Abstract

Tujuan Penelitian ini adalah untuk mengetahui implementasi kebijakan penyelenggaraan kesejahteraan sosial di Kota Sukabumi khususnya pemberdayaan wanita rawan sosial ekonomi. Penelitian ini menggunakan teori implementasi kebijakan yang dikemukakan oleh van Metter dan van Horn. Metode yang di gunakan dalam penelitian ini adalah metode kualitatif. Hasil dari penelitian menemukan bahwa implementasi kebijakan pemberdayaan sosial wanita rawan sosial ekonomi di Kota Sukabumi masih belum maksimal, karena ukuran dan kebijakan pada pelaksanaannya tidak sesuai dengan peraturan daerah provinsi, sumber daya finansial yang kurang mencukupi seluruh kegiatan, karakter agen pelaksana yang tidak tegas dalam menindak lanjuti kelompok usaha yang kurang berkembang, sikap pelaksana yang acuh terhadap keberlangsungan program kegiatan, dan komunikasi yang tidak dilakukan secara langsung antara pembuat kebijakan dan sasaran kebijakan. Abstract The purpose of this study was to determine the implementation of social welfare implementation policies in the City of Sukabumi, especially the empowerment of women with socio-economic vulnerability. This study uses the theory of policy implementation proposed by van Metter and van Horn. The method used in this research is qualitative method. The results of the study found that the implementation of the social empowerment policy for women with socio-economic vulnerability in Sukabumi City was still not optimal, because the size and policies in the implementation were not in accordance with provincial regulations, insufficient financial resources for all activities, the character of the implementing agent was not firm in taking action follow up underdeveloped business groups, implementing attitudes that are indifferent to the sustainability of the activity program, and communication that is not done directly between policy makers and policy targets.

Abstract

Penelitian ini berawal dari fenomena masih sering ditemuinya orang dengan gangguan jiwa terlantar yang berkeliaran di Kota Sukabumi. Penanganan orang dengan gangguan jiwa terlantar tidak ditangani oleh satu lembaga, oleh karena itu perlu adanya koordinasi antara Dinas Sosial, Dinas Kesehatan dan Satuan Polisi Pamong Praja. Penelitian ini bertujuan untuk menganalisis koordinasi antar lembaga dalam penanganan orang dengan gangguan jiwa terlantar di Kota Sukabumi dengan menggunakan teori koordinasi yang dikemukakan oleh Hasibuan yang terdiri dari empat dimensi, yaitu kesatuan tindakan, komunikasi, pembagian kerja, dan disiplin. Metode yang digunakan dalam penelitian ini adalah metede penelitian kualitatif. Hasil penelitian menemukan bahwa koordinasi dalam penanganan orang dengan gangguan jiwa di Kota Sukabumi masih belum maksimal karena belum adanya kesatuan tindakan antar lembaga, komunikasi yang dilakukan antar lembaga tidak intensif, dan pembagian kerja yang belum optimal. Oleh karena itu harus adanya kesatuan tindakan antar lembaga, rapat koordinasi dilaksanakan secara rutin, adanya pedoman dalam penanganan yang disepakati bersama, serta penyediaan anggaran yang cukup. Abstract This study originated from the phenomenon that people with deranged mental disorders who roam the city of Sukabumi are still frequently encountered. The handling of people with mental disorders who are displaced is not handled by one institution, therefore there is a need for coordination between the Social Service, the Health Service and the Civil Service Police Unit. This study aims to analyze coordination between institutions in the handling of people with mental disorders who are displaced in Sukabumi City by using the coordination theory proposed by Hasibuan which consists of four dimensions, namely unity of action, communication, division of work, and discipline. The method used in this research is qualitative research metede. The results found that coordination in handling people with mental disorders in the City of Sukabumi was still not optimal because there was no unity of action between institutions, communication between agencies was not intensive, and the division of labor was not optimal. Therefore there must be unity of action between institutions, coordinating meetings are held routinely, there are guidelines in handling mutually agreed upon, as well as providing sufficient budget.

