The Sustainable Human Capital Development Journal (SChaDe) is a peer-reviewed journal dedicated to integrating sustainability principles (Environmental, Social, and Governance ESG) into all aspects of human capital development. This journal serves as a platform for disseminating research that explores how individuals, organizations, and communities can develop without compromising the ability of future generations to meet their own needs. The scope of this journal focuses on the strategic role of human capital in driving the sustainability agenda at various organizational levels. Abstract

This study aims to describe in depth the role of the principal in implementing the Teaching Factory (TeFa) program to improve students’ competence at the Center of Excellence Vocational High School Krian 2 Sidoarjo. The research employed a qualitative descriptive approach with data collected through interviews, observations, and document studies. Data analysis was conducted through the stages of data condensation, presentation, and conclusion drawing, with the validity tested using source triangulation, technique triangulation, and member checking. The findings show that the principal’s role encompasses three main dimensions: 1) As a manager, the principal plays an active role in planning, implementing, and evaluating the TeFa program by establishing collaboration strategies with business and industry partners, synchronizing the curriculum and facilities, and developing human resources. 2) As a leader, the principal fosters participatory collaboration with teachers, students, and industry partners through open communication, continuous coaching, and cross-sector empowerment. 3) As an innovator, the principal encourages creativity among teachers and students by providing financial support, facilities, and flagship programs such as Krian 2 Vocational High School, Sidoarjo Ready to Work, while integrating enterprise-based learning that serves real customers as a means of competence evaluation. Thus, the principal’s adaptive and visionary role has proven to enhance students’ hard skills and soft skills, enabling them to be more prepared for the workforce, further education, and independent entrepreneurship.

Abstract

This study investigates the educational policy process in response to the decline in new student enrollment at Private Vocational High Schools (SMKS) in Mojokerto Regency and City for the 2025-2026 Academic Year. Utilizing Anderson's Public Policy theory, it traces the issue's evolution from an internal problem to an institutional one. Data were collected through document analysis, structured interviews with school principals and local education office officials, and policy observation. The findings reveal that the decline, initially an internal issue of attractiveness and competition, escalated into a public problem as it affected 35% of private SMKs. It further transformed into a systemic Education Policy Issue upon the discovery of an imbalanced quota allocation, where public schools accommodated only 38% of junior high school graduates, creating inequity for private SMKs. The issue was elevated to the institutional agenda through interventions such as reviewing admission quotas, advocating for fairer zoning, and enhancing collaboration with the Business and Industrial World (DUDI). The study concludes that Anderson's model provides an effective framework for understanding education policy dynamics in crisis response and underscores the need for inclusive policies to ensure the sustainability of private vocational education. These findings offer practical contributions for policymakers in designing more responsive and sustainable interventions

Abstract

This study aimed to describe: (1) The selling value of MIM Unggulan Kota Gorontalo; (2) The implementation of selling value consistency at MIM Unggulan Kota Gorontalo; and (3) The effectiveness and impact of brand equity management at MIM Unggulan Kota Gorontalo. This research employed a qualitative approach. Data were collected through interviews, observation, and documentation. The data analysis model employed was the interactive analysis model, which involved data condensation, data display, and drawing conclusions. Data validity was tested using source triangulation. The results of this study show that: (1) The central selling values of MIM Unggulan Kota Gorontalo, which build and strengthen the brand equity of “Unggulan,” include: an A accreditation, an innovative curriculum, professional human resources, modern facilities and infrastructure, outstanding extracurricular programs, and various innovative initiatives; (2) The implementation of consistent selling values at MIM Unggulan Kota Gorontalo is carried out through creative and consistent promotional strategies on Facebook, Instagram, TikTok, and YouTube; and (3) The effectiveness of brand equity management at MIM Unggulan Kota Gorontalo has proven to strengthen the brand awareness, brand association, perceived quality, and brand loyalty. This substantial brand equity has become the main competitive advantage of MIM Unggulan Kota Gorontalo.

