agencies. This innovation represents a strategic digital intervention to promote price transparency, enhance farmer welfare and support evidence based policymaking in the agricultural sector.

Abstract

The student internship services at the Regional House of Representatives (DPRD) Secretariat of South Sumatra Province are still conducted manually, covering registration, proposal submission, logbook recording, certificate issuance, and assessment. This process often causes delays, risks of document loss, and limited transparency and data accuracy. This study aims to design and develop a web-based Student Internship Service Information System using the Rapid Application Development (RAD) method, emphasizing speed and direct user involvement at each stage. Data were collected through field observations, informal interviews, document analysis, and literature review, then processed through requirement planning with a fishbone diagram, system design using UML and ERD in the design workshop stage, and implementation with the Laravel framework. The system includes modules for registration and authentication, document uploads, daily logbook recording and printing, an admin dashboard for participant management, and digital certificate and grade generation. Black-box testing was applied to all modules, including registration, authentication, document uploads, logbook recording, participant management, and certificate and grade generation. Tests with various input scenarios verified that each function worked according to specifications. Results show that all modules functioned well, with no errors in core processes, providing accurate feedback and supporting real-time tracking of internship status. This research contributes a comprehensive internship information system model for a regional legislative environment, serving as a reference for digitalizing public services in other local government

Abstract

The SPKA application is a mobile device that can help users in associating using the application. Based on the results of observations and interviews, the use of the SPKA application is still not optimal and lacks attention to user interface (UI) and user experience (UX) design, causing inconvenience for users when using the application. The goal of the testing is to update the UI/UX of the SPKA application by applying the design thinking method. The choice was made for the design thinking approach because it emphasizes creativity in creating new solutions and places a strong emphasis on understanding user needs. This study includes data collection and analysis involving five stages of the design thinking method, namely empathize, define, ideate, prototype, and testing. The application of the design thinking method in the development of UI/UX interfaces produces results that can achieve the goals of the method to enhance user satisfaction and utility. Support depends on the results of testing with the System Usability Scale method for the SPKA application, which achieved a final score of 85 and received a B classification on the assessment scale. Thus, this indicates that users appreciate the high level of usability of the SPKA application. The UI/UX design of the SPKA application is expected to serve as a model for the development of SPKA applications in the future.

Abstract

In the digital era, fast, accurate, and structured work result recording has become essential for cleaning service companies to maintain operational performance and service quality. This study aims to design and implement a web/mobile-based management information system for reporting cleaning service performance, addressing issues of manual recording such as data inaccuracy, monitoring difficulties, and delays in report generation. The development method applied was the Waterfall model, consisting of requirement analysis, system design, implementation, testing, and maintenance. Data were collected through observation, interviews, and literature review, while the system was tested using black-box testing on all main features. The test results showed that all test scenarios (login, report input, supervisor verification) achieved a "Match" status or a 100% success rate, demonstrating that the application works as intended. The system effectively accelerates the reporting process, improves recording accuracy, and facilitates supervisors in verifying and compiling reports. Its implementation at PT. Sarana Steel has made a tangible contribution to enhancing operational efficiency and transparency in cleaning service performance, serving as a model solution for similar companies

Abstract

The South Sumatra Provincial Communication and Informatics Office continues to experience challenges in its leave application process, which is considered inefficient. This process relies heavily on manual data processing, particularly in the personnel department, using physical documents and lacking the support of a centralized database. This often leads to errors in recording employee leave data. This study applies the Design Thinking method to improve the User Interface (UI) and User Experience (UX) through five stages: Empathize, Define, Ideate, Prototype, and Test. The purpose of designing the UI/UX for this leave application website is to minimize obstacles, reduce administrative errors, increase the efficiency of leave management by the agency, and facilitate more structured and effective documentation of employee leave data. Based on the results of testing conducted by distributing a System Usability Scale (SUS) questionnaire to five respondents, an average SUS score of 73 was obtained, which falls within the Acceptable category within the acceptance range. These results indicate that users responded positively to the application's ease of use

Abstract

The People's Online Aspiration and Complaint Service (LAPOR) is a digital media provided by the government to bridge two-way communication between the public and government agencies. In order to support transparency and responsive public services, the quality of the LAPOR website is an important factor that needs to be evaluated periodically. This internship aims to analyze the quality of the LAPOR South Sumatra website based on the Webqual 4.0 approach which includes three main dimensions, namely Usability, Information Quality, and Service Interaction Quality. This study uses a quantitative method with a descriptive approach. Data were obtained by distributing questionnaires to active users of the LAPOR website, with instruments designed referring to indicators in the Webqual 4.0 model. Data analysis was carried out to measure user perceptions of the website quality, as well as to identify aspects that still need improvement. The results of the analysis show that the quality of the LAPOR South Sumatra website is generally in the good category with an average score of 3.80 for usability, 3.72 for information quality, and 3.65 for service interaction quality, especially in the Information Quality dimension. These findings are expected to serve as evaluative material for website managers in order to continuously improve the quality of digital services..

Abstract

This study aims to analyze the utilization of Information Technology Infrastructure in supporting services at BPJS Kesehatan Deputy Region III using qualitative methods. The main focus of this study is to understand how information technology infrastructure can improve the efficiency, effectiveness, and quality of services to participants. The qualitative methods used include in-depth interviews, observations, and analysis related to the implementation of information technology infrastructure at BPJS Kesehatan. The results of the study indicate that the utilization of management information systems, mobile applications, online portals, electronic queuing systems, and digital health services have significantly improved the accessibility and quality of services for participants. However, several challenges such as limited information technology infrastructure in remote areas, lack of training for staff, and data security issues still need to be addressed. This study also found several solutions to overcome these problems, including increasing investment in information technology infrastructure, continuous training for staff, and the implementation of more sophisticated security technology. Thus, the utilization of information technology infrastructure at BPJS Kesehatan Deputy Region III can be continuously improved to provide better and more equitable health services for all participants.
