Abstract

Abstract

This study analyzes the influence of aristocratic traditions on leadership and public service bureaucratic practices in Bone Regency, South Sulawesi, and examines the forms of cultural resistance that hinder the implementation of the New Public Service (NPS) ethos. Using a qualitative ethnographic approach, data were collected through participant observation, in-depth interviews, and document analysis, then analyzed thematically using a Weberian theoretical framework and the NPS paradigm. The results show that aristocratic traditions are not merely a cultural identity but also a source of political and administrative legitimacy that shapes paternalistic leadership styles and reinforces patron-client patterns within the bureaucracy. In public service practices, formal procedures such as SOPs and digital systems often experience decoupling from informal mechanisms that still emphasize personal closeness and status symbols. This cultural resistance creates a paradox: the bureaucracy appears institutionally modern, but its practices remain patrimonial. This study emphasizes that bureaucratic reform in regions with a noble heritage must consider the local cultural context, by reinterpreting aristocratic values as social capital to support participatory, inclusive, and egalitarian public services. These findings provide theoretical contributions to contextual public administration studies as well as practical implications for bureaucratic reform strategies in similar areas.

Abstract

The dynamics of globalization, modernization, and shifting values of the younger generation demand innovation in cultural governance to remain relevant and competitive. This study aims to analyze the forms of cultural governance innovation implemented by the Bone Regency Government and their impact on strengthening cultural identity and increasing regional competitiveness. The research method used is a qualitative approach with data collection techniques through in-depth interviews, participatory observation, and analysis of policy documents. The results show that cultural governance innovation in Bone includes the integration of digital technology in cultural promotion, multi-stakeholder collaboration between the government, indigenous communities, and business actors, and the revitalization of cultural activities based on community participation. These innovations not only strengthen the image and identity of Bugis culture at the local and national levels but also open up creative economic opportunities that contribute to increasing regional competitiveness. This study recommends strengthening regulations, program sustainability, and increasing the capacity of cultural actors as long-term strategies for cultural governance in Bone Regency.

Abstract

This study aims to critically analyze the role of Non-Governmental Organizations (NGOs) in supporting the implementation of the Bone Regency Government's work programs. The study focuses on two main issues: the positive contribution of NGOs in strengthening regional development through partnerships with the government, and the identification of inhibiting factors resulting from the misalignment of interests between the two actors. The research method used is a qualitative case study strategy, through in-depth interviews, participant observation, and official document review. The results show that NGOs in Bone Regency have a dual role: on the one hand, strengthening development governance through community participation, community empowerment, and social advocacy; but on the other hand, presenting potential obstacles in the form of weak accountability, limited organizational capacity, and friction with the government due to differences in program orientation. The government-NGO relationship in Bone is thus ambivalent, namely collaborative and confrontational. This study emphasizes that the role of NGOs cannot be viewed merely as passive partners, but rather as actors with significant social, political, and economic bargaining power. These findings are expected to provide theoretical contributions to the study of collaborative governance at the local level, as well as practical recommendations for local governments and NGOs in building more adaptive, transparent, and sustainable partnerships.
