Abstract

Contemporary studies in Islamic jurisprudence (Hukm Shar'ī) have expanded considerably in response to the growing complexity of issues in the social, economic, institutional, environmental, familial, and digital religious authority domains. Existing literature, however, tends to center its analytical focus on Al-Ḥākim — the divine legislating authority — through discussions of legal proofs (dalīl), the objectives of Islamic law (maqāṣid al-sharī'ah), independent legal reasoning (ijtihād), analogical deduction (qiyās), legal causation (ta'līl), and methods of legal determination. By contrast, the dimensions of Maḥkūm 'Alayh (the legally obligated subject) and Maḥkūm Fīh (the object of legal prescription) remain largely underexamined at the operational level. This article aims to map prevailing trends in contemporary research on Hukm Shar'ī and to develop a conceptual synthesis grounded in the triadic relational framework among Al-Ḥākim, Maḥkūm 'Alayh, and Maḥkūm Fīh. The study employs a systematic literature review methodology with narrative-thematic synthesis, drawing on 68 core articles selected from an initial pool of 321 records retrieved through Scopus metadata-based screening. The review findings indicate that the literature is predominantly oriented toward istiṇbāṭ (legal inference) methodology and maqāṣid-based inquiry, while thematic areas such as bioethics, criminal law (jināyah), worship-related services, family law, and collective action remain comparatively underdeveloped. The principal findings identify conceptual, methodological, applicative, and subject-level gaps — most notably, the insufficient analytical treatment of legal capacity, agency, vulnerability, the obligations of the mukallaf (legally competent subject), and the juridical status of institutional acts. This article concludes that the triadic framework of Hukm Shar'ī has significant potential to reinforce the theory of ḥukm and to serve as an analytical instrument for engaging with contemporary issues in Islamic law in a more systematic, contextual, and responsive manner.

Abstract

This article examines Prophetic ijtihad as a foundational model of adaptive legal reasoning in early Islamic law. The problem addressed is the tendency to reduce Prophetic-era law to static textual authority while overlooking the interaction between revelation, reasoning, context, and consultation. Using qualitative library research with a historical-normative and conceptual approach, the study analyzes Qur'anic legal principles, Prophetic traditions, sira materials, usul al-fiqh concepts, and recent literature on ijtihad, maqasid, and legal adaptation. The findings show that Prophetic ijtihad functioned as guided legal reasoning: it remained anchored in revelation while using analogy, maslahah, consultation, gradualism, custom, and supervised delegation to the Companions. This pattern demonstrates that early Islamic law was neither rigid literalism nor unrestricted rationalism, but a disciplined method for connecting divine norms with concrete social needs. The article contributes a typology of Prophetic ijtihad and argues that it can inform contemporary Islamic legal thought through textual fidelity, public benefit, ethical purpose, and methodological accountability.

Abstract

Residential fires constitute one of the major disasters that generate multidimensional impacts on social, economic, public health, and environmental systems. In April 2026, a large-scale residential fire occurred in Kampung Bahagia, Sabah, Malaysia, destroying approximately 1,000 houses and leaving thousands of residents displaced. This study aims to analyze the impacts of the fire on coastal ecosystems, air quality, and public health from an environmental ecology perspective. The research employed a qualitative descriptive approach through a literature review, utilizing secondary data obtained from scientific articles, peer-reviewed journals, fire incident reports, and other relevant supporting documents. The findings indicate that the fire contributed to the contamination of the coastal environment through the deposition of combustion residues, including ash, charcoal, heavy metals, and synthetic materials, into adjacent water bodies, thereby posing potential threats to ecological balance. Furthermore, the fire emitted significant air pollutants, including particulate matter (PM₂.₅ and PM₁₀), carbon monoxide (CO), nitrogen oxides (NOₓ), sulfur dioxide (SO₂), and polycyclic aromatic hydrocarbons (PAHs), resulting in deteriorated air quality and an increased risk of adverse health outcomes, particularly acute respiratory infections (ARI), asthma, bronchitis, and eye irritation. The study further reveals that the vulnerability of coastal settlements to residential fires is strongly influenced by high housing density, the widespread use of combustible building materials, and the limited availability of fire mitigation systems and emergency response infrastructure. Therefore, strengthening disaster risk reduction strategies, enhancing community preparedness and resilience, improving spatial planning in coastal areas, and implementing continuous environmental quality monitoring are essential to reducing the likelihood and impacts of similar incidents in the future.

