Abstract

This study aims to identify and analyze the role of social capital and institutional trust as the main determinants of local political participation in village development planning in Cibinong District, Cianjur Regency. Community political participation is a crucial aspect in ensuring inclusive development; however, the level of engagement often varies due to structural and cultural factors. The research employed an explanatory quantitative method with a cross-sectional survey design involving 100 respondents. Data were analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The findings indicate that all hypotheses were supported: social capital has a significant positive effect on local political participation and institutional trust. Institutional trust also has a positive effect on political participation and is proven to act as a mediating variable linking social capital and citizen participation. The synergy between social capital and institutional trust is key to creating democratic and sustainable village development planning. Social capital provides the social infrastructure for cooperation, while institutional trust functions as a psychological mechanism that transforms social relational potential into concrete political action.

Abstract

Political trust is a vital indicator of the quality of a democratic system, reflecting the extent to which the public believes that government institutions can function effectively, responsively, and accountably. This study aims to empirically analyze the influence of local government performance and government transparency on public political trust in Sindangbarang District, Cianjur Regency. The research employs a quantitative approach using Structural Equation Modeling (SEM) based on Partial Least Square (PLS) with SmartPLS 4.0 software. Data were collected through online questionnaires using a Likert scale from 300 respondents who are residents of Sindangbarang District. The results of the study indicate that local government performance has a positive and significant influence on public political trust (t-statistic 9.928; p-value 0.000), with a path coefficient of 0.456. Furthermore, government transparency also demonstrates a significant positive influence on political trust, showing a stronger impact than the performance variable (t-statistic 11.547; p-value 0.000; path coefficient 0.525). The research model exhibits very high predictive power with an R-Square value of 94.2%, meaning these two variables explain the vast majority of variations in public political trust in the region. Additionally, the Goodness of Fit test resulted in an SRMR value of 0.042, indicating an excellent model fit. The study concludes that the synergy between effective public service performance and information openness is a fundamental pillar for achieving good governance and strengthening political legitimacy at the local level

Abstract

This study aims to analyze the influence of Human Resource Management (HRM) innovation on the implementation of smart governance and its impact on community satisfaction in Cibinong Subdistrict, South Cianjur. The background of this research highlights the gap between the demands of digital transformation and the limitations of infrastructure and human resource capacity at the local government level. Using a quantitative approach through Structural Equation Modeling (SEM-PLS) with 150 respondents, this study examines causal relationships among the variables. The results indicate that HRM innovation has a very strong and significant effect on smart governance, with a path coefficient of 0.978. Furthermore, HRM innovation and the implementation of smart governance each have a direct positive effect on community satisfaction. Another important finding shows that smart governance acts as a partial mediating variable that strengthens the influence of HR innovation in improving public service quality. The development of digital competencies, an innovation culture, and collaborative leadership are proven to be key factors in overcoming bureaucratic barriers. In conclusion, strengthening innovative human resource capacity is crucial for realizing transparent, efficient, and responsive governance to enhance public trust at the subdistrict level.

Abstract

This study aims to analyze the effect of internal communication of the village head on the work motivation of village officials in Sukamulya Village, Warungkondang District, Cianjur Regency. The background of this research is the presence of information distortion, lack of routine communication forums, and low work discipline that hinder organizational effectiveness at the village level. The research method used is a quantitative approach with an explanatory research design. Data were collected through questionnaires from 35 respondents using a saturated sampling technique and analyzed using Structural Equation Modeling based on Partial Least Squares (SEM-PLS) with the assistance of SmartPLS 3. The results show that internal communication has a positive and significant effect on work motivation, with a path coefficient of 0.825. Statistically, the t-statistic value of 2.430 (>1.96) and p-value of 0.015 (<0.05) confirm that improvements in internal communication quality directly enhance work motivation. The R-square value of 0.680 indicates that internal communication explains 68% of the variance in work motivation. Additionally, the model demonstrates moderate predictive relevance with a Q-square value of 0.278. These findings highlight the importance of transparency, feedback systems, and efficient information flow in fostering motivation and professionalism among village officials.

Abstract

This research aims to analyze the implementation of the affirmative action policy in fulfilling the women's quota within PDI Perjuangan in West Java Province. This issue is crucial due to the wide gap between the fulfillment of administrative quotas and the actual electoral results, which remain low in the field. Utilizing a qualitative approach with a case study method and Merilee S. Grindle's theoretical framework, this research evaluates the interaction between the content of policy and the context of implementation within the party. The research findings indicate that policy implementation has not been optimal due to decision-making that tends to be centralized, as well as the dominance of party elites acting as gatekeepers who limit the strategic space for female cadres. Affirmative policies are largely understood as an administrative obligation to comply with electoral regulations rather than as an instrument for substantive political transformation, often trapping them in the practice of tokenism. Other significant barriers include the strong influence of patriarchal culture, gender stereotypes, and the lack of operational support in the form of political education and sustainable funding at the local level. The study concludes that the success of this policy heavily relies on the commitment of local leaders and inclusive internal party reform so that women's representation is not merely symbolic, but capable of making a real impact on political decision-making.
