Abstract

This article discusses strategies for strengthening the participation of transmigrant communities through empowerment programs implemented by the Pekanbaru Transmigrant Community Training and Empowerment Center (BPPMT). The main focus of the activities is to increase community capacity through training in processing agricultural products based on local potential, such as bananas and cassava, involving transmigrant and local communities from Sungai Cingam Village and Makeruh Village. The training uses an andragogical approach and participatory methods, which have been proven to increase participants' knowledge by 83% and encourage social adaptation and collaboration between groups. The training results include food processing, packaging label creation, NIB and P-IRT management, and the formation of group business capital. The involvement of community institutions such as the PKK also strengthens women's participation and business sustainability. These findings indicate that empowerment based on contextual and collaborative training can be an effective strategy in increasing the participation and economic independence of transmigrant communities.

Abstract

Rapid changes and uncertainties, such as those experienced during the Covid-19 pandemic, require organizations to have good adaptability. The ability to respond to these changes is inseparable from a culture of knowledge sharing among members of the organization that fosters a climate of continuous learning. A learning organization is a concept that empowers its members to continuously develop their capacities, share knowledge, and learn together consistently. This concept is not only useful for dealing with current changes, but also serves as a long-term investment that encourages knowledge enhancement, competency, sustainable performance, innovation, and the ability to cope with future changes. This study uses a descriptive analytical method with a literature review approach to analyze the concept of organizational learning. The results show that organizational learning is very important in dealing with various organizational problems, increasing innovation capacity, and achieving maximum company performance. Organizational learning has a significant effect on innovation and organizational performance through the process of acquiring, sharing, using, and storing knowledge involving three dimensions: individuals, groups, and organizations. To achieve effective organizational learning, management support, an appropriate organizational structure, a culture of collaboration, and the use of technology to accelerate knowledge transfer are needed in order to gain a sustainable competitive advantage.

Abstract

Mangrove forests in Riau Province play a vital role in carbon sequestration, coastal protection, and marine biodiversity conservation. This research examines the general condition of mangrove forests in Riau Province through literature review and content analysis of scientific articles published between 2017-2021. With a total area of 138,434 hectares distributed across seven regencies and cities, Riau's mangrove forests demonstrate significant carbon storage capacity, estimated at approximately 148 million tons of CO2 absorption. The research focuses on multiple observation points including Indragiri Hilir, Siak, Dumai, and Kepulauan Meranti to assess mangrove density, vegetation diversity, and ecological conditions. The findings reveal a concerning trend of declining mangrove coverage over the years, with vegetation area decreasing from 9,759 ha in 1997 to 7,875 ha in 2019 in Pulau Rangsang alone. Industrial activities, particularly oil industries operating in Riau Province, have been identified as significant factors affecting mangrove quality through heavy metal contamination (Pb), pH changes, and dissolved oxygen levels in coastal waters. Despite these challenges, mangrove forests in Riau continue to support diverse marine biota, with studies documenting 14 true mangrove species and 8 associated species in Sungai Pakning, and various zooplankton communities in Bandar Bakau. The research underscores the urgent need for comprehensive conservation policies and rehabilitation efforts to preserve Riau's mangrove ecosystems and their critical environmental functions.

Abstract

This study aims to analyze the implementation of the Digital Population Identity (IKD) in improving the efficiency of population administration services in Pekanbaru City. The background of this research is based on the government’s efforts to transform public service systems toward effective, efficient, and accountable digital governance. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, observations, and documentation at the Department of Population and Civil Registration (Disdukcapil) of Pekanbaru City. The data were analyzed through data reduction, data presentation, and conclusion drawing. The findings indicate that the implementation of the IKD in Pekanbaru City has had a positive impact on the efficiency of population administration services, particularly in accelerating service processes, reducing queues, and improving the accuracy of population data. However, several challenges remain, including limited public digital literacy, uneven network infrastructure, and the need to strengthen the capacity of human resources in managing digital systems. The study concludes that the success of IKD implementation largely depends on the synergy between technological readiness, human resource competence, and active community participation. Therefore, sustainable strategies are required to strengthen digital governance and realize more efficient and inclusive population administration services in the future.

Abstract

This study aims to analyze the effectiveness of Corporate Social Responsibility (CSR) communication in empowering women economically through the Pertamina Berdikari – BATARI Program implemented by PT Pertamina Patra Niaga Fuel Terminal (FT) Tarakan. The BATARI program focuses on improving women's economic independence through training in boneless milkfish processing, strengthening entrepreneurial capacity, and providing digital marketing assistance to the Berkah Joint Business Group (KUB) in Lingkas Ujung Village, Tarakan City. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, participatory observation, and documentation studies. The results show that CSR communication plays an important role in increasing women's capacity and participation, especially through participatory counseling methods, interactive training, and two-way communication between facilitators and participants. The effectiveness of communication is demonstrated by the increased production capabilities, business management skills, and self-confidence of women in independently carrying out economic activities. However, the study also identified challenges such as limited access to technology and digital marketing. Overall, the BATARI program reflects effective and sustainable development communication practices in strengthening the role of women as local economic actors