Abstract

This study aims to describe the Context, Input, Process, Product, and Outcome of the Adiwiyata School Program in developing students’ environmental care character at SDN Made I No. 475 Surabaya. This research employed a qualitative evaluation approach using the CIPPO model (Context, Input, Process, Product, Outcome). Data were collected through observation, interviews, and documentation involving the principal, Adiwiyata coordinator, teachers, parents, and students. The data were analyzed using the Miles and Huberman model, consisting of data collection, condensation, display, and conclusion drawing. The results show that the program is implemented based on government policy and the school’s initiative to create a clean and comfortable learning environment. Adequate human resources, funding, and facilities support the program. The process integrates environmental education and active participation from the school community and parents. The program has successfully shaped students’ environmentally caring behavior, such as cleanliness, waste sorting, and plant maintenance, and has built a clean, disciplined, and eco-friendly school culture extending to their homes and communities.This study was limited to one elementary school, so the findings may not represent all Adiwiyata schools. Future studies could conduct comparative or quantitative research to strengthen generalization. The results highlight the importance of collaboration between schools, parents, and communities in sustaining environmental awareness. This study provides a comprehensive evaluation of the Adiwiyata Program through the CIPPO model, showing its role in fostering students’ environmental character in a sustainable way.

Abstract

 The purpose of this study was to analyze: (1) the level of fulfillment of educator competency standards in public junior high schools in Gorontalo City, (2) the level of fulfillment of educators’ academic standards in public junior high schools in Gorontalo City, (3) the level of fulfillment of academic standards according to educators’ field of duty in public junior high schools in Gorontalo City, and (4) the level of fulfillment of certification academic standards relevant to educators’ scientific field in public junior high schools in Gorontalo City.This study employed a quantitative approach with a descriptive research design. The subjects of this study were teachers, with a total sample of 221 participants. Data were collected through questionnaires, observation, and documentation. The data analysis technique used in this study was descriptive quantitative analysis in the form of percentages.The results of this study indicate that: (1) the level of fulfillment of educator competency standards is in the good category with a percentage of 84.46%; (2) the level of fulfillment of educators’ academic standards is in the good category with a percentage of 82.7%; (3) the level of fulfillment of academic standards according to educators’ field of duty is in the good category with a percentage of 81%; and (4) the level of fulfillment of certification academic standards relevant to educators’ scientific field is in the good category with a percentage of 88%.

Abstract

This study aims to describe the implementation of the School Literacy Movement through the KLIMIS Literacy Program at SDN Kembangan Utara 04. Using a qualitative descriptive approach with observation, interviews, and documentation, the study found that the program was initiated to address students’ low reading ability and school literacy performance. The program was implemented systematically through daily literacy activities and weekly core sessions, supported by school leaders, teachers, librarians, parents, and the mobile library. Evaluation results showed a significant improvement in students’ reading ability and interest from 40% to 70% fluent readers. Challenges such as limited book collections and digital distractions were mitigated through collaboration and digital literacy initiatives. The KLIMIS Program has proven effective in fostering a sustainable reading culture and improving students’ learning outcomes.

Abstract

This study examines the implementation of Holistic-Integrative Early Childhood Education (PAUD-HI) management at KB Dharma Bhakti, Dawarblandong District, focusing on collaboration between educational institutions and health services. Using a qualitative descriptive approach, data were collected through observations and semi-structured interviews with teachers, the institution’s head, and parents to identify barriers and supporting factors of PAUD-HI implementation. The findings show that KB Dharma Bhakti demonstrates strong internal management and effective teaching practices supported by qualified educators and Contextual Teaching and Learning (CTL) approaches that enhance children’s engagement and holistic development. However, the institution faces major challenges due to the absence of cooperation with health partners such as community health centers (Puskesmas) and village midwives, resulting in limited routine health monitoring, immunization, and developmental screening. This situation restricts early detection of health and developmental issues affecting children’s learning readiness. The study recommends formal collaboration through Memorandums of Understanding (MoUs) and stronger policy frameworks to ensure integration between education and health sectors, improving PAUD service quality.

