Jurnal Deliberatif adalah jurnal yang terbit dua kali dalam setahun: Juni dan Desember di bawah Jaringan Pemberdayaan Politik Lingkungan Hidup (Gardapoli), Indonesia. Jurnal ini bertujuan memperluas dan memperdalam wawasan mengenai isu hukum, politik, sumber daya manusia, dan lingkungan hidup. Keberadaan Jurnal Deliberatif diharapkan menjadi opsi bacaan bagi masyarakat umum, terutama yang menaruh minat dengan hukum, politik, sumber daya manusia dan lingkugan hidup dan menjadi kebaruan atau temuan dari penelitian terutama yang berfokus kepada hukum, politik, sumber daya manusia, dan lingkungan hidup. Setiap artikel akan direview oleh reviewer yang ahli dalam bidangnya. Proses review bersifat double-blind dimana setiap reviewer tidak mengetahui identitas penulis dan sebaliknya penulis juga tidak mengetahui identitas reviewer. Sebelum mengirimkan, harap pastikan bahwa naskah sesuai dengan fokus dan ruang lingkup Jurnal Deliberatif, ditulis dalam bahasa Indonesia dan abstrak ditulis dalam bahasa Inggris serta bahasa Indonesia, dan mengikuti pedoman penulis & template naskah kami. Abstract

The representation of women in legislative bodies is constrained by cadres at the grassroots. This paper aims to analyze the preparation of women's resources in politics related to individual interests and the interests of political parties. The data obtained from the survey shows that women feel uninterested because they are not familiar with the world of politics. They also feel they have the ability to become members of the legislature, despite their relatively high tendency to get approval from their families/spouses. The discussion in this article refers to efforts to change so that the preparation of women's resources in politics can be done with a different approach.

Abstract

Student demonstrations have historically often been successful in encouraging change. Until now, students are still believed to be agents of change based on moral strength, such as in demonstrations carried out by students on the Halu Oleo University campus. Demonstrations on campus are not only related to national issues but also local issues that occur on campus such as lecture facilities and increases in tuition fees. The perpetrators of student demonstrations on campus generally know and are aware that there is something wrong with the campus management system and practices. Demonstrations are considered as a means of public communication for students to convey their aspirations to campus officials when dialogue is ineffective, as well as an instrument of actualization after establishing themselves in lecture halls and intra/extra campus student institutions. There are many factors behind student demonstrations on campus, namely awareness within students, especially activists, to carry out a controlling role based on moral strength to encourage good campus governance and clean governance, the application of theoretical knowledge and experience when interacting on campus. and student institutions. in an effort to build a social movement. External interaction factors in organizing ideas and knowledge to always be critical in responding to various social facts that occur around them, both related to students' self-interest and the interests of society. Therefore, campuses must become role models in implementing democratic life by ensuring demonstration activities as a means of self-actualization and public communication for students.

Abstract

Hypocrisy or political hypocrisy has a long history. In Indonesia, its roots can be stretched far back to the era of the archipelago kingdom, the period of colonialism and imperialism, the new order to the reform era. It is not uncommon for political hypocrisy to exist in conjunction with the emergence of feudalism, patrimonialism, nepotism, political dynasties, despotism, feudalism and so on, both systemically and in the practice of managing power. The presence of the era of liberal democracy which emerged at the same time as the post truth era, has made the issue of political hypocrisy in the landscape and stage of power in Indonesia increasingly complex and crucial, in addition to increasingly difficult and complex solutions or solutions. Likewise, efforts to realize digital democracy that can produce politicians with integrity are a necessity that must be carried out. For this reason, comprehensive and systematic digital democracy education and literacy steps are needed, especially during the 2024 Simultaneous Elections.

Abstract

This study aims to find a contextual model of women's human resources in politics in Indonesia in order to achieve a representation of 30 (thirty) percent or more. The method of collecting primary and secondary data is by in-depth interviews with two key informants from election organizers, one FGD law, & documentation of the 2004 to 2019 election law. The data analysis method uses descriptive qualitative analysis with a combination of article analysis related to the representation of women in the election law from 2004 to 2019 using a feminist legal perspective. The results of the study show that the Conceptual model of representing women's human resources in politics in Indonesia needs to be affirmed through revisions to the election law and political parties changing the words "paying attention" or "considering" to the words "include or include" women accompanied by strict sanctions.

Abstract

Salah satu sisi lain dari terbukanya era reformasi adalah terdapat ragam ideologi dalam berbagai gerakan sosial, dan politik. Marak sekali fenomena hadirnya organisasi kedaerahan di hampir semua kota. Memang, di era orde baru organisasi semacam inipun telah ada, hanya sejak era reformasi menerapkan otonomi daerah dan desentralisasi lebih maksimum, pertumbuhan organisasi berbasis primordial itu sangat banyak dan massif. Politisisasi sara menjadi ancaman serius bagi pengembangan dan penguatan sistem demokrasi yang direpresentasikan melalui pemilihan umum dan pemilihan kepala daerah.

