Abstract

Terrorists are not suddenly born, there is a process in which the process starts from radicalization, namely the transmission of radical ideology into a person. The radical understanding included is an ideology that is related to existing extremist ideology and is usually related to certain political groups or religious groups. The most important process in radicalization is in fact the process of giving doctrine to someone by a terrorist group. Once the Doctrine has been given, it becomes difficult to indoctrinate it. It requires a deep understanding of how doctrines are formed and how they are taught. This research describes how the extremist network of a former convict who is now active in deradicalization activities identifies extremist doctrines and ideologies. By understanding the process of identifying doctrines, it will be understood what processes can be carried out to dispel and fight these doctrines to carry out deradicalization. In this study, the case raised is the extremist network experienced by Agus Suprianto alias Farel, in his journey, he went through a process of accepting radical ideology up to extremist ideology, in the end he was deradicalized and is now in the Pancasila ideology which refers to national unity. The provisions are used to carry out empowerment activities and carry out deradicalization efforts.

The Sukabumi City Integrated Referral Service System (SLRT) is a program implemented in 2013 to help identify the poor and vulnerable to poverty. Providing information on various social protection and poverty reduction programs to the community. The purpose of this research is to find out how effective the Integrated Service and Referral System is in handling the social welfare problems of the poor in Sukabumi City. This research uses Campbell's theory. This research method uses qualitative methods. Data collection techniques were observation, interviewing, and documentation. Data validation methods used technical triangulation and source triangulation. The data analysis used was from Miles and Huberman, with data reduction, data presentation, and conclusion drawing. The results of this study indicate that the SLRT has been running in accordance with the stipulated law; its implementation has been quite effective in reducing poverty, but outreach to all the people of Sukabumi City is still uneven, and the socialization carried out is still lacking, both offline and online using social media, so that many people are not aware of the SLRT. The SLRT must improve its implementation in accordance with the SLRT General Implementation Guidelines No. 25 of 2017 so that it is more effective.

Abstract

The Covid-19 pandemic has significantly impacted health and the economy, leading many countries, including Indonesia, to launch social protection programs to mitigate the negative effects of the crisis. This research employs a qualitative research method with purposive sampling in selecting informants. Data analysis is conducted using the Miles and Huberman method, supported by the Nvivo 12 application. The research findings indicate that the implementation of social assistance policies for communities affected by the Covid-19 pandemic in DKI Jakarta Province involves two main aspects: policy content and policy implementation context. The policy content aspect encompasses factors such as influencing interests, types of benefits provided to the community, the expected extent of change, the roles of policymakers, the implementation of social assistance programs, and the limitations of available resources. On the other hand, the policy implementation context aspect includes power, interests, and strategies of the actors involved, the characteristics of institutions and authorities distributing social assistance, as well as the compliance levels and responses from policy implementers.