Abstract

Penelitian bertujuan untuk mengetahui implemetasi kebijakan penataan indekos atau rumah kontrakan di Kota Sukabumi, serta faktor-faktor yang mempegaruhinya. Peneliti menggunakan teori implementasi kebijakan publik menurut van Metter & van Horn. Penelitian ini menggunakan metode kualitatif deskriptif dengan pengumpulan data melalui teknik observasi, wawancara, dokumentasi, dan studi kepustakaan. Implementasi kebijakan penataan indekos atau rumah kontrakan di Kota Sukabumi sudah berjalan dengan baik jika dilihat dari sisi sumber daya, karakteristik agen pelaksana, dan kecenderungan/disposisi para pelaksana. Namun dari sisi ukuran dan tujuan kebijakan, komunikasi antar organisasi dan aktivitas pelaksana serta lingkungan ekonomi, sosial dan politik belum berjalan dengan baik. Hal tersebutlah yang menghambat keberhasilan dari pelaksanaan implementasi kebijakan tentang penataan indekos atau rumah kontrakan di Kota Sukabumi.AbstractThe research aims to determine the implementation of the policy for structuring boarding houses or rented houses in Sukabumi City, as well as the factors that influence it. Researchers use the theory of public policy implementation according to van Metter & van Horn. This research uses the descriptive qualitative method by collecting data through observation, interview, documentation, and literature study techniques. The implementationof the structuring policy for boarding houses or rented houses in Sukabumi City has been running well when viewed in terms of resources, characteristics of implementing agencies, and propensity/dispositions of the implementers. However, in terms of size and policy objectives, communication between organizations and implementing activities as well as the economic, social and political environment has not gone well. This is what hinders the success of the implementation of the policy on structuring boarding houses or rented houses in the City of Sukabumi.

Abstract

Penelitian ini dilatarbelakangi oleh buruknya kinerja pegawai billing manajemen di PT. Haleyora Power ULP Sukabumi Kota. Penelitian ini bertujuan untuk mengetahui pengaruh motivasi kerja terhadap kinerja pegawai. Metode penelitian yang digunakan yaitu metode kuantitatif asosiatif. Analisis data yang digunakan yaitu uji validitas, uji reliabilitas, analisis koefisien korelasi product moment, analisis koefisien determinasi, dan analisis regresi linier sederhana yang diolah melalui software IBM SPSS 22. Hasil uji validitas diantara dua variabel X dan Y yang terdiri dari 28 item pernyataan menyatakan bahwa seluruh item valid. Hasil uji reliabilitas pada variabel X sebesar 0,863 dan untuk variabel Y sebesar 0,869 yang menyatakan bahwa kedua variabel masuk kedalam reliabel dengan kategori baik dan layak digunakan sebagai instrumen ukuran penelitian. Hasil analisis korelasi product moment 0,696 dengan kategori kuat, maka motivasi kerja memiliki hubungan kuat terhadap kinerja pegawai billing manajemen di PT. Haleyora Power ULP Sukabumi Kota. Hasil analisis koefisien determinasi menyatakan bahwa motivasi kerja mempengaruhi kinerja pegawai sebesar 58,4%, sedangkan sisanya 41,6% dipengaruhi oleh variabel epsilon yang tidak diteliti dalam penelitian ini. Hasil analisis regresi linier sederhana diperoleh nilai konstanta a sebesar 23,089 sedangkan nilai motivasi kerjanya (b/koefisien regresi) sebesar 0,621, sehingga persamaan regresinya yaitu Y= 23,089 + 0,621X. Kata kunci: Motivasi, Kinerja Pegawai

