Abstract

This research examines the implementation of policies carried out by the Department of Education in improving the professionalism of Islamic Religious Education (PAI) teachers in Bojonegoro Regency. PAI teachers have a strategic responsibility in developing students’ character, ethics, and religious values, making professional competence an essential requirement in responding to educational transformation and technological advancement in the contemporary era. This study applied a descriptive qualitative method with a policy analysis framework. The data were obtained through in-depth interviews with officials of the Education Department, PAI supervisors, school principals, and PAI teachers, supported by documentation studies related to educational development programs and policies. The findings demonstrate that the Department of Education of Bojonegoro Regency has introduced several strategic programs, including strengthening Teacher Working Groups (KKG) and Subject Teacher Deliberation Forums (MGMP), conducting continuous professional development training, and improving teacher distribution across educational institutions. Nevertheless, policy implementation continues to face several challenges, such as inadequate budget allocation specifically for PAI teacher development, weak coordination between the Education Department and the Ministry of Religious Affairs, and differences in digital literacy among senior teachers. Therefore, this study emphasizes the necessity of strengthening institutional cooperation and integrating technology-based professional development programs to support the equitable enhancement of PAI teacher professionalism.

Abstract

The dominance of secular Western epistemology and its uncritical adoption by some Muslim scholars have created a dichotomy of knowledge that challenges the integration of Islamic metaphysical values into contemporary educational and intellectual discourse. Syed Muhammad Naquib al-Attas is part of the group of critical Islamic thinkers and proposed the discourse of the Islamization of knowledge, which was first carried out at a conference in Mecca in 1977. The emergence of the Islamization of knowledge was a response to the disappointment of some Islamic thinkers towards Western dominance, which tended to be secularistic-materialistic, causing Muslims to experience both internal and external pressures in terms of thought as well as arrogant attitudes. Then they initiated and held a collective meeting to discuss the Islamization of knowledge, attended by the Muslim world in Mecca. This Islamization of knowledge also provided space to bring together religious sciences and natural sciences, or to reconcile religion with knowledge based on religion. Thus, it was an intellectual response to the negative impact of Western modern science, which was increasingly apparent and felt by the people of the world as a consequence of the crisis in the capabilities of modern science. Thus, this writing uses the discourse analysis method with a descriptive-critical approach. However, in addition to that, the author also reveals Naquib al-Attas's way of thinking in discussing the domination of Western epistemology over Islam, namely the historical fusion of secular Western thought from the Greek, Modern, and contemporary eras, which is not in accordance with Islamic epistemology.

Abstract

Enhancing the quality of madrasah teachers is an essential element in improving overall educational standards. Nevertheless, various challenges are still encountered in practice, including limited skills in educational technology, unequal access to professional development opportunities, and the demand to adapt rapidly to changes in modern education. These issues highlight the crucial role of the Ministry of Religious Affairs in continuously strengthening the competence and professionalism of madrasah teachers. This study aims to explore the role of the Ministry of Religious Affairs in Bojonegoro Regency in developing madrasah teachers’ competencies and to describe the programs implemented to enhance educator quality. A qualitative research method with a descriptive approach was applied. Data were collected through interviews, observations, and document analysis involving the Head of the Ministry of Religious Affairs in Bojonegoro Regency, madrasah principals, and teachers participating in competency development programs. The data were analyzed using the interactive model of Miles, Huberman, and Saldaña, which consists of data condensation, data display, and conclusion drawing and verification. The validity of the data was ensured through source triangulation. The findings reveal that the Ministry of Religious Affairs in Bojonegoro Regency plays an important role in improving madrasah teachers’ competencies through various functions, including guidance, facilitation, mentoring, supervision, and evaluation. These efforts are implemented through several programs such as Continuous Professional Development (CPD), Higher Order Thinking Skills (HOTS)-based training, seminars, curriculum workshops, Teacher Working Groups (KKG), Subject Teacher Forums (MGMP), mentoring for certified teachers, and information technology training. Additionally, the Ministry provides financial assistance in the form of incentives and allowances for non-civil servant teachers and supports the digital transformation of madrasah administration. These initiatives have positively impacted teachers’ competencies in pedagogical, professional, social, personal, and spiritual domains, thereby improving the overall quality of madrasah education in Bojonegoro Regency.
