Abstract

Purpose: This study examines the influence of digital governance on public service innovation in Bone Bolango Regency, Gorontalo. Digital governance is increasingly adopted to enhance transparency, accountability, efficiency, and citizen participation; however, its direct contribution to innovation in local government services remains underexplored in the Indonesian context. Subjects and Methods: A quantitative research design was employed using a survey distributed to civil servants and citizens utilizing digital-based public services. A total of 120 valid responses were collected. Data were analyzed using descriptive statistics and multiple linear regression to measure the influence of efficiency, transparency, accountability, and participation as dimensions of digital governance on public service innovation. Results: The findings reveal that digital governance significantly affects public service innovation, explaining 56% of its variance. Efficiency (β = 0.41, p < 0.001) and transparency (β = 0.29, p = 0.004) were the strongest predictors, while accountability (β = 0.22, p = 0.017) showed a moderate effect and participation (β = 0.10, p = 0.112) was not significant. Conclusions: Digital governance enhances innovation mainly through improved efficiency and transparency. Greater institutional support for citizen participation and accountability is needed to sustain long-term innovation in local public services.

Abstract

Purpose: This study analyzes the strategies of the Makassar City Government in implementing digital governance as part of its Smart City development. Subjects and Methods: Using a qualitative case study approach, the research explores policy frameworks, service innovations, resource support, and institutional coordination. Results: The findings show that Makassar has made notable progress in strengthening policy alignment through the RPJMD, introducing innovative digital platforms such as the War Room, and enhancing transparency and efficiency in public service delivery. However, significant challenges remain, particularly in human resource capacity, sustainable financing, inter-agency coordination, and citizen participation. Conclusions: Applying Koteen’s strategic framework, the study concludes that while Makassar demonstrates strong corporate and program strategies, its resource and institutional strategies require further development. Policy implications emphasize the need for a comprehensive e-government master plan, capacity-building initiatives, public–private partnerships, and inclusive digital literacy programs. Strengthening these aspects will allow Makassar to consolidate its achievements and establish itself as a leading model of resilient and inclusive Smart City governance in Indonesia.

Abstract

Purpose: This study aims to analyze the optimization of local government information systems through digital governance in Denpasar City, emphasizing how digital transformation improves efficiency, transparency, and inclusivity in public service delivery. Subjects and Methods: The research involved government officials, community representatives, and citizens who interact with digital platforms. A qualitative approach was used, combining in-depth interviews, document analysis, and field observations. Thematic analysis identified key themes related to digital governance implementation and outcomes. Results: Findings reveal that Denpasar has developed integrated service platforms to streamline administrative functions, improved bureaucratic capacity through training, and enhanced transparency via open data initiatives. Citizen engagement increased through reporting and feedback systems, while inclusivity efforts included digital literacy programs for marginalized groups. However, persistent challenges include system interoperability, bureaucratic resistance, infrastructure inequality, and limited accountability mechanisms. Conclusions: The study concludes that Denpasar’s digital governance represents a managerial and institutional transformation requiring strong leadership and citizen participation. Sustainable optimization of local government information systems depends on balancing efficiency with equity and accountability, providing strategic insights for other local governments pursuing digital transformation.

Abstract

Purpose: This study analyzes the bureaucratic transformation of the Surabaya City Government through digital governance, focusing on how digital initiatives enhance efficiency, transparency, and public service innovation while addressing challenges in institutional adaptation and citizen engagement. Subjects and Methods: A mixed-method approach was applied. Quantitative data were collected from 400 citizens using Surabaya’s digital services, including licensing, e-health, and complaint systems. Qualitative data were gathered through interviews with 20 government officials, IT staff, and policymakers, complemented by document analysis of policy papers and smart city reports. This combination provided a comprehensive understanding of both service outcomes and internal bureaucratic dynamics. Results: Findings reveal significant improvements in service efficiency, with 78% of citizens reporting faster processing times and 70% expressing satisfaction with transparency. E-health and complaint management platforms strengthened trust and accountability. However, challenges persist, including digital literacy gaps among older citizens, limited internet access in peripheral areas, and bureaucratic resistance to innovation. Conclusions: Digital governance has accelerated Surabaya’s bureaucratic transformation by improving efficiency and trust. Sustaining progress requires continuous investment in digital infrastructure, inclusive access, and a supportive bureaucratic culture.

Abstract

Purpose: This study explores the implementation of digital governance in Lagos, Nigeria, focusing on its impact on public service delivery, accountability, and citizen participation. As Nigeria’s economic hub and Africa’s largest megacity, Lagos provides a unique context for assessing the opportunities and challenges of digital governance in complex urban settings. Subjects and Methods: A mixed-methods approach was used. Quantitative data were collected from 420 residents through structured surveys assessing accessibility, satisfaction, efficiency, and trust in services such as online tax systems, e-health, and land registration. Qualitative insights were obtained from 15 interviews with policymakers, ICT experts, and service providers, along with two focus group discussions with community representatives. Results: Findings reveal that digital governance improves efficiency, reduces bureaucracy, and enhances transparency. Citizens expressed greater satisfaction with online services, though challenges persist, including low digital literacy, weak infrastructure, limited internet access, and institutional resistance. Marginalized communities remain underserved, reflecting a digital divide. Conclusions: Digital governance in Lagos holds transformative potential but requires improved infrastructure, digital education, and institutional commitment to achieve inclusive and equitable access.

Abstract

Purpose: This study examines the digital governance gap in Southeast Asia through a comparative analysis of Indonesia, India, and the Philippines, aiming to understand how institutional dynamics shape the uneven progress of digital transformation across developing democracies. Subjects and Methods: Using a qualitative comparative design, the research integrates institutional capacity theory with digital governance maturity models and draws on document analysis and semi-structured interviews with policymakers, ICT officials, and academic experts conducted between 2023 and 2024. Results: The findings reveal that-differences in digital governance performance stem largely from institutional and governance factors rather than technological capacity. India’s centralized coordination under its national digital strategy ensures strong policy coherence but limits local flexibility; Indonesia’s decentralized framework fosters innovation but leads to fragmented implementation; and the Philippines’ localized experimentation enhances participation yet struggles with continuity. The discussion emphasizes that digital transformation succeeds when institutions balance standardization with adaptability and participation with authority, underscoring the role of leadership stability, bureaucratic learning, and inclusive policy design. Conclusions: Overall, the study contributes to the broader understanding of digital governance in emerging democracies by demonstrating that effective digital transformation requires building adaptive and coherent institutions as much as technological infrastructure. These insights have significant implications for policymakers seeking to promote equitable, sustainable, and participatory digital governance across Southeast Asia.