Abstract

Kesehatan merupakan kebutuhan dasar manusia untuk dapat hidup layak dan produktif, sehingga diperlukan penyelenggaraan pelayanan kesehatan yang terkendali dalam biaya dan mutu pelayanan yang diberikan, maksud dan tujuan penelitian ini adalah : Untuk mengetahui kualitas pelayanan kesehatan pada masa pandemi Covid-19 di Puskesmas Selabatu Kota Sukabumi. Dalam penelitian ini kuantitatif deskriptif analisis digunakan untuk mengetahui bagaimana kualitas pelayanan kesehatan pada Puskesmas Selabatu di Kota Sukabumi. Peneliti menggunakan metode deskriptif beserta teori dari Zeithaml dengan dimensi nya yaitu; tangibles (berwujud); realiability (kehandalan); responsiveness (ketanggapan); assurancess (jaminan); empathy (perhatian). Hasil pembahasan dan penelitian yang telah dijelaskan sebelumnya dapat disimpulkan bahwa Kualitas Pelayanan Kesehatan Pada Masa Pandemi Covid-19 Di Puskesmas Selabatu Kota Sukabumi termasuk pada skala dan klasifikasi yang tinggi, yaitu sebesar 78,4%.

Abstract

Penelitian ini bertujuan untuk mengetahui strategi yang diterapkan UPT PBB-P2 dan BPHTB Kota Sukabumi dalam meningkatkan penerimaan pajak daerah serta mendeskripsikan kekuatan, kelemahan, peluang dan ancaman bagi UPT PBB-P2 dan BPHTB Kota Sukabumi dalam meningkatkan penerimaan pajak daerah. Penelitian ini menggunakan tiga indikator, yaitu faktor internal yang terdiri dari kekuatan dan kelemahan; faktor eksternal terdiri dari peluang dan ancaman; strategi dalam meningkatkan penerimaan pajak daerah. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif terhadap satuan analisis yang terdiri dari pihak-pihak terkait dalam penerimaan pajak daerah (PBB-P2 dan BPHTB) yaitu UPT PBB-P2 dan BPHTB Kota Sukabumi, Kecamatan Warudoyong, Bank BJB Cabang Sukabumi, dan Wajib Pajak. . Berdasarkan hasil analisis dapat diketahui bahwa peningkatan penerimaan pajak daerah di Kota Sukabumi dipengaruhi oleh faktor internal (kekuatan dan kelemahan) dan faktor eksternal (peluang dan ancaman). Berdasarkan analisis SWOT, UPT PBB-P2 dan BPHTB Kota Sukabumi berada pada kuadran I yang memiliki alternatif strategi yang tepat yaitu dengan menggunakan strategi SO dalam rangka peningkatan penerimaan pajak daerah (PBB-P2 dan BPHTB) di Kota Sukabumi, seperti (1) Melakukan sistem pembayaran BPHTB secara online untuk memaksimalkan potensi; (2) Meningkatkan kerjasama dengan KPP Pratama, BPN Kota Sukabumi, Kantor Lelang Nasional, Notaris / Kantor Akta Tanah, Bank BJB Cabang Sukabumi, Bupati, Camat, dan Masyarakat (Wajib Pajak); (3) Optimalisasi penerimaan dengan Intentifikasi dan Perluasan yang terukur, sejalan dengan pertumbuhan ekonomi dalam rangka meningkatkan Pendapatan Asli Daerah dari sektor PBB-P2 dan BPHTB; (4) Meningkatkan kualitas Sumber Daya Manusia UPT PBB-P2 dan BPHTB Kota Sukabumi melalui pelatihan agar fungsi pelayanan senantiasa meningkat; dan (5) Meningkatkan pelayanan di setiap kabupaten dan kecamatan di Kota Sukabumi untuk memaksimalkan program PTSL.

Abstract

The Subdistrict Development Participation Program (P3K) of Sukabumi Regency is a regional program that is prepared to synergize many and diverse programs, both sector-based and regionally sourced from the Center, Province, or regions that are implemented in the region (Sub-district and or village). In Cibadak District, the first aid program is considered very appropriate because it is expected to be a solution to the problem of lack of community participation in development. However, the implementation of the first aid program in Cibadak District has not been fully effective. This is because the government and the community as program implementers still find obstacles in the lack of quality of the resources they have, thus causing the results of development to be less in line with what was planned. In addition, the first aid program has not been fully implemented properly in targeting its policy objectives. So that in its implementation, it is necessary to refocus the targets that are the priority in the development plan contained in the technical instructions for the first aid program. Then in terms of increasing the HDI, although there has been an increase in the HDI rate and a reduction in the poverty rate, the HDI growth is very small. In fact, as the allocated budget grows, it should leverage higher performance.