Abstract

This study aims to describe the management condition of the PAUD institution and analyze the direction of service development at KB Aisyiyah Kutukulon Ponorogo using the ADDIE Model (Analysis, Design, Development, Implementation, Evaluation) approach. The research was conducted through observation, in-depth interviews, and document analysis to obtain a comprehensive picture of the division of teacher duties, learning implementation, classroom management, parental involvement, and learning infrastructure facilities. The results of the study show that institutions face a number of obstacles, such as multi-role teachers with high administrative burdens, limited classrooms and educational game tools, the absence of contingency plans when teachers are unable to attend, and parental involvement which is still informative. Through the ADDIE model, the needs of the institution were successfully mapped systematically: the Analysis stage revealed the main managerial problems; the Design stage to design improvement strategies related to task division, strengthening classroom management, structuring facilities, and parent collaboration programs; Development stage produces SOPs, training modules, classroom layouts, and child development assessment instruments; The Implementation stage describes the scheme of implementing the solution; while the Evaluation stage emphasizes the importance of continuous evaluation to improve service quality. This study concludes that the ADDIE Model can be an effective strategic framework to develop the quality of PAUD management, especially in institutions with limited resources.

Abstract

This study aims to examine the Management of the Technical Training Program on Impact-Based Forecast (IBF) at the PPSDM MKG BMKG. The sub-focus of this research includes planning, implementation, and evaluation of the IBF training. This research employs a qualitative approach with a descriptive method. Data collection techniques were carried out through interviews, observations, and document studies. The informants of this study consisted of the head of the administrative subdivision, training organizers, and training evaluators. The findings show that the management of the IBF technical training program at PPSDM MKG BMKG has generally been well implemented, starting from the planning, implementation, to evaluation stages. The planning of the IBF training program at PPSDM MKG was systematically carried out through needs identification using the ADDIE model and the Learning Committee Meeting forum as the basis for formulating objectives, which focused on strengthening the capacity of national and provincial weather forecasting, improving service quality, and building strategic partnerships with stakeholders. The implementation adopted a coaching approach to create an interactive and applicative learning process with high participation up to the evaluation stage. The program evaluation was conducted using the Kirkpatrick model, complemented by formative and summative evaluations involving participants, trainers, and organizers.

Abstract

This study investigates the GeLiNuBiLing program, an environment-based literacy and numeracy initiative implemented at TK Garuda Surabaya. The primary objective is to understand its effectiveness in addressing the challenges faced by early childhood institutions in developing structured literacy-numeracy programs. Early childhood institutions often encounter obstacles in creating comprehensive literacy-numeracy programs due to limited infrastructure, teacher capacity, and access to appropriate learning materials. Additionally, these institutions must navigate the complexities of regulations that prohibit formal academic instruction while simultaneously meeting the needs of school readiness.To gain insights into the program’s impact, a qualitative case study was conducted. This study employed observation, interviews, and documentation as research methods. The data was analyzed using Miles and Huberman’s thematic analysis approach, supplemented by triangulation to enhance the validity of the findings. The GeLiNuBiLing program demonstrated its effectiveness in fostering children’s engagement, enhancing their number-letter recognition skills, and improving their observation writing abilities. Furthermore, the program successfully encouraged parental participation through the implementation of Home Story Corner activities. This study makes a unique contribution to the field by integrating learning management, teacher adaptability, and family engagement dimensions, which are often overlooked in previous research. The study’s findings are limited to a single institution and rely solely on qualitative data. The research provides valuable insights into sustainable human capital development and offers a practical model for resource-constrained PAUD institutions. By adopting contextual learning approaches, these institutions can effectively address the challenges they face in developing structured literacy-numeracy programs.