Abstract

This article examines the concept of hukum syara’ from the perspective of the Qur’an and the Sunnah as the primary normative foundations of Islamic law. The study focuses on the definition of hukum syara’, its epistemological position within Islamic legal thought, and its classification into hukum taklifi and hukum wadh’i. Using a qualitative library research method, this article analyzes classical and contemporary works on ushul fiqh and Islamic legal philosophy. The findings show that hukum syara’ is not merely a formal legal command but a divine discourse directed toward the conduct of mukallaf through demands, prohibitions, choices, and legal determinations. Hukum taklifi includes wajib, mandub, haram, makruh, and mubah, while hukum wadh’i includes sabab, syarat, and mani’. These two classifications demonstrate that Islamic law contains both normative obligations and operational legal mechanisms. The article argues that a systematic understanding of hukum syara’ is essential for strengthening Islamic legal studies because it clarifies the relationship between revelation, legal reasoning, and practical human conduct.

Abstract

Land subsidence is one of the increasingly serious environmental problems in various urban areas of Indonesia. This phenomenon occurs due to a combination of natural factors and human activities, particularly excessive groundwater extraction, the burden of infrastructure development, soft soil consolidation, and changes in land use. Major cities such as Jakarta, Bekasi, Bandung, Semarang, and Surabaya experience different rates of land subsidence, with significant impacts on the environment and community life. These impacts include increased flood risk, infrastructure damage, seawater intrusion, and declining urban environmental quality. This study uses a literature review method to examine the causes, characteristics, ecological impacts, and mitigation efforts related to land subsidence in Indonesian urban areas. The findings indicate that groundwater exploitation is the dominant factor accelerating land subsidence, especially in coastal cities. Therefore, sustainable water resource management, improved piped water services, stricter development control, and adaptive spatial planning policies are needed to reduce future risks.

Abstract

The transformation of Islamic boarding schools (pesantren) into socio-economic institutions has increased their strategic role in promoting sustainable community development. However, previous studies have primarily emphasized economic outcomes while providing limited understanding of how economic governance is constructed through Islamic values. This study aims to analyze economic governance practices in pesantren, examine the internalization of Maqasid al-Shariah in institutional decision-making, and develop an empirically derived Maqasid-Based Economic Governance Model toward Sustainable Islamic Development. A qualitative multiple-case study design was employed involving two Indonesian pesantren with established economic institutions. Data were collected through in-depth interviews, participant observation, and institutional documentation and analyzed using the interactive model of Miles, Huberman, and Saldaña combined with grounded theory coding procedures consisting of open, axial, and selective coding. The findings indicate that economic governance in pesantren is characterized by collective leadership, transparency, accountability, participation, effective business management, benefit distribution, and value-based decision-making. These governance practices are transformed through the internalization of the five dimensions of Maqasid al-Shariah Hifdz al-Din, Hifdz al-Nafs, Hifdz al-Aql, Hifdz al-Nasl, and Hifdz al-Mal which function as an operational governance mechanism rather than merely a welfare evaluation framework. The study proposes an empirically derived institutional model demonstrating that governance practices strengthen a sustainable pesantren economy and ultimately contribute to Sustainable Islamic Development. The findings extend Islamic development economics by integrating economic governance, maqasid internalization, and sustainability into a unified institutional framework that provides both theoretical advancement and practical guidance for strengthening value-based governance within pesantren.

Abstract

The growing trends of organic food consumptions, worldwide, explore consumer concerns about food safety, health, and sustainability are driving interest of organic food consumptions; however, the consumption behavior of organic food in developing economies are not well understood. This study, thus, aims to explore how psychological and social influences affect behavioral intention for organic food consumption, and how these intentions lead to actual consumption behavior in varied consumer locations (urban vs. rural). Partial Least Squares Structural Equation Modeling (PLS-SEM) was employed for analyzing a survey dataset comprising 204 consumer responses to test the research model which was developed utilizing the Theory of Reasoned Action (TRA). The findings show that both attitudes and subjective norms significantly influence behavioral intentions, with subjective norms having a stronger effect. The behavioral intention also notably impacts actual consumption. While consumer location does not directly affect behavioral intention, it is a crucial moderator in the attitude-intention relationship, highlighting the importance of geographical context. This study enhances the TRA by considering consumer location, offering insights into the factors influencing decision-making. The results suggest that marketers and policymakers should tailor their strategies to geographical distinctions to effectively promote sustainable organic food consumption in Bangladesh.

