Abstract

Manual procurement often triggers fraud, The purpose of this study is to determine and analyze the implementation of procurement of goods and services through electronic procurement. The method used is a qualitative method with data collection techniques through field observation, interviews and documentation studies. The subject of the study is the Directorate of Samapta Polda Riau. The results of this study prove that the implementation using an electronic procurement system has been running well and no fraud was found.

Abstract

In the current era, Indonesia's economic growth is very rapid, accompanied by the development of regional autonomy, the government's need for governance continues to increase. With increasing economic effectiveness and productivity, the needs of consumers, producers and the allocation of goods for facilities and infrastructure providing public services must be carried out through the goods and services procurement process. This procurement effort is aimed at building economic growth through the procurement of goods and services so that they become more effective and efficient. The aim of this research is to analyze the effect of implementing an e-catalog for government procurement of goods and services in an effort to improve Micro, Small and Medium Enterprises (MSME). The method used is a literature review method. The data collection technique used is literature study, namely utilizing journal articles, books, online news and websites of authorized institutions. The implementation of government procurement of goods and services using e-catalogs will be more open, transparent and efficient by reducing the process and time in procuring goods and services. Efforts to implement e-catalogs in the procurement of government goods and services are very influential for the MSME sector. The government has also encouraged the use of the e-catalog system for MSME by participating in local e-catalog products. In reality, the implementation of the e-catalog system for MSME is still lacking, as evidenced by the minimal use of the e-catalog system for government procurement of goods and services by MSME due to limited capital and information regarding the use of e-catalogs for MSME.

Abstract

Legal protection for those involved in procuring goods and services is important because it can ensure that the process of procuring goods and services runs in accordance with applicable law. Legal protection can also prevent state losses resulting from implementation results that do not comply with specifications. The purpose of writing this article is to determine the urgency or importance of legal protection for actors procuring goods and services. This type of research is normative research. Normative research is research carried out through library research. Protection and law enforcement are the main foundations for maintaining justice and order in a country. Legal protection can provide full protection to legal subjects who are victims of violations of their rights. Procurement of government goods and services is regulated in Presidential Regulation of the Republic of Indonesia Number 16 of 2018 concerning Procurement of Government Goods/Services. Abstract

National development, which includes the development of the capital city of Nusantara, really requires important aspects such as the procurement of goods and services. Lembaga Kebijakan Pengadaan Barang/Jasa Pemerintah (LKPP) has collaborated with the IKN Authority in an effort to accelerate the economic transformation process and to achieve the vision of advanced Indonesia 2045 in IKN development. This paper aims to analyze the implementation of government goods and services procurement policies in the National Capital (IKN) Nusantara development project in East Kalimantan. This research is seen from the perspective of political economic theory of development. The type of research is qualitative research and is descriptive using library study data collection techniques. The research results show that the collaboration between LKPP and the IKN Authority is going well and able to speed up the IKN development process. LKPP as the only official government institution in terms of providing goods/services through its rules and policies has succeeded in carrying out its duties and authority as an institution that assists the process of procuring government goods and services by showing significant progress in IKN development. This can be seen from the ongoing development of IKN to create a national capital that reflects the nation's modern identity and international standard

Abstract

Procurement of Goods and Services (PGS) is a procurement activity by Ministries, Institutions, Regional Apparatus financed by the APBN or APBD whose process starts from identifying needs, to handing over the results of the work. It is hoped that PGS can take place more effectively and efficiently and prioritize the application of the principles of healthy, transparent, open and fair business competition for all parties and of course can be accounted for. Every year the Central Government and Regional Governments make annual financial plans which are outlined in the APBN and APBD where the spending budget, especially PGS, continues to increase. The implementation of PGS, which is held every year and planned continuously, is not free from problems that continue to grow. This is based on the competence of human resources (HR) which does not yet reflect the implementation of Good Governance. HR competency problems occur in almost all regions in Indonesia. Government PGS is essentially an effort by the government to obtain the desired goods and services by using methods and processes in accordance with the provisions in order to reach an agreement regarding the price, time and quality of goods and services. Abstract

This research aims to identify and formulate optimization strategies in fulfilling PBJ HR qualification and competency indicators related to the Goods and Services Procurement Governance Index (ITKP) at the UKPBJ of the Langkat Regency Regional Secretariat. The research used by the author in this research is a descriptive method with a qualitative approach. The descriptive method aims to identify qualification and competency needs, as well as SWOT analysis to formulate strategies. The data collection techniques used were interviews and literature review. In this research, the interview method used is a structured interview, where the author has prepared in advance a list of questions to be asked to the interviewee. The strategies carried out to increase the fulfillment of the PBJ HR Qualification and Competency Indicators from the UKPBJ Goods and Services Procurement Governance Index (ITKP) of the Langkat Regency Regional Secretariat include: by recruiting CPNS to increase the HR quota, increasing Leadership Competency; and Competency Fulfillment has been carried out, starting from competency tests for staff to become JF, to increasing the capacity of JF through certification competency tests to obtain recognized certificates to explain the successful implementation of duties and responsibilities in the procurement of goods and services. Or it can also be facilitated through the PBJ consultancy clinic at the Pekanbaru National Procurement Polytechnic, brands making, through international procurement for comparative studies/imitative studies and modifications. Abstract