Abstract

Abstrak: Penelitian ini membahas bagaimana penerapan pengambilan keputusan ekonomi pada perusahaan asuransi umum joint-venture Jepang XYZ. Tujuan penelitian ini adalah untuk menganalisis bagaimana perusahaan asuransi umum joint-venture Jepang XYZ mengambil keputusan secara ekonomi. Metode penelitian ini menggunakan kajian pustaka (literature review). Hasil penelitian menunjukkan bahwa perusahaan asuransi joint venture XYZ mengambil keputusan berdasarkan hasil diskusi 4 direksi yang mempertimbangkan pendapat para direksi dan karyawan. Abstract: This research discusses how economic decision making is implemented in the Japanese joint-venture general insurance company XYZ. The purpose of this research is to analyze how the Japanese joint-venture general insurance company XYZ makes economic decisions. This research method uses a literature review. The results showed that XYZ joint venture insurance company made a decision based on the results of a discussion of 4 directors who weighed the opinions of directors and employees.

Abstract

Abstrak Penelitian ini menggali peran aktif rakyat dan negara dalam mencapai kesejahteraan sosial sebagai bagian integral dari pembangunan nasional. Dalam menghadapi berbagai tantangan pembangunan nasional, kesejahteraan sosial menjadi indikator penting yang mencerminkan tingkat kemajuan suatu negara. Penelitian ini membahas bagaimana keterlibatan aktif rakyat dan peran negara dapat mempengaruhi pencapaian kesejahteraan sosial di tengah dinamika kompleks sosial, ekonomi, dan politik.Studi ini menggunakan metode analisis deskriptif untuk mengevaluasi peran aktif rakyat melalui partisipasi dalam kegiatan sosial dan ekonomi, serta upaya negara dalam menyediakan layanan dasar seperti pendidikan, kesehatan, dan pekerjaan. Hasil penelitian menunjukkan bahwa partisipasi aktif rakyat dalam pembangunan lokal dan nasional memiliki dampak positif terhadap kesejahteraan sosial, dengan meningkatnya akses pendidikan, kesehatan, dan kesempatan kerja. Kata kunci : Peran; Rakyat dan Negara; Kesehahteraan; Pembangunan Abstract This research explores the active role of the people and the state in achieving social welfare as an integral part of national development. In facing various national development challenges, social welfare is an important indicator that reflects the level of progress of a country. This research discusses how the active involvement of the people and the role of the state can influence the achievement of social welfare amidst complex social, economic and political dynamics. This study uses descriptive analysis methods to evaluate the active role of the people through participation in social and economic activities, as well as the state's efforts in providing basic services such as education, health and employment. The research results show that people's active participation in local and national development has a positive impact on social welfare, by increasing access to education, health and employment opportunities. Abstrak Standar Kompetensi Kerja Nasional Indonesia (SKKNI) untuk bidang perasuransian yang disahkan melalui Keputusan Menteri Ketenagakerjaan Nomor 51 Tahun 2021 mengamanatkan pembentukan Lembaga Sertifikasi Profesi (LSP) bidang Perasuransian, seakan berkompetisi satu dengan lainnya masing-masing lembaga atau asosiasi perasuransian mendirikan LSP sesuai ke-khas-annya masing-masing, maka bermunculanlah LSP AAJI, LSP AAUI, LSP AAMAI, LSP PS, LSP PI, LSP PKAI, LSP JAKI disamping perguruan tinggi vokasi asuransi yang sudah berdiri jauh terlebih dahulu yaitu STMA Trisakti dan STIMRA, hal ini menimbulkan kekhawatiran bahwa para pengurus lembaga perasuransian cenderung lebih mengutamakan aspek bisnis dan keuntungan semata, dibandingkan dengan upaya penguatan Sumber Daya Manusia (SDM) Perasuransian. Penelitian ini bertujuan untuk menganalisis fenomena egoisme pengurus lembaga perasuransian dan dampaknya terhadap pengembangan SDM Perasuransian di Indonesia. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan teknik wawancara mendalam dan studi literatur. Hasil penelitian menunjukkan bahwa terdapat kecenderungan pengurus lembaga perasuransian untuk lebih memprioritaskan aspek bisnis dan keuntungan, dengan mengutamakan kepentingan pengurus dan lembaganya masing-masing, sementara penguatan SDM agar dapat bersaing di tingkat global kurang mendapat perhatian yang memadai. Hal ini memerlukan kerjasama semua pihak untuk mewujudkan LSP yang kuat dan diakui di kancah global seperti CII di Inggris atau ANZIIF di Australia dan New Zealand yang keberadaannya diakui dan dihormati di seluruh dunia. Kata kunci: Sumber Daya Manusia, Lembaga Perasuransian, Lembaga Sertifikasi Profesi, Standar Kompetensi. This research aims to analyze the phenomenon of egoism among insurance association boards and its impact on the development of insurance human resources in Indonesia. The research methodology used is a qualitative approach with in-depth interview techniques and literature study. The research results show that there is a tendency for insurance association boards to prioritize business and profit aspects, prioritizing the interests of their respective insurance associations or institutions, while strengthening human resources to be able to compete at the global level does not receive adequate attention. This requires the cooperation of all parties to create a strong and recognized LSP on the global stage, such as CII in the UK or ANZIIF in Australia and New Zealand whose their existence is recognized and respected throughout the world. Abstract