Abstract

The Great Gatsby employs a distinct style and language to reveal the moral emptiness and hypocrisy hidden beneath the halo of the Jazz Age, as well as to profoundly explore the spiritual essence of the broken American dream through the lens of broken dreams of love and money, which had a significant impact on American society at the time. He is a highly symbolic figure representing the United States in the 1920s, particularly the broken American ideal of unparalleled wealth and material abundance. In addition to its utilitarian relevance, The Great Gatsby has significant artistic value, with symbolism playing a key role throughout the work. Then this paper introduces Fitzgerald's biography, the novel's period background, and the discussion of symbolism, and then this paper specifically analyzes the symbols used in The Great Gatsby and their significance in conveying the theme of the novel. Finally, the paper draws a conclusion, reflecting on the problems of the American dream, and at the same time, linking with the modernization process of China, from which a warning can be obtained.

Abstract

This study conducted an empirical analysis of the impact and performance of public account committees in the Niger Delta States with emphasis on Delta, Edo and Abia States House of Assembly. The study aimed to achieve five objectives: (1) to understand how the PAC promotes accountability in public sector organizations, (2) to examine the relationship between the PAC and the Auditor-General in promoting accountability of public funds, (3) to assess the role of the PAC, civil society organizations (CSOs), and the PAC Tribunal in the South-South states of Nigeria in influencing the accountability of public funds in Ministries, Departments, and Agencies (MDAs) and other public institutions, (4) to identify the challenges faced by the PAC in promoting accountability, and (5) to analyze the impact of the PAC's directives and recommendations on public fund accountability. The research was conducted across the South-South states of Nigeria, using both descriptive and survey research designs. The data collected were analyzed using multiple regression. The findings of the study indicated that the quality of the PAC has a significant effect on the accountability of public funds in these states. Additionally, the timeliness of the PAC’s activities also significantly influences public fund accountability. On the other hand, political influence was found to have no significant effect on the accountability of public funds. Lastly, the PAC’s recommendations and appeals were shown to significantly affect the accountability of public funds in the region. The study concludes that the PAC has positively influenced the accountability of public funds, particularly through moderate follow-up of audit reports, timely discussions, and responses to audit recommendations. Despite these achievements, the study recommends that PAC members be trained in information technology to enhance their effectiveness and efficiency. Furthermore, it stresses the importance of ensuring full effectiveness of the PAC in promoting accountability by covering all aspects of expenditure and revenue auditing.

Abstract

This study, titled "Evaluation of Taxation as a Source of Government Revenue in Delta State Board of Internal Revenue Services," examines the role and effectiveness of taxation in supporting public revenue generation and development in Delta State, Nigeria. Using an ex post facto research design, the study addresses three primary research questions and hypotheses to understand the impact of taxation on health, education, and economic growth within the state. The population for this study consisted of 120 employees from the Delta State Board of Internal Revenue Services. Data were collected through a structured questionnaire, and responses were analyzed using mean scores to assess research questions, with a mean criterion of 2.50 as the benchmark for acceptance. Additionally, chi-square analysis was employed to test the hypotheses. The findings revealed significant positive relationships between internally generated revenue and government expenditure on health and education, underscoring the importance of efficient tax collection in funding essential public services. Results also indicated that tax evasion and avoidance negatively impact revenue generation, reducing the funds available for development projects. Furthermore, the study found that taxation contributes to economic growth, evidenced by its role in enhancing Delta State’s Gross Domestic Product (GDP). Based on these results, the study recommends that the Delta State Board of Internal Revenue Services strengthen tax collection mechanisms, improve public awareness on tax compliance, and allocate revenue strategically to critical sectors such as health and education