Abstract

This research is motivated by the problem that local tax revenue is still not optimal from the hotel tax sector in Sukabumi Regency. The hotel tax collection policy in Sukabumi Regency is based on Regional Regulation number 18 of 2011, but in its implementation there are still obstacles so that the implementation of the policy is hampered. This study aims to determine (1) the implementation of local tax collection policies based on Regional Regulation number 18 of 2011 concerning hotel taxes in Sukabumi Regency; (2) knowing the obstacles faced in the implementation of hotel tax collection policies in Sukabumi Regency; (3) knowing the efforts made in overcoming the obstacles faced in the implementation of the Hotel Tax collection policy by the Regional Government of Sukabumi Regency. In order to approach this problem, Edward III's theoretical reference is used. This research is a qualitative descriptive study. The data used are primary data obtained from direct interviews with policy implementers and taxpayers. Data collection techniques using interview techniques, observation and documentation. Then the analysis and interpretation of the selected data is carried out, to then draw a conclusion. Furthermore, the writing and construction of research results are carried out. The results of the study conclude that in general the implementation of hotel tax collection policies in Sukabumi Regency has been going well, it's just that there are several dimensions that need to be improved, such as the dimensions of resources that require additional budgets in order to optimize local tax collection in Sukabumi Regency and dimensions of the bureaucratic structure that require improvements. further, both in terms of the preparation of Standard Operating Procedures (SOP) as well as in its implementation in the field.

Abstract

The Technical Implementation Unit of Motor Vehicle Testing (UPT PKB) of the Sukabumi City Transportation Service, as a vehicle testing service, has experienced many interactions between the quality of services provided and the level of community satisfaction, namely the process of how the government can provide the best services that are proportional to the value and costs that have been incurred. public vehicle owners are required to test. Excellent service is an agency's concern for customers by trying to provide the best possible service in meeting customer expectations and needs, based on service standards and procedures to realize customer trust. This study uses a case study approach to examine the 'how' and 'why' of services at the UPT PKB of the Sukabumi City Transportation Service. Attitudes, attention, actions, abilities, appearance, and responsibilities have been shown and displayed by the test officer. Efforts to improve services and overcome obstacles in service have also been carried out, but are hampered by the refocusing of the spending budget to overcome COVID-19.

Abstract

Land and building tax is one of the potential Regional Own-Source Revenues that can contribute to regional Original Income; therefore Land and Building Tax revenue must be strived for optimally. However, based on the initial data that the researchers obtained, it was unfortunate that Land and Building tax revenue in Sukabumi City had not been optimal when compared to the actual potential land and building taxes. The realization rate of Land and Building Tax revenue when compared to the Potential Land and Building tax in Sukabumi City for a period of three years, namely 2018, 2019 and 2020 only reached 79.19%, meaning that almost 20% of Land and building Tax in Sukabumi City was still a tax that had been in arrears and had not been paid by taxpayers. Clearly this was a fairly crucial problem and required to be resolved immediately. In this journal, the researcher would seek to analyze the correct strategy that could be applied in an effort to optimize Land and Building Tax Revenue having the research location was the Regional Technical Implementing Unit (UPTD) of Regional Income Management. The research used qualitative descriptive research method with the key resource person was the Secretary of the Regional Financial and Income Management Agency, Mr. Olga Pragosta, S.H, M.M and the main resource person was the head of the UPTD of Regional Income Management, as well as several accompanying source persons. In the research, the researcher applied the SWOT analysis method to map the internal Strengths and Weaknesses of the UPTD as well as the external opportunities and threats encountered by the UPTD. The mapping was intended to formulate the correct strategy that can be applied as an effort to optimize land and building tax revenue. With the application of those strategies, it was expected that the performance of the UPTD of Regional Income Management, especially in optimizing the Land and Building Tax could be better and in accordance with one of the missions of the UPTD of Tax and Building Management, namely: Optimizing revenue with measurable intensification and extensification according to economic growth as well as increasing local revenue and PBB-P2 & BPHTB sectors.