ABSTRAK Latar Belakang - Kinerja karyawan merupakan aspek penting dalam menunjang produktivitas karyawan. Kinerja karyawan dapat dipengaruhi oleh work family conflict dan kepuasan kerja. Tujuan - Penelitian ini bertujuan untuk menganalisis work family conflict dan kepuasan kerja terhadap kinerja karyawan. Design/Metodologi Penelitian - Penelitian ini merupakan penelitian kuantitatif dengan data primer. Penelitian ini dilakukan di PT. Royal Conocean Internasional Adjustment (RCIA). Penelitian ini menggunakan 24 sampel yang akan dianalisis dengan menggunakan SPSS 24. Metode analisis yang digunakan adalah regresi berganda. Hasil - Hasil analisis menunjukkan bahwa work familiy conflict berpengaruh negatif dan signifikan terhadap kinerja karyawan. Kepuasan kerja berpengaruh positif dan signifikan terhadap kinerja karyawan. Implikasi - Perusahaan dapat melakukan harmonisasi dengan karyawan sehingga terhindar dari masalah work family confict yang dapat menurunkan tingkat kinerja karyawan dan menambah kepuasan kerja sehingga dapat menambah tingkat kinerja karyawan. Kata Kunci : Kinerja Karyawan, Work Family Conflict, Kepuasan Kerja ABSTRACT Background - Employee performance is an important aspect in supporting employee productivity. Employee performance can be influenced by work family conflict and job satisfaction. Purpose - This research aims to analyze work family conflict and job satisfaction on employee performance. Research Design/Methodology - This research is quantitative research with primary data. This research was conducted at PT. Royal Conocean International Adjustment (RCIA). This research uses 24 samples which will be analyzed using SPSS 24. The analysis method used is multiple regression. Results - The results of the analysis show that work family conflict has a negative and significant effect on employee performance. Job satisfaction has a positive and significant effect on employee performance. Implications - Companies can harmonize with employees so as to avoid work family conflict problems which can reduce employee performance levels and increase job satisfaction so that they can increase employee performance levels. Abstract

Abstrak PT. XYZ, sebuah perusahaan Asuransi Umum, memiliki tujuan untuk meningkatkan pelayanan klaim asuransi dengan memprioritaskan pengembangan sumber daya manusia dan manajemen kinerja yang efektif. Analisis SWOT menunjukkan kelebihan perusahaan seperti pengalaman dalam menangani klaim besar, kompetensi tenaga penilai, dan proses penyelesaian klaim yang sudah berjalan. Namun, perusahaan juga memiliki kelemahan seperti ketergantungan pada Independent Loss Adjusters (Tenaga Ahli Penilai Kerugian Mandiri yang bekerja untuk PT XYZ) dan penurunan persentase penyelesaian klaim untuk nilai di atas Rp. 1 Milyar. Berdasarkan analisis ini, perusahaan direkomendasikan untuk berinvestasi dalam program pelatihan dan pengembangan reguler untuk Tenaga Penilai Klaim Asuransi Kerugian, serta memperkuat program pelatihan internal dan kerjasama dengan organisasi luar untuk meningkatkan kompetensi dan keahlian mereka. Dengan demikian, PT. XYZ dapat meningkatkan kinerja pelayanan klaim asuransi yang akurat, adil dan cepat dengan lebih memprioritaskan penggunaan Tenaga Penilai Klaim Kerugian Perusahaan sehingga pelaku ekonomi dapat segera bangkit untuk melakukan kegiatan ekonomi selanjutnya serta memastikan reputasi perusahaan sebagai perusahaan asuransi umum terbaik di Indonesia. Kata Kunci: Sumber Daya Manusia   Abstract: PT. XYZ, a general insurance company, aims to enhance its claim service by prioritizing human resource development and effective performance management. The SWOT analysis highlights the company's strengths, including its experience in handling large claims, the competence of its adjusters, and the existing claim settlement process. However, the company also faces weaknesses such as its reliance on Independent Loss Adjusters and a decline in the settlement rate for claims above IDR 1 billion. Based on this analysis, the company is recommended to invest in regular training and development programs for its claim adjusters, as well as strengthen internal training programs and collaborations with external organizations to enhance their competence and expertise. This will enable PT. XYZ to improve the accuracy, fairness, and speed of its claim service, ensuring that economic actors can quickly recover and resume economic activities, thereby solidifying the company's reputation as the best general insurance company in Indonesia.