This study aims to analyze the impact of anti-corruption policies on the procurement of goods and services in the Pekanbaru Government, using the Principal-Agent Theory and Good Governance Theory. The study examines how the implementation of anti-corruption policies influences transparency, accountability, efficiency, participation, and equity in the procurement process. The research method used is a literature review, combining various scholarly sources, government reports, and case studies related to anti-corruption policies in Pekanbaru. The findings show that anti-corruption policies have successfully increased transparency and accountability in the procurement of goods and services through the implementation of e-procurement systems and stricter oversight. The implementation of these policies has also enhanced efficiency by reducing the time and costs of the procurement process and encouraging greater participation and collaboration among stakeholders. However, challenges remain in the form of bureaucratic resistance, a lack of skilled human resources, and varying levels of political support. This study concludes that anti-corruption policies have strengthened the principles of Good Governance in the procurement of goods and services in the Pekanbaru city Government, but improvements in implementation are needed to achieve greater effectiveness. The implications of these findings suggest recommendations for strengthening bureaucratic capacity, increasing political support, and improving coordination among stakeholders to achieve clean, transparent, and equitable governance

Abstract

Procurement of goods/services is an activity of procuring goods/services carried out by Ministries/Regional Apparatus Institutions funded by the APBN/APBD through several processes. The size of the government budget used in procurement of goods/services, namely around 40%, will influence government spending and government work programs. The purpose of writing this article is to find out the problems in the process of procuring goods and services. This research is a library research, where the data that supports the study comes from library sources in the form of books, encyclopedias, journals, magazines, newspapers, and so on. The results of this research article are that regulations relating to PBJ are still weak, especially in the implementation mechanisms, so that the quality of the goods produced is not appropriate, there is corruption, collusion and nepotism (KKN) between officials and providers, which are still often found in making plans, there is a lack of clarity between needs. vs desires, the problem with determining goods/services is that it does not take into account the BMN inventory so that it has an impact on wasting resources, budget and RUP, the supporting budget is not enough, this will have an impact on activities being hampered, and PBJ targets being hampered, and the implementation of the election not being utilized effectively. maximum for clarification and equalizing perceptions, this will have an impact on failed tenders and public distrust

Abstract

Government procurement of goods/services is an activity to obtain goods/services by Ministries/Agencies/Regional Work Units/other Institutions. Goods/services procurement activities still cause problems resulting in state financial losses. The purpose of writing is to analyze the criminal regulation of corruption in the procurement of goods/services and unlawful acts of misuse of the procurement of goods/services. The formulation of the problem in this paper is: 1) How is the criminal regulation of corruption in the procurement of goods and services regulated in statutory regulations? and 2) What is the unlawful act of abuse of authority in the crime of corruption in the procurement of goods/services? Normative legal research method, the research approach is carried out by reviewing laws and regulations related to the legal issue being researched, using technical literature and document studies. Research data from secondary data sourced from primary legal, secondary legal and tertiary legal materials with qualitative data analysis that describes descriptively. The results of the research show that the crime of corruption in the procurement of goods/services in Indonesian positive law is regulated in Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning the Eradication of Corruption Crimes, while the accountability of perpetrators of criminal acts of corruption is regulated in Presidential Regulation Number 12 20021 concerning Amendments to Regulation Number 16 of 2018 concerning Procurement of Government Goods/Services. Conclusion: Regulation of Corruption Crimes in Procurement of Goods and Services in Indonesian Positive Law is regulated in Law Number 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Corruption Crimes, Presidential Regulation Number 12 of 2021 concerning Amendments to Regulation Number 16 of 2021 2018 concerning Procurement of Government Goods/Services. Position responsibility and personal responsibility in the procurement of goods and services are very important, because these two concepts have implications for criminal responsibility.

Abstract

The purpose of this study is to analyze the implementation of e-catalogs in the procurement of government goods/services and to examine the effect of e-catalog implementation in the procurement of goods and services. As Indonesia's economy grows and develops, the government needs more governance. When these needs are met through the purchase of goods or services. The need for goods and services is the most important part of governance. Electronic procurement services are information technology management services to facilitate the implementation of electronic procurement of goods / services (Presidential Regulation No.12 of 2021 article 1 point 21). Electronic procurement transactions can be carried out between business organizations and other businesses, business organizations and consumers or government organizations and businesses as providers. The policy on the procurement of goods / services through an e-purchasing mechanism with an electronic catalog system (E-catalog) is a new policy that aims to support the government procurement process in the Internet of Things (IoT) era to be in line with the times. The research method used is normative juridical. The benefit of using e-catalogs is that clients and labor suppliers can both know the progress of the sales made. This is one form of implementation transparency. E-catalog procurement will provide benefits to the establishment of the principles of good governance, namely accountability and transparency, so as to encourage the public administration reform movement. Providers in E-Purchasing itself can be followed by all providers of goods / services that meet the requirements in accordance with the selection method, including MSMEs which can also participate as providers which are a form of government efforts for economic equality including the regional economy.
